Today, a meeting on topic “Efficiency of execution of the delegated powers of the Russian Federation in the field of forest relations by the subjects of the Volga Federal District: results of 2018 and tasks for 2019” was held at the Kazan City Hall. The meeting was attended by Deputy Minister of Natural Resources and Ecology of the Russian Federation - Head of the Federal Forestry Agency Ivan Valentik, Head of the Forestry Department for the Volga Federal District Aleksandr Ornatsky, Prime Minister of the Republic of Tatarstan Aleksey Pesoshin, Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov and others.
Opening the meeting, Ivan Valentik noted that there are positive changes in the field of forest conservation. He recalled that the past year was marked by numerous changes in forest legislation, which will significantly affect the forest management system. “For example, the Federal Law No. 538-FZ was adopted, better known as the Law on Protective Forests, which for the first time establishes at the legislative level requirements that allow forests to be assigned to a certain category of protection”, Ivan Valentik stressed.
“We must all strive for one goal”, he added. – For creating optimal conditions for sustainable, stable work in the main areas: use, conservation, protection and reproduction of forests.
The Prime Minister of Tatarstan Aleksey Pesoshin, speaking with a welcoming speech to the participants of the meeting, said that “development of forestry is one of the priorities for Tatarstan. Forests are the most important condition for creating a favorable environment and ensuring the ecological safety of the population”.
He noted that today Tatarstan is one of the most developed industrial subjects of the country, large-scale projects in oil production and oil refining, petrochemical chemistry, and mechanical engineering are being implemented in the region. Despite the difficult economic situation, it was possible to ensure growth in the main macroeconomic indicators in 2018.
“More than 10 years, republican programs have been implemented in the republic aimed at improving the quality of life of citizens”, said Aleksey Pesoshin. - Development of forestry is one of the priorities for Tatarstan. Forests are the most important condition for creating a favorable environment and ensuring the ecological safety of the population. The main responsibility for this direction is assigned in the republic to the Ministry of Forestry. Thanks to the effective interaction with the federal authorities, almost all plans in the field of forestry were implemented. For the eighth consecutive year forest fires were not allowed in the republic, this is a good result. Arsenal of equipment for protection of forests from fires and organizational measures for prevention of fires in forests has proven to be effective”.
The Prime Minister of Tatarstan also recalled that in 2018 the Ministry of Forestry of the Republic of Tatarstan took a full range of measures for protection, reproduction and conservation of forests as part of the state task.
Then, the Head of the Forestry Department for the Volga Federal District Aleksandr Ornatsky spoke on topic “Efficiency of execution of the delegated powers of the Russian Federation in the field of forest relations by the subjects of the Volga Federal District: results of 2018 and tasks for 2019”.
He said that the area of the forest fund of the Volga Federal District is 3.4% of the total fund area in the country (39.3 million hectares). The average percentage of forest land in the Volga Federal District is 36.5%.
"The main types of forest use are wood harvesting - 83%, hunting management - 10%, recreational activities - 4%, harvesting of non-timber resources - 2%, turpentine - 1%," said Aleksandr Ornatsky.
According to him, in 2018 in the Volga Federal District, reforestation work was carried out on the area of 131 thousand hectares, sanitary and health measures - 57.8 thousand hectares.
“Volga Federal District regions have more than 193 million pieces of planting material for planting in the spring with a need of 156 million” said the Head of the Forestry Department for Volga Federal District. “Also, 83 thousand kg of seeds have been harvested, including about 12 thousand kg with improved hereditary properties”.
Within the framework of the meeting, the Director of the Federal State Budgetary Institution “Roslesinforg’ Igor Murayev, the Head of the Federal Budgetary Institution “Avialesookhrana” Vitaliy Akberdin, Acting Director of the Federal Budgetary Institution "Russian Forest Protection Center" Pavel Popov and others made reports.
At the end of the meeting, an agreement was signed on cooperation in the field of forest relations between the Federal Forestry Agency and the Cabinet of Ministers of the Republic of Tatarstan. The document was signed by the Head of Rosleskhoz, Ivan Valentik, and the Head of the Cabinet of Ministers of the Republic of Tatarstan, Aleksey Pesoshin.
