Just before spring, development of efficient plan for extinguishing of forest fires during the upcoming forest fire season 2015 is one of the most important tasks today. All executive authorities of constituent entities of the Russian Federation of the Volga Federal District authorized in the field of forest relations submitted draft master plans for extinguishing of forest fires in 2014 to the Forestry Department for the Volga Federal District in the beginning of February.
Draft Master Plan for extinguishing of forest fires elaborated by experts of the Ministry of Forestry of the Republic of Tatarstan received a favorable review of the Department and after preliminary approval of the Federal Forestry Agency it was signed by Head of the Federal Forestry Agency of the Russian Federation Ivan Valentik.
Master Plan for extinguishing of forest fires on the territory of the Republic of Tatarstan in 2015 will be approved of by the Prime Minister of the Republic of Tatarstan Ildar Khalikov.
On February 16-17th, the President of the Republic of Tatarstan R. Minnikhanov will be on a working trip to the Republic of Karelia, in the course whereof it is planned to sign an Agreement on cooperation.
Besides visiting industrial and cultural facilities, the program also implies familiarization with operation of the Engineering center of fire fighting robotechnics and the plant for production of oriented strand boards.
Karelia dominates in the field of large-scale timber harvesting among North-Western regions of Russia. The developing wood and paper production in Tatarstan can benefit from experience of the Republic in the field of timber harvesting and wood processing.
Therefore, students' interest in the exhibition was shown in the presentation of the Agrarian University.
The students, led by a college teacher GG Gayanov asked questions about the rules of admission and conditions of training in high school.

Six shades of green emphasize the theme of the year and, together with the central figure of a graphic element - Tower Suyumbike - bring national color logo in Tatarstan. Boundary elements of the composition - skates and bicycles - create an atmosphere of dynamism and underline the image of Tatarstan republic as energetic, revealing sporting potential of today's youth.

«Мы, в целом, в 2014 году добились неплохих результатов по основным показателям исполнения переданных полномочий, – отметил Иван валентик, открывая заседание. – Мы понимаем, что в текущем году будем работать в измененных условиях – исходя из того, что уже сегодня лимиты бюджетных обязательств доведены до субъектов РФ в объеме 90 процентов. В этой связи необходимо проводить соответствующие мероприятия по оптимизации исполнения переданных полномочий. Я очень рекомендую посмотреть на свои структуры, ведь более чем 70 процентов всех субвенций идет на содержание органа управления и только около 30 процентов тратится непосредственно на выполнение лесохозяйственных мероприятий. Принципиальная тема, на которой мы настаиваем, – все лесничие должны быть государственными гражданскими служащими».
Еще ряд важных моментов, на которых заострил внимание Иван Валентик, также касались вопросов оптимизации.
«В этом же контексте лежит и тема перехода от тушения всех без исключения лесных пожаров к управлению лесными пожарами. В настоящее время мы ведем работу в рамках «пилотных» проектов по новому зонированию территорий с точки зрения отказа от тушения тех пожаров, которые находятся в труднодоступных отдаленных районах, не угрожают населенным пунктам, объектам экономики и не наносят существенного вреда экологии, но при этом влекут за собой необоснованные финансовые затраты. Здесь возможна оптимизация применения сил и средств и авиационного мониторинга», – продолжил глава Рослесхоза.
Говоря о повышении инвестиционной привлекательности лесных ресурсов, Иван Валентик отметил следующее. «Сегодня мы практически закончили в Правительстве Российской Федерации работу над законом, который обеспечивает доступ малого и среднего бизнеса к лесным ресурсам. 12 февраля в Правительстве он будет рассмотрен и после этого поступит в установленном порядке в Государственную Думу. Концепция закона предусматривает доступ субъектов малого и среднего предпринимательства на основании соответствующих региональных государственных программ к лесным ресурсам по договорам купли-продажи. При этом цена определяется по минимальной ставке плюс коэффициент, который соответствует совокупности затрат на мероприятия по охране, защите и воспроизводству лесов. Эту совокупность затрат и соответствующие коэффициенты должны установить сами регионы. Законом предусматривается издание подзаконного акта, который определит порядок их установления. Мы предлагаем субъектам РФ включиться в работу и уже сейчас представить в Департамент лесного хозяйства по Приволжскому федеральному округу соответствующие предложения по подходам к расчету этих нормативных затрат. Это очень важно, чтобы мы проанализировали предложения, посмотрели на практику, чтобы потом, в акте Правительства, мы не получили какие-то вещи, которые вызовут удивление у тех, кому придется закон исполнять. Чтобы после принятия закона появилось постановление Правительства, и мы смогли сразу перейти к работе по договорам купли-продажи».
