The Ministry has begun work on acceptance of forest declarations and reports established by the Forest Code of the Russian Federation
The Ministry of Forestry of the Republic of Tatarstan has begun work on acceptance of forest declarations and reports established by the Forest Code of the Russian Federation.
We remind you that in accordance with Article 26 of the Forest Code of the Russian Federation, persons to whom forest plots are leased or transferred for permanent (unlimited) use must submit a forest declaration to the Ministry of Forestry of the Republic of Tatarstan. A forest declaration is a statement on use of forests in accordance with a forest development project. The document is submitted annually at least 10 days before the start of the estimated period of forests use. The validity of the forest declaration is not more than 12 months from the date of the start of the estimated period of use of forests.
The forest declaration form, as well as the procedure for filling and submitting it, format requirements, were approved by order of the Ministry of Natural Resources and Ecology of the Russian Federation No. 17 dated January 16, 2015.
In addition, in accordance with Articles 49, 60, 60.11 and 66 of the Forest Code of the Russian Federation, the following types of reports are submitted to the Ministry of Forestry of the Republic of Tatarstan by citizens, including individual entrepreneurs, legal entities engaged in the use of forests:
- report on the forest use (information on the amount of forest resources withdrawn, their product structure, other information),
- report on protection of forests from fires,
- forest protection report,
- report on forest reproduction and afforestation.
A report on the forest use is submitted by citizens, including individual entrepreneurs, legal entities engaged in the use of forests, monthly, no later than the tenth day of the month following the reporting one (when using forests for timber harvesting, as well as when using forests for other purposes, when forest stands were felled). In cases where forest stands were not felled while using forests, the report shall be submitted annually, not later than January 10 of the year following the reporting one.
The form of the report on the forest use and the procedure for its submission, as well as the requirements for the format of report on the forest use in electronic form, were established by Order of the Ministry of Natural Resources and Ecology of the Russian Federation No. 451 of August 21, 2017.
A report on protection of forests from fires is submitted by citizens, including individual entrepreneurs, legal entities that use forests in accordance with the Forest Code of the Russian Federation, as well as carry out forest conservation measures, on a quarterly basis, no later than the tenth day of the month following the reporting period. In cases where the forest development project and forestry regulations in the reporting quarter do not provide for forest protection measures, the report is submitted annually, no later than January 10 of the year following the reporting one.
A report on forest protection is submitted by citizens, including individual entrepreneurs, legal entities that use forests in accordance with the Forest Code of the Russian Federation, as well as carry out forest protection measures, on a quarterly basis, no later than the tenth day of the month following the reporting period. In cases where the forest development project and forestry regulations in the reporting quarter do not provide for measures to protect forests, the report is submitted annually, no later than January 10 of the year following the reporting one.
Forms of the report on protection of forests from fires and the report on forests protection, as well as the procedure for their submission are established by order of the Ministry of Natural Resources and Ecology of the Russian Federation No. 78 dated March 09, 2017.
A report on forest reproduction and afforestation is submitted by citizens, including individual entrepreneurs, legal entities engaged in forest reproduction and afforestation, quarterly no later than the tenth day of the month following the reporting period. In cases where the forest development project and forestry regulations do not provide for forest reproduction and afforestation during the year, the report is submitted annually, no later than January 10 of the year following the reporting one.
The form of the report on forest reproduction and afforestation, the procedure for its submission are established by order of the Ministry of Natural Resources and Ecology of the Russian Federation No. 452 dated August 21, 2017.
