Alfiya Agzamovna Zamaleeva, leading expert of the Finance, Accounting and Control Department was in charge of auditing of financial and operational activities of subordinate establishments. First Deputy Minister Kharis Musin expressed his gratitude for her responsible attitude to work and high professional traits. A.A. Zamaleeva was awarded with a Certificate of Merit of the Ministry of Forestry of the Republic of Tatarstan.
A plan on extinguishing of forest fires in 2015 was elaborated at the Ministry of Forestry of the Republic of Tatarstan. According to the Press service of the Forestry Department of the Volga Federal District, the Republic of Tatarstan and Orenburg region were the first regions to present draft summary plans for extinguishing of forest fires to the Forestry Department of the Volga Federal District.
Following the results of the project review, the Department will prepare an opinion to refer it to the Ministry.
Availability of planting material in the Republic in two-three years will depend on the extent of today’s reserves of seeds. Quality of further forest reclamation will depend on quality and timeliness of carried out work on seed procurement and growing of planting materials in forest nurseries. In 2014, all in all, 1,431 kg of coniferous seeds, 80,059 kg of hardwood seeds were planted, whereof 78.4 tons of seeds accounted for acorns of English oak.
The following establishments achieved high results in procurement of coniferous seeds: State Budgetary Establishment “Kaybitsy spetssemleskhoz” (206% of the estimated value), State Budgetary Establishment “Archales” (199%), “Zelenodolsk experimental forestry” (127%), “Isleytarles” (113.5%), “Menzelyales” (208%), Educational and experimental Saby forestry (241%), “Alabugales” (133%), Educational and experimental Prigorodny forestry (120%).
According to the Press service of the Federal Forestry Agency, on January 6, 2015 the Government of the Russian Federation adopted a resolution No. 11 “On approval of the Rules for filing of a Wood dealing declaration”. The resolution was elaborated in compliance with amendments made to the Forest Code of the Russian Federation by the Law No. 415 as of December 28, 2013.
The resolution sets the procedure for filing of a Wood dealing declaration and approves of its form.
According to the implemented rules, legal entities and sole entrepreneurs that closed a transaction on wood, including transactions related to import to the Russian Federation and export from the Russian Federation, shall submit to the operator of the Unified State Automated Information System for Wood Accounting and Transactions Therewith (EGAIS) a Wood dealing declaration in the form of an e-document signed with an e-signature using public information and telecommunication networks, such as an information and telecommunication network “Internet”, including the unified portal of state and municipal services.
The Wood dealing declaration shall be submitted within 5 working days as of the date of entering into a contract, its amending or termination of a contract on alienation of wood, including for the purposes of its export from the Russian Federation, but no later than one day before wood transportation.
The Wood dealing declaration shall be submitted for each wood contract by both parties.
Moreover, parties to the contract will also have to enter the relevant information on a monthly basis into the Unified State Automated Information System for Wood Accounting and Transactions Therewith (EGAIS) on actual volumes of timber assortments, the title whereto has been transferred from one party to the other.
The resolution will take effect on July 1, 2015.
State Public Establishment “Lubyany Forestry” was organized last January. Head-forester F. Khabibrakhmanov familiarized the Minister A. Nazirov with a team of foresters in the administrative building of forestry and told about results of the first year of work of their establishment.
Then the Minister went to forestry areas, where wood is procured to be delivered to the plant “Kastamonu Entegre” in the special economic zone “Alabuga”. A. Nazirov expressed his interest in conditions of work and life of a small integrated team engaged in procurement. The Minister, A. Nazirov, also visited workshops of Lubyany wood processing plant, and inspected products of a power-saw bench put in operation in 2012.
Together with First Deputy Minister Kharis Musin and Director of Lubyany College Afanasy Danilov, A.A. Nazirov inspected audiences and laboratories, familiarized with exhibits of the college museum (Forest Engineering College) with a more than 90-year-old history.
Integrated teams who work on a rotational basis to procure wood on the territory of forestries of the Republic, forwarded 9,518 cubic meters of wood resources to the site of the plant “Kastamonu Integrated Wood Industry” during the first week of 2015. It is planned to deliver 500 thousand cubic meters of wood during 2015.
In the course of the first New Year’s week A.A. Nazirov visited many subordinate establishments of the Ministry – State Public Establishment-Forestry and State Budgetary Establishment “Forest”. The Minister familiarized with the level of forestry management at the establishments and held meetings with regard to the results of the previous year.
Following deliberate arsons at the end of November 2013 several orthodox churches in various districts of the Republic were damaged.
In pursuance of the protocol of the meeting of the Board for International and Interfaith Relations under the President of the Republic of Tatarstan, in 2014 churches and temples damaged at the hands of arsonists were completely restored by efforts of fellow workers of the Ministry of Forestry of the Republic of Tatarstan.
Christmas services were administered at the Temple of a Great Martyr Dmitry Solunsky at Lenino village of Novosheshminsk district restored by fellow workers of Almetyevsk forestry and the State Budgetary Establishment “Almetles”, churches in Albaevo of Mamadysh district (erected by fellow workers of Kama Forestry and the State Budgetary Establishment “Kama Forest”), in Kreschenye Kazyli village of Rybnaya Sloboda district, at the Temple of Life-giving Trinity restored by fellow workers of Kzyl-Yulduzskoe forestry and the State Budgetary Establishment “Kzyl-Yulduz Forest”.
