How do birds survive during winter? This was the question that opened the talk of nature reserve experts with the little ones. It is during winter frosts that birds try to get closer to human habitation, which means it is high time we made birdhouses for them and hung them up.
Children attending the nursery nailed, pulled strings, crafted birdhouses and hung them up on their territory with great pleasure under the supervision of adults.
At the end of the meeting, inspectors explained to the children that in winter more birds visit birdhouses since it is hard for the birdkind to get food from under the snow. If we feed birds on a regular basis, they won’t die, their number will increase, and during spring and summer they will help trees and people get rid of harmful insects. Birds usually appear near birdhouses early in the morning, namely at dawn, and that’s why food should be left overnight. Children attending the nursery and their teachers promised to fill birdhouses every day.
It was decided at the Ministry that establishment of new forests and large-scale Days of forest planting would promote commemoration of those who had perished during the Great Patriotic War and war veterans. Establishment of memorial parkways and square gardens started last autumn.
At present, the work on collection of the information from municipal formations and data analysis has been carried out, and as a result whereof it was concluded that during 2015, all in all 40 thousand trees would be planted for the Victory forests. The Ministry that possesses the main forest resources in the Republic is willing to deliver high quality planting material to anyone who would like to participate in the patriotic campaign.
The operation was held last December 10 – 31st to ensure safety of coniferous young stock and enhance its protection from illegal cutting. Following the results of auctions for the sale of the right to enter into agreements on sale/purchase of New Year fir trees and pines, 20.8 thousand planted vegetation and 58 tons of coniferous twigs were put up for sale. Mobile groups consisting of forestry experts conducted control along approved routes along with fellow workers of local authorities under the Ministry of Internal Affairs of the Russian Federation for the Republic of Tatarstan and ensured safety of coniferous young stock. Following the results of the operation, 32 violations were revealed, whereby the damage inflicted on forest entities amounted to 55 thousand rubles. By now, 34 thousand rubles have been voluntarily paid down.
The Federal State Forest Surveillance (forest protection) and fire control in forests includes 658 state forest inspectors.
Following the results of inspections, 56 violations were revealed, following which 55 administrative punishments were imposed including administrative fine against 47 legal entities and 7 officials, as well as a warning against 1 official. All in all, 647 facts of forest legislation violation were registered this year by the forest protection service of forestries in the course of forest patrolling.
Identification of persons who violated forest legislation amounted to 98%. As on January 1, 2015 criminal cases have been opened with regard to 19 cases, and criminal proceedings have been initiated against 6 offenders.
An extended meeting of the end-of-year board of the Ministry of Forestry of the Republic of Tatarstan with participation of the government of the Republic and the Federal Forestry Agency will be held on January 30 in the administrative building of the Ministry.
The campaign “Feed the birdkind!” was held this day at every school forestry. Hundreds of birdhouses were crafted during shop classes and were hung by pupils on the territories of schools, kindergartens, roadsides and edges of wood together with foresters.
Moreover, this day is celebrated in Russia as the Memorial day of the writer Evgeny Nosov since it’s his birthday. Having read a poem written by A. Yashin “Feed the birdkind in winter!”, Evgeny Nosov in honor of his friend’s memory, decided to hang birdhouses every autumn. Moreover, in order to attract attention to feeding the birds of the motherland, he stuck leaflets with a poem that goes: “Feed the birdkind in winter. Let immense number of birds fly to your porch from all over the world to feel at home”.
Last year, inspection service of nature reserves carried out 2,122 raids, in the course whereof 669 protocols were drawn up regarding inspection findings. All in all, 570 rulings were given, and total administrative fines amounted to 1,156.0 thousand rubles, while collected fines made up 688.0 thousand rubles.
All in all, 65 claims were made against offenders in the amount of 329.5 thousand rubles, and 57 claims were recovered to the amount of 280.8 thousand rubles. In the course of the state ecological surveillance, inspectors of nature reserves withdrew 373 administrative crime instruments including 365 fishing nets.
Alfiya Agzamovna Zamaleeva, leading expert of the Finance, Accounting and Control Department was in charge of auditing of financial and operational activities of subordinate establishments. First Deputy Minister Kharis Musin expressed his gratitude for her responsible attitude to work and high professional traits. A.A.
