In the library of Lubyansky Forest Engineering College there was a meeting of the Juvenile Division members Ziganshin I.I., Aysina G.R. and addiction care provider of Kukmor Central District Hospital Sabirzyanova R.M. with underage first year and second year students. The students were given a talk on “Prevention of offenses. The effects of tobacco, alcohol, narcotic, psychotropic and other substances use”. The event is aimed at the prevention of juvenile delinquency; promotion of legal knowledge; formation of self-decision habit; formation of challenging situation critical analysis habit; formation of the students' understanding of what that by committing an offense, they not only violate the law, but also hurt their families and other people; development of the ability to work in a team, to express their views, and to debate.

On November 24, 2016 the students performed with the best turns at the gala concert of the Student Autumn Festival 2016 in the Lubyansky Forest Engineering College. The spectators and fans experienced a lot of positive emotions, charged with boundless, inexhaustible student energy. At the end of the concert the Deputy Director for Educational Work Serazetdinova N.M. congratulated the new students, wished them further success and summed up the Student Autumn Festival 2016. The participating students were awarded valuable prizes and gifts.

Winter is a difficult time for birds and animals. The schools of the Buinsky District are currently working on making the bird feeders. In the Secondary School No.1, Buinsk, the campaign “Feed the birds in winter!” where children presented their best works – the feeders, posters with bird images – was held. The experts of Zeya Buylary Nature Sanctuary joined the campaign. The great attention in the activity of the nature sanctuary is paid to the cultivation of nature protection in the younger generation. The work in this direction will be continued.

This year the All-Russian public environmental movement “Green Russia” initiated the contest “Victory Forest”. The purpose of this event was to heighten the people’s interest to the Great Victory, to unite people by one national idea, patriotic education of citizens, honoring the memory of victims of the Great Patriotic War and home front workers; generalization of the work done in the framework of the project “Victory Forest”, demonstration of ecological and patriotic awareness of people. As a result, for the best implementation of the ecological and patriotic project “Victory Forest” School Forestry Unit of the Secondary School No.3, Nurlat, Republic of Tatarstan, was awarded the second place. The first place was awarded to the Magadan Regional Educational Center, Magadan. The awarding ceremony will be in Moscow on December 8, 2016.

On November 22, 2016, the Russian President Vladimir Putin, speaking at the “Forum of Actions” of the All-Russia People’s Front, endorsed the initiative of the public monitoring group of the All-Russia People’s Front on the problems of ecology and protection of forest aimed at preserving the urban forests.

The All-Russia People’s Front activists touched on the problem of urban forests mass reduction and proposed measures for their protection – to adopt legislative rule that will allow including all areas of urban forests into the generated “green shield”, to complement the Forest Code with the enhanced concept of urban forest. The representatives of the All-Russia People’s Front also raised the problem of insufficient environmental inspectors and unjustified sanitary felling.

In response to the questions of the representative of the All-Russia People’s Front Vladimir Putin emphasized that it is required to include the urban forests into the State real Estate Cadastre.

“The fact that these urban forests are still not included into the state cadastre. That is what makes it possible to dispose them as one wishes and anyone at all. As a rule, these forests are close to infrastructure facilities, it is easiest to construct there. It is necessary to make these forests included into the state cadastre. This will be formalized in the appropriate documents and instructions to the Government. Also, it is necessary to include urban forests into the category of urban parks – then it will allow protecting them more effectively and directly, as they say, immediately,” said the Russian President Vladimir Putin.

In order to further enhance the security status of urban forests of the Russian Federation the Ministry of Natural Resources and Ecology has developed and agreed upon with the federal authorities and submitted to the Government of the Russian Federation a draft federal law “On Amendments being Made to the Forest Code of the Russian Federation in Terms of Improving the Regulation of Use, Conservation, Protection, Reproduction of Forests and Forest Designated Sites".

The draft law, in particular, dedicates a separate article for regulation of urban forests and prohibits clear cutting of forest plantations and placement of capital construction facilities in urban forests.

An additional mechanism for the protection of urban and suburban forests is to establish the forest and parkland green belts provided for in the Federal Law No.353-FZ “On Amendments being Made to the Federal Law “On Environmental Protection” and Certain Legislative Acts of the Russian Federation regarding the Establishment of the Forest and Parkland Green Belts” dated July 3, 2016 adopted at the initiative of the All-Russia People's Front.

On November 22, 2016, during the discussion of forestry and the protection of forests issues in the framework of the “Forum of Actions” of the All-Russia People’s Front, the activists of the All-Russia People’s Front raised the problem of insufficient forest protection inspectors, inspectors of the Hunting Supervisory Service and Rosprirodnadzor. Also, a proposal was made to give them crisscross powers to record and suppress offenses. The respective proposals to complement the powers were prepared by the Federal Forestry Agency.

“Going through this situation in detail together with the experts, we offer to confer common powers for the protection of nature on the inspectors of forest supervision, hunting supervision, and fishery supervision, and this will allow increasing the number of state environmental inspectors painless for the budget and improving efficiency on the environmental protection,” said the coordinator of the regional public monitoring group of the All-Russia People’s Front on the problems of ecology and protection of forest in the Irkutsk Region Sergey Apanovich addressing to the Russian President.

“I fully agree, it is necessary to do so, and I’m ready to support,” gave approval to the proposal of the activists of the All-Russia People’s Front Vladimir Putin.

Currently, the situation has come about that at the same time the officials of various agencies and departments whose responsibilities include the implementation of a particular type of supervision carry out their mission in the forest.

“In this situation, the deciding factor is that the number of employees engaged in each of the oversight functions is not enough. As part of the supervisory functions optimization it is proposed to entrust the state forest inspectors with powers to draw up the reports on administrative offenses in the field of protection, control and regulation of use of wildlife resources and their habitats, and the state hunting inspectors with powers to draw up the reports on administrative offenses in the field of forest relations.

Moreover, this proposal can be implemented within the framework of the existing legislation, in regions – by the decision of the governors, and in respect of the employees of federal agencies – by the amendments to the Code of Administrative Offenses of the Russian Federation. This model has already been adopted and implemented in Smolensk, Orenburg, Penza, Ulyanovsk, Murmansk, Pskov, Kaliningrad, Sakhalin regions, and in the Republic of Mordovia ,“ said the Deputy Minister of Natural Resources and Ecology of the Russian Federation – the Head of the Federal Forestry Agency Ivan Valentik.

 “Effective forest pathology reports are indeed a system problem. Therefore, our proposal is as follows. First. To contemplate the responsibility of those forest pathologists that make false reports on tree diseases, and to formalize in our legislation a standard according to which the sanitary and recreational activities will be carried out only in coordination with the federal authorities (I mean Federal Forestry Agency), which in turn bear the consolidated responsibility for these activities carrying out,” said the coordinator of the regional public monitoring group monitoring t of the All-Russia People’s Front on the problems of ecology and protection of forest in the Irkutsk Region Sergey Apanovich addressing to the Russian President.

In response to the questions of the representative of the All-Russia People’s Front Vladimir Putin emphasized that the problem had not previously come to the attention of the national leadership.

“As for the so-called unscrupulous forest pathologists: in fact, it always dropped off our radar. The simplest thing is to get permission to cut down, if the scientific researches, and in this case, quasi-scientific researches orchestrate this. And I agree with you that we need to provide the liability for improper performance of duties of so-called forest pathologists or for the purposeful real data corruption. This should be exactly thought out and such a responsibility is to be introduced. I agree,” said the Russian President Vladimir Putin.

On November 16, 2016 the Decree of the Government of the Russian Federation No.1158 dated November 12, 2016 approving the “Regulation on the Control over the Reliability of Information on Sanitary and Forest Pathology State of Forests and over Justification of Measures Provided for by the Forest Pathology Survey Reports Approved by the Authorized Government Bodies of the Constituents of the Russian Federation Exercising Forest Relations Powers Delegated to them” was officially published. The main objective of the provisions of the regulatory act is to improve the rule of law and eliminate the possibility of abuse and mistakes when prescribing the sanitary felling in forests.

“When the trees are illegally and cruelly destroyed, the most terrible thing is powerless. It is unfair that the punishment for the delinquents will not bring the ruined crowns to life. That’s how it was until recently. Now, the trees can be to cut down only after 20 days from the respective information is posted on the websites of the regional administrations. The text should contain the report number, the name of the district forestry, quarter, allotment and the specific recommendations of the the expert, including those on sanitary felling.

The newly adopted law No.455-m formalized the participation of the public in monitoring the sanitary felling.  Now, the forest is under the dual control – of the state and the civil society.

If you are doubtful of the legality of sanitary felling, do not be silent. Write electronic messages to the Federal Forestry Agency, to the district Forestry Department. They will take care of it – who cuts and by what right. But, more importantly, the trees will be saved, and the delinquents will be punished,” said Deputy Minister of Natural Resources and Ecology of the Russian Federation – the Head of the Federal Forestry Agency Ivan Valentik.

In the Arsky Forest Establishment the timber industry workers were demonstrated the timber harvesting process, works for forest conservation, protection and reproduction, and occupational safety and health. The representatives of timber industry together with the Minister Alnas Nazirov visited the Sunarskoye District Forestry where they got acquainted with the technology of continuous sanitary felling by logging machinery (harvester + forwarder) and the technology of tending felling using skidders MTZ-82. In Baltasinskoye District Forestry they were demonstrated the technology of coupe demarcation for tending felling by quarterly method. In Tukayskoye District Forestry the timber industry experts inspected the areas of tending felling. In addition, the foresters were shown how actively the school forestry unit under the aegis of Leskhozskaya Secondary School is functioning.
