The operation was held at the Interdepartmental commission on prevention of illegal procurement and realization of wood for 2014 on the territory of the Republic of Tatarstan from February 10th to March 31st.
More than 250 state forest inspectors of the Republic of Tatarstan and 350 fellow workers of the Ministry of Internal Affairs of the Republic of Tatarstan, who checked the sites of procurement, storage and realization of wood, were engaged on a daily basis in the operational and preventative operation “Logging truck”. During this period 618 transportation means carrying wood were inspected and 9 facts of violation of transportation rules were revealed.
The fire season in 2014 has started in Russia one and a half months prior to its usual timeframe. By the moment when natural fires only start to appear, more than 500 forest fires have already occurred in the Republic, which was anxiously acknowledged by the Chairperson of the Government of the Russian Federation, D.A. Medvedev, on April 2nd during the conference call with regions.
The problem of agricultural burning of dry grass in our country is systematic. In the majority of cases, agricultural burning is organized by the population instead of experts with no due regard to the fire safety rules that require tangible expenditures, which leads to the spread of fire to settlements, economic facilities, as well as the lands of the forest fund. More than 160 large forest fires annually take place due to uncontrolled agricultural burning of dry grass, and they cause the greatest ecological and economic damage. By burning dry grass we inflict a considerable damage on the environment: the natural process of mouldy substance is disturbed, thus, depleting soil fertility. During agricultural burning insects are destroyed, including plant pollinizers, the places of nesting and egg-laying areas of birds living on the territory burn down. Beneficial soil microorganisms, including those that help the plants fight diseases also die during grass burning. Virtually all mammals that live in the grass or on the soil surface die from fire or suffocate in the smoke during massive fires caused by grass burning.
According to Article 8.32 of the Administrative Code of the Russian Federation, imposition of a fine is envisaged for unauthorized burning of dry grass that has led to forest fires, namely: from 2 to 5 thousand rubles with regard to individuals, from 7 to 50 thousand rubles with regard to officials, and from 50 thousand to 1 million rubles with regard to legal entities.
During winter, the wood for construction works was prepared in the forestries. According to the technology, it is required that the wood goes through the stage of natural drying. Moreover, during the spring impassability period transportation of blockhouses to the sites of construction of churches was complicated due to the absence of hard-surface pavement on the roads. Nevertheless, all the works are conducted in compliance with the scheduled plan.
At present, the State Public Establishment “Kama Forestry” and the State Public Establishment “Kama Forest” in Albaevo village of Mamadysh Municipal District, the foundation of the church has been laid, while the main blockhouse as well as blockhouses for the alter and extensions of religious buildings are ready. The dome of the church is being installed, while the roof is being covered with roofing materials. At request of the citizens of the village, the works have to be finished by the beginning of July on the eve of the Peter’s Day — the holiday of the Orthodox Tatars (Kriashens).
The works on construction of the main blockhouse of the church, the alter and two bell towers have also been finished in Kreschenye Kazyli village of Rybnaya Sloboda Municipal District of the State Public Establishment “Kzyl-Yulduzskoe Forestry”. The work on preparation of wood for construction of floors and ceilings is being conducted.
Main blockhouses have also been constructed for the church in Lenino village of Novosheshminsk Municipal District (Almetyevsk Forestry and the establishment “Almetles” are the contractors).
Under the slogan “A palace to each bird” experts of the nature reserve “Dolgaya Polyana” gave a lesson to the first-graders of Tetyushi Secondary School No. 2 devoted to the International Day of Birds. Head of the nature reserve “Dolgaya Polyana”, Vasily Nikitin, and an expert Tatyana Nikitina familiarized the pupils with birds that live on the territory of the Republic of Tatarstan, told about the benefit they provide for the nature, and why it is important to protect birds. The pupils listened with interest, asked the questions of interest and shared their observations regarding birds.
At the end of the lesson the pupils presented birdhouses that they have made together with their parents to the nature reserve. V.P. Nikitin thanked the children for birdhouses and gave calendars and posters on birds to the pupils. The whole class was awarded with the Certificate of Merit for active participation in the nature protection campaign “A house for each bird”.
All the presented birdhouses are being hung on the territory of the nature reserve.
Commission that includes managers and heads of departments of the Ministry, representatives of the Department of state civil servants and personnel of the Office of the President of the Republic of Tatarstan, as well as independent experts, determines the extent of normative, legal and professional knowledge of the experts. Following the results of the certification, a candidate pool of the Ministry of Forestry of the Republic of Tatarstan will be formed.
Cozy houses for the birdkind have been prepared beforehand. Pupils of schools also helped to construct them during the Lessons of Forest that were held on March 21st. Today, inspectors of the nature reserve hang the birdhouses on the trees growing on the territory of the nature reserve, making their way to forests and man-made forests using snowmobiles.
In the framework of the Spartakiade of the state civil servants of the Republic of Tatarstan, in 2014, the team of the Ministry of Forestry of the Republic of Tatarstan met with teams of the Ministry of Justice and the State Council of the Republic of Tatarstan in the volleyball tournament. The team of the Ministry steadily won over both competitors and was rated the first in the group, thus, qualifying for play-off. The team of the Ministry of Sports of the Republic of Tatarstan will play our team in the 1/8 Finals on April 12.
