It is not the first year when a charity event “Help to get prepared for the school” is held in Tatarstan. Employees of the Ministry of Forestry of the Republic of Tatarstan supported the good tradition this year too. Material reserves were applied to buy athletic suits and modern backpacks with all the supplies necessary for the school. A festival tea party was also arranged for the children. The young school-students were happy. Wood-growers wished a successful and good-faith studies to the children, and patience, understanding and more reasons to be proud for their children to the parents.
According to the information of the Ministry of Education and Science of the Republic of Tatarstan, this year, as a part of the charity project “Help to get prepared for the school”, the help was provided to 7.500 first-graders.
Federal State Independent Institution “Forestry Directorate” of the Russian Ministry of Defense is to create a system for identification of fires or unlawful felling in forests located on lands owned by the Ministry.
“In order to improve the efficiency of the fire protection system for forests and of the control of felling in the land of the Ministry of Defense of the Russian Federation, in 2016, the Forestry Directorate of the Russian Ministry of Defense is working on development of an automated information system Oboronles capable of solving a number of interconnected issues, – said Vladislav Kholodkov, the head of the Federal State Independent Institution “Forestry Directorate” of the Russian Ministry of Defense. – In particular, the system will enable to improve the monitoring efficiency for the condition of forests owned by the Russian Ministry of Defense, to minimize the damage caused by natural fires, and to reduce costs for protection of forests”.
As clarified by Ivan Petrov, a counselor to the head of the Forestry Directorate of the Russian Ministry of Defense, Oboronles information system can provide automation of all the key processes of the forest fire protection including satellite monitoring and video monitoring of natural fires, tracing of changes in forests, including unlawful felling, identification of forest fires at the area from 0.1 ha and automated identification of any felling at the area from 0.3 ha. Oboronles system as it is enables to obtain timely and objective information on condition of forests of the Russian Ministry of Defense.
According to Ivan Petrov, application of Oboronles system in other territories (including the State Forest Resource and Special Protected Natural Areas) will positively influence the general situation with the forests in the Russian Federation and will promote preservation and enhancement of the environment in general, the more so as for executive agencies the access to such system with its basic functionality is absolutely free.
A governing factor is the fact that the developed solution is based exclusively on Russian information and technological platforms, it complies with requirements of Russian and international information security standards.
Let us remember that fire safety in forests in the land of defense is the responsibility of the Russian Ministry of Defense. The measures of the fire safety and extinguishing of forest fires in military forestries are implemented by the Federal State Independent Institution “Forestry Directorate” of the Russian Ministry of Defense that runs 39 branches in 62 constituent territories of the Russian Federation.
In total, in 2016, 204 forest fires occurred in the land of defense and security, and the territory covered by fire amounted to 40.700 hectares.
Last week, based on an assignment by the President of the Republic of Tatarstan Rustam Minnikhanov, Minister of forestry management of the Republic of Tatarstan Almas Nazirov visited Agryzsky district, Izh-Bodya village. It is planned to reestablish a madrasah in the historical site. Minister noted: “Izh-Bodya madrasah was known since long ago abroad too. Previously, I only heard of this village and the Bubis enlighteners. It was a pleasure to see everything with my own eyes today”.
Many residents of the district remember this building located near Bobinka river. The high school of Izh-Bodya was housed in the building for many years. However, few are aware of its historical value.
In 1905, a house of merchant Mukhammetzyan Akhmetzyanov was built in Iz-Bodya village. The wooden building 20 meters long, 18 meters wide and 7 meters high was boarded on the outside. After the Revolution of 1917, Mukhammetzyan-bai voluntarily handed his house over to the Soviet government. He stayed in a small two-storey house placed in the same courtyard. He passed away in the same house and was buried in the village cemetery. In 1924-1927, the building accommodated an orphanage, and a high school in 1928-1988. For a while, there was a boarding school for pupils from other villages. In 2004, the decayed dangerous building was pulled down. Its foundation was preserved.
In September, a Republic-wide conference will take place on 235 years of the madrasah of Izh-Bodya. The subject of the conference is “The heritage of the Bubis is a treasure of the people”.
The land around Blue Lake was cleaned last Saturday. The All-Russia event “The land of my dream” united employees of the Ministry of Forestry of the Republic of Tatarstan, ecologists, activists of public organizations. The event was dedicated to the Year of Water Protection Areas in the Republic of Tatarstan.
The purpose of the event was to improve the environmental situation in cities and small villages of the Russian Federation, shaping of the environment-focused attitude and the improvement of the environmental culture of the people.
A concert program was arranged for participants of the Saturday event, as well as games and entertainment, after which everybody proceeded with cleaning of the area all together. The activists did not only clean the waterside but the bottom of the lake too. The employees of the Forestry Ministry noted that much attention is paid to keep the environment clean. Employees of the suburban forestry remove 4 to 5 cubic meters of trash from the special protected natural area (Blue Lake).
In the festive occasion the Minister of Forestry of Tatarstan Almas Nazirov took part. The Volga Region Center for Intensive Forest Technologies will allow forming on the basis of the Volga State Technological University – VOLGATEH – the basic platform for the development of “forest” education in all Volga Federal District where the students of specialized universities and colleges will undergo practical training, the forestry workers will upgrade their skills. It is planned that the Volga Region Center for Intensive Technologies will become not only a cluster for the development and introduction of state-of-the-art domestic developments in the field of forest management and reforestation, but also allow other regions to create new centers of innovation in the field of forestry.
Today in the capital of the Republic of Mari El the Volga Region Forest Forum has been held. The Minister of Forestry of Tatarstan Almas Nazirov took part there. He made a presentation “The use of ball-rooted planting stock in reforestation: prospects and problems”. During his speech, the Minister noted that in Tatarstan the achievements of modern science and technology are actively introduced in forestry. In this context, the Forest Breeding and Seed Center successfully operates in the republic. It is an innovative complex which includes the latest technology for the production of ball-rooted planting stock of main forest-forming species and fancy breed. The center provides for storage and processing of seeds and production of seeds with the improved genetic properties. This complex is the largest automatically-controlled forest and breeding center in Europe which is equipped with the state-of-the-art equipment by BCC AB (Sweden). The production capacity of this center is 2.0 tons of seeds of coniferous species, 12 million units of ball-rooted planting stock including 4 million units of Scots pine, 4 million units of Norway spruce, 2 million units of Siberian larch, and 2 million units of fancy breeds of trees and shrubs.
In compliance with the Article 8.32 (violation of fire safety rules in forests) of the Russian Code of Administrative Offences 30 persons (individuals, officials, and legal entities) have been imposed liability since the beginning of the year. The total amount of fines was 552,000 rubles. Due to the restriction of people staying and vehicle entrance into the forests, in the republic the additional measures focused on preventing the deterioration of fire situation in forests are carried out. The particular attention is paid to forest areas that are the place of public entertainment and located in close proximity to population centers and economic entities and to the coniferous saplings. Together with the bodies of internal affairs the temporary stations in the places of public entertainment have been arranged. The additional barriers at the entrances to forests have been installed; the forces and means of fire extinguishing have been prepared.
Tomorrow in the capital of the Republic of Mari El a meeting “Reforestation in the Volga Federal District” will be held. The Minister of Forestry of the Republic of Tatarstan Almas Nazirov will take part in that meeting. At the forum the experts will discuss the topical issues of timber industry, share their experience on forest regeneration. During the meeting the representatives of the Federal Forestry Agency, Volga State Technological University, and the experts of the timber relations executive bodies of the Russian regions will have a speech. The Head of the Forestry Department of the Volga Federal District A.N. Ornatsky will summarize reforestation works in the first six months of 2016 and report on the missions for the second six months of 2016.
In Lubyansky Forest Engineering College there are intramural and extramural specialties: Forestry and Aesthetic Forestry, Landscaping, and Economics and Accounting (by industry), as well as an advanced training for timber industry workers. The College has everything for educational process: the specialized classrooms, laboratories, a library, a gym, computer classes, a parcel of forest land 12,955 hectares in area for scientific, research and educational activities. For out-of-town students a dormitory is provided. In addition to lectures, seminars, and practical training, the students are actively involved at the district, republican and federal levels in different competitions, concerts, and sport events.
Today, in a tent camp at the premises of Krutushka Sanatorium (Krutushka Village, Tatarstan) the Republican Activists School of the Youth Environmental Movement “It will be clean” has started to work. The representatives of school forestry units of the republic took part in the work. The main objective of the Activists School is to promote the improvement of quality of work of “It will be clean” in Tatarstan. For four days the children will attend lectures (“The work of the Public Environmental Inspector”, “Social Engineering”), interactive classes (“Arrangement and Holding Environmental Activities”, “Working in a Team or How to Put a Team “It will be clean” Together”, “Time management”), workshops, master classes, and discuss the scheduling of activities of the Environmental Movement “It will be clean” in cities and districts of the Republic of Tatarstan. Within the program, on August 27, 2016, the children will take part in environmental cleanup event “Green Russia” near Goluboye Lake.
