In the Ministry of Forestry of the Republic of Tatarstan an auction to sell the right to enter into the forest plantations purchase agreements to small and medium enterprises was held. A total of 69 lots were put from 6 forestries: Almetyevskoye, Cheremshanskoye, Bavlinskoye, Laishevskoye, Zelenodolskoye and Kamskoye.

As for the lots No. 10-12, 15, 29, 30, 39, 52, 54, 64-68 the auction has taken place. The protocols have been signed with the winners of the auction and forest plantations purchase agreements with small and medium enterprises will be concluded within ten working days upon the date of the protocol signing.

As for the lots No. 6-9, 17-28, 31, 43, 44, 46-51, 53, 55-63, 69 the auction was declared void (subparagraph 1, paragraph 7, Article 80 of the Forest Code of the Russian Federation). The protocols are signed with the sole auction participants and forest plantations purchase agreements with small and medium enterprises will be concluded in ten days from the moment when the auction results are posted on the website of the Russian Federation within ten working days upon expiry of the above said period.

As for the lots No. 1-5, 13-14, 16, 32-38, 40-42, 45 the auction was declared void because of the absence of applications for participation in the auction.

As part of the plan of activities dedicated to the Year of Ecology, the 1-st grade pupils of Leskhozskaya Secondary School (class teacher T. Shaimardanova) visited the Museum of Forest, Urnyak Village. Everyone should know the history of not only its village, but also of its own forest. There the unique exhibits in the Museum of Forest. The museum guide, an expert of Arskoye Forestry N.I. Ziganshina, introduced the children to the development history of Arsky Forest Establishment. At the beginning of the tour, the children were told what kinds of household items people made from wood (dishes, toys, bast shoes, etc.), showed home and grinding mill models. The children clearly saw the exhibits of flora and fauna of our forest. They were showed a collection of cone seeds. “Each year we prepare a new cognitive program for our little visitors. I must say, this work bears fruits. The children leave us really happy, and this comes before everything,” said N.I. Ziganshina.

Birds are of great benefit in fighting with pests of trees, eating harmful insects and their larvae. In order nature pleased us with bright colors, freshness of plants and, of course, a pleasant song of birds, it is necessary to build small birdhouses to attract birds.

On March 15, the members of the school forestry unit at the city gymnasium together with the district foresters of Nurlatskoye Forestry went to Vishnevo-Polyanskoye District Forestry to place the birdhouses on the trees. The birdhouses were made for three months; the work was done under the guidance of the teacher of technology, the head of the school forestry unit Fanis Gayazov. It is worth remarking that last year the children made 30 birdhouses with their own hands, this year – twice as much.

The teleconference was held as a videoconference at the Ministry of Agriculture and Food of the Republic of Tatarstan with a focus on the preserving and increasing the fertility of soils of agricultural lands and in the fulfillment of the order of the President of the Republic of Tatarstan, Rustam Minnikhanov to finance the restoration of dead shelterbelt forest.

The Head of the Forest Regeneration and Cultivation Department Timur Galiev, the directors and engineers of the forest establishments, the representatives of the Ministry of Agriculture and Food of the Republic of Tatarstan, and the chairmen of the property and land relations departments of the municipal districts took part in the event.

The preparation of documents for planting the ravine plantations and shelterbelt forest, as well as the restoration of dead shelterbelt forest (supplementation of shelterbelt forest, cleaning of shelterbelt forest from windfall and rubbish, selective sanitation), occupational safety and the accident prevention have been discussed.

At the premises of Kamsky Forest Establishment a training seminar “Introduction of new machinery and technology in timber harvesting and maintenance of timber roads” was held. The representatives of the forest establishment (directors of forest establishments, logging foremen and operators of universal machines) took part in the event. The participants got acquainted with the work organization in Kamsky Forest Establishment. The seminar program included theoretical part (familiarization with the configuration of the multi-purpose forward-mounted loader AMKODOR 352 L), practical and demonstration parts, master class to operate the loader and acquaintance with the production site of Kamsky Forest Establishment.

The respective draft federal Law elaborated by the Ministry of Natural Resources and Environment of the Russian Federation was presented by the Head of the department Sergey Donskoy at the meeting of the Government of the Russian Federation.

The draft law introduces a new provision regulating the issues of exercising the federal powers in the field of forest relations by the regional government authorities. In particular, Rosleskhoz is entitled to give binding instructions on exercising the delegated powers to the principal officers of the constituents of the Russian Federation.

Following the meeting, the document was approved; at the earliest possible date the draft law will be submitted for consideration by the deputies of the State Duma of the Russian Federation in the first reading.

Taking into account the real life of implementation of the Forest Code of the Russian Federation, the draft law proposes to exclude those provisions of forest legislation that are not relevant to legal regulation (for example, Part 2, Article 83 on the possibility not to delegate the powers of the Russian Federation to certain regions).

As noted by S.Donskoy, the adoption of these changes will contribute to the improvement of the legal regulation of the relations related to the management of the forest reserve lands, and will also become an effective tool to control the effectiveness of the regions' exercising the delegated powers in the field of forest relations.

This draft law brings the provisions of the Forest Code of the Russian Federation into the line with the Federal Law No. 233-FZ “On General Principles for the Organization of Legislative (Representative) and Executive Bodies of State Power of the Constituents of the Russian Federation” dated July 13, 2015.

The Minister of Forestry of the Republic of Tatarstan A.A.Nazirov, the Head of the Sabinsky Municipal District R.N.Minnikhanov, the Chairman of the Timber and Related Industries Workers’ Union I.I.Gimadiev, the veterans and best employees of the Sabinsky Forest Establishment took part in the event.

During the official part, the best workers of the forestry industry were awarded.

For participation in the All-Russian competition “The Best Forest Nursery” the Minister of Forestry of the Republic of Tatarstan Almas Nazirov awarded the Forest Breeding and Seed Center with the Letter of Recognition of the Federal Forestry Agency.

The Certificates of Merit of the Ministry of Forestry of the Republic of Tatarstan were awarded to:

  1. Sabinskoye Forestry, the Head Forester Vasil Gizatullin – for the successes achieved in conservation and increase in forest wealth,
  2. Forest Breeding and Seed Center of the Experimental and Scientific Sabinsky Forest Establishment, Director Ruslan Gazizov – for the implementation and fulfillment of the state assignment and the achievement of quality indicators in planting stock growing;
  3. Ilgam Rakhmatullin, Experimental and Scientific Sabinsky Forest Establishment–  for successful implementation of the state assignment and showed insistence, purposefulness and responsibility for the solving the tasks set;
  4. Zoya Mugtasimova – for a long-term, fruitful, impeccable work in the forestry system;
  5. School Forestry Unit of Leskhozskaya Secondary School, Sabinsky Municipal District, Republic of Tatarstan, the Head Rafil Sharipov –  for the active participation in the promotion of the nature preservation, conservation and increase in forest resources;

In the drill the employees of the fire-chemical station “Laishevo” of Lesopozharny Tsentr took part. As part of the event, the readiness of the fire-chemical station to possible consequences of the spring flood was shown.

The experts of Dolgaya Polyana Nature Sanctuary led an environmental discussion on “Who lives in our forest: the biodiversity of the native land” in the Daycare center “Malysh”, Tetyushi town. During the conversation the pupils got acquainted with rare and not widespread representatives of fauna of the Republic of Tatarstan. A film was also shown about the habitat of white-tailed eagles, their nesting, and the work of ornithologists. At the end of the lesson a quiz with riddles about animals and birds inhabiting the Republic of Tatarstan was held, children received memorable gifts for their active participation.

On March 6, 2017, the Parliamentary hearings “On the Concept of the Land Laws Development  in the Russian Federation” were held in the State Duma.

The meeting was chaired by the Head of the Committee on Natural Resources, Property and Land Relations Nikolay Nikolaev. Also, the deputies of the State Duma, representatives of the relevant ministries and departments, the scientific community, public organizations and business took part in the event. The Deputy Minister of Natural Resources and Ecology of the Russian Federation - the Head of the Federal Forestry Agency Ivan Valentik and other representatives of the Federal Forestry Agency participated in the Parliamentary hearings as well.

Within the framework of the Parliamentary hearings, such topics as the current state and development of the land laws in the Russian Federation, the issue of harmonization of legal institutions and land laws standards and other branches: civil, town-planning, environmental laws, regulation of relations related to the use of land plots, and the need to develop a unified concept of the land laws taking into account the multidimensional nature of such relations.

In his speech, the Head of the Federal Forestry Agency Ivan Valentik proposed several amendments to the Forest Code – in particular, to legalize the making available for use not only the parcels of forested area but also their parts, to authorize the forestry relations executive authorities of the constituents of the Russian Federation to make Cadastre entry and state registration of ownership rights to land plots within the forest reserve lands, and invest the Federal Forestry Agency with authority to maintain the judicial defence in respect of the forest reserve.

According to the current general rule established in the land legislation, the double rent of a land plot is prohibited.

At the same time, one of the principles of the forestry laws is the provision for the multi-purpose forest use, that is, the possibility to rent out the same parcel of forested land to different people for different purposes. Upon implementation of this principle the problems that are not resolved at the legislative level arise.

In particular, in the current legislation there is no opportunity to make available for use the parts of parcels of forested area. This issue is particularly topical when using forests for construction, reconstruction, operation of linear objects, and for geological study of subsurface. This provision allows existing tenants to impact on further making available of parcels of forested area for use and does not allow ensuring compliance with the principle of multiple use of forests.

In addition, there are problems of state cadastral registration of such parcels due to the crossing of the boundaries of land plots being the part of the forest reserve lands made available for various uses of forests.

The Federal Forestry Agency proposes to amend the Forest Code of the Russian Federation, providing for the use of not only parcels of forested area but also their parts, which will simplify the procedure for making the parcels of forested land available for use moving beyond the procedures for dividing and consolidating the parcels of forested area, and enter into the Unified State Register of Immovable Property the data on the parts in the form of encumbrance of the original parcels of forested area.

Another problem upon making parcels of forested area available for use is the lack of powers of the state authorities of the constituents of the Russian Federation that perform the delegated powers in the field of forestry relations to apply for state registration of the right of federal property in respect of parcels of forested area. Only the Federal Agency for State Property Management may apply for state cadastral registration and state registration of rights to the parcels of forested area.

However, subject to the Article 83 of the Forest Code, the powers to arrange the use of forests are delegated to the state authorities of the constituents of the Russian Federation. The lack of appropriate powers results in the impossibility to register rights of the Russian Federation without participation of the territorial bodies of the Federal Agency for State Property Management, which has an impact on the terms for the formation and making available of parcels of forested area, as well as the registration of encumbrance of the right of federal property in the form of a lease.

In this regard, the Ministry of Natural Resources and Ecology of the Russian Federation and the Federal Forestry Agency proposed to invest the executive bodies of the constituents of the Russian Federation in the field of forestry relations with the powers to apply for making the Cadastre entry and the state registration of ownership rights for the land plots being in the part of the forest reserve lands.

Ivan Valentik also touched upon the issue of “forest amnesty” which will be considered in detail in the framework of the Parliamentary hearings on March 16, 2017.

One of the issues that is regulated by the said draft law is the provision of the judicial defence of the right of federal property to the forest reserve lands. Currently, the Federal Agency for State Property exercising the powers of the owner in respect of all federal property has such powers.

“Considering that the Federal Forestry Agency has a number of special powers in the field of forestry relations, such as the establishment of boundaries for forestries and forest parks, the compilation of documented information from the state forest inventory, cadastral registration with respect to the forest reserve, the investing of the Federal Forestry Agency on the legislative level with the powers to maintain the judicial defence of the forest reserve will increase the effectiveness of protecting the interests of the Russian Federation,” said theDeputy Minister of Natural Resources and Ecology of the Russian Federation, the Head of the Federal Forestry Agency Ivan Valentik.
