In order to ensure the safety of coniferous young trees in the pre-New Year period, the Ministry of Forestry of the Republic of Tatarstan, in cooperation with the Ministry of Internal Affairs in the Republic of Tatarstan, carries out an interdepartmental operational preventive measure "Fir-tree".

Within the framework of this measure, the harvesting and exportation of harvested New Year trees from plantations and nurseries is monitored.

Mobile patrol groups are created from among forestry specialists.

Systematic patrolling of forest areas with coniferous plantations prevalenceis provided.

The explanatory work is carried out in the mass media and in schools about preservation and careful attitude to the forest, and inadmissibility of the destruction of coniferous young trees in the pre-New Year period.

In the current year, 109 mobile patrolling teams were established in the republic, 5 facts of illegal deforestation of New Year trees were detected. Damage to forests caused by violation of forest legislation amounted to 9500 rubles.

When buying New Year's trees, you should pay attention to the fact that the acquisition, storage, transportation or sale of knowingly illegally harvested wood entails the imposition of an administrative fine on citizens in the amount of five thousand rubles; on officials - fifty thousand rubles; on legal entities - from four hundred thousand to seven hundred thousand rubles.

The Ministry of Forestry of the Republic of Tatarstan has started to accept annual reports established by the Forest Code of the Russian Federation

In accordance with Article 26 of the Forest Code of the Russian Federation, persons leasing forest plots or using permanently (perpetually), are required to submit a forest declaration to the Ministry of Forestry of the Republic of Tatarstan (application for the use of forests according to the forest development plan) in order to start using a forest plot.

The forest declaration shall be submitted annually not less than 10 days before the expected period of use of the forest. Validity term of the forest declaration is no more than 12 months from the date of commencement of the expected period of forest use.

The use of a forest plot without a forest declaration filed in accordance with the established procedure is an administrative offense.

The form of the forest declaration, as well as the procedure for its completion and filing, the requirements for the format of the forest declaration have been approved by Order No. 17 of the Ministry of Natural Resources and Ecology of the Russian Federation on 16.01.2015.

In accordance with Articles 49, 60, 60.11 and 66 of the Forest Code of the Russian Federation, a report on the use of forests (information on the volume of seized forest resources, their commodity structure, other information), a report on the fire protection of forests, a report on the protection of forests, a report on forests reproduction and afforestation shall be submitted by citizens, legal entities using forests, to public authorities, local self-government bodies within their powers.

The report on the use of forests is submitted by citizens, including individual entrepreneurs, legal entities engaged in the use of forests, on a monthly basis, no later than the tenth day of the month following the reporting month (when forests are used for logging purposes, or when using forests for other purposes, upon which forest plantations were cut). In cases where forest cutting has not been carried out, the report is submitted annually, not later than the tenth of January of the year following the reporting year.

The form of the report on the use of forests and the procedure for its submission, as well as the requirements for the format of the report on the use of forests in electronic form are established by order No.573 of the Ministry of Natural Resources and Ecology of the Russian Federation on December 25, 2014.

The report on fire protection of forests is submitted by citizens, including individual entrepreneurs, legal entities carrying out forest use in accordance with the Forest Code of the Russian Federation, as well as carrying out forest protection activities, quarterly, not later than the tenth day of the month following the reporting period. In cases where the forest management plan and forest management regulations do not provide for forest protection measures in the reporting quarter, the report is submitted annually, not later than the tenth of January of the year following the reporting year.

The report on forest protection is submitted by citizens, including individual entrepreneurs, legal entities using forests in accordance with the Forest Code of the Russian Federation, as well as

carrying out forest protection activities, quarterly, not later than the tenth day of the month following the reporting period. In cases where the project of forest development, forest management regulations in the reporting quarter do not provide for forest protection measures, the report is submitted annually, not later than the tenth of January of the year following the reporting year.

The form of the report on fire protection of forests and the report on forests protection, as well as the procedures for their submission, are established by Order No. 78 of the Ministry of Natural Resources and Ecology of the Russian Federation on March 9, 2017.

The report on forests reproduction and afforestation is submitted by citizens, including individual entrepreneurs, legal entities that carry out forest reproduction and afforestation, on a quarterly basis not later than the tenth day of the month following the reporting period. In cases where the forest management plan and the forest management regulations do not provide for the activities for the forests reproduction and afforestation within a year, the report is submitted annually, not later than the tenth of January of the year following the reporting year.

The form of the report on the forests reproduction and afforestation, the procedure for its submission are established by Order No. 28 of the Ministry of Natural Resources and Ecology of the Russian Federation on 20.01.2015.

Forms of reports and forest declaration are posted on the website of the Ministry of Forestry of the Republic of Tatarstan. Consultation on filling out and submitting forms of reports and forest declaration can be obtained by phone: 8 (843) 221-37-26.

The Ministry of Forestry of the Republic of Tatarstan calls upon the forest users to take necessary and sufficient measures to comply with the requirements of the current forestry legislation of the Russian Federation, including timely and properly filed submission of reports and filing forest declarations, and to prevent the use of forest plots without forest declarations filed in due course and according to the established form.

The use of forests with violation of the terms of the lease agreement of the forest plot, the contract of permanent (unlimited) use of the forest plot entails the imposition of administrative responsibility under part 4 of Article 8.25 of the Code of the Russian Federation on Administrative Offenses. The amount of administrative fines for citizens is from eight hundred to two thousand rubles; on officials - from five thousand to ten thousand rubles; on legal entities - from forty thousand to eighty thousand rubles.

The Ministry of Forestry of the Republic of Tatarstan notifies about the results of the auction for the sale of the right to conclude a contract for the purchase and sale of forest plantations to small and medium-sized enterprises located on the territory of the forest fund of the Menzelinskiy, Mamadyshskiy and Arskiy forestry divisions held on December 19, 2017.

By lots No. 2, 5, 14, 15, 16, 19 the auction was deemed to be held. With the winners of the auction, protocols on the results of the auction are signed and contracts for the sale of forest plantations to small and medium-sized enterprises will be concluded within ten working days from the date of signing the protocol.

By lots No. 1, 3, 4, 6-13, 17 the auction was declared invalid (Subparagraph 1 of paragraph 7 of Article 80 of the Forest Code of the Russian Federation). Protocols on the results of the auction are signed with the sole participant of the auction and contracts for the purchase and sale of forest plantations to small and medium-sized enterprises will be concluded ten days after the date of publication of information on the results of the auction on the official website of the Russian Federation in the information and telecommunications network "Internet" within ten working days after the expiration of the above period.

By lots No. 18, 20 the auction was declared invalid because of the absence of applications for participation in the auction.

A press conference on the results of the work of the Ministry of Forestry of the Republic of Tatarstan for 11 months of 2017 was held in the Information Agency "Tatar-Inform". First Deputy Minister Emir Bedertdinov took part there. The speaker told reporters that in the current year, forest regeneration activities on a total area of 2,061 hectares were completed in full, with quality and in a timely manner. In order to preserve and protect forests within the framework of the State Program "Forestry Development of the Republic of Tatarstan in 2014-2020," ravine plantations on an area of more than 2 thousand hectares, field sheltered forest plantations on the area of 122 hectares are laid. Field shelter belts are cleaned from dead and damaged trees on the territory of 896 hectares. 6.5 thousand kg of seeds, including 1343 kg of coniferous species; 5304 kg of hardwood are prepared. In 53 basic forest nurseries, seed sowing is performed on an area of 27 hectares with a plan of 22 hectares.

The estimated felling area for all types of cuttings is 2,400 thousand cubic meters. In the current year, it was developed in the amount of 898 thousand cubic meters (37.6%). Cuttings of forest care were carried out on the area of 17.7 thousand hectares. The total volume of harvested wood was about 600 thousand cubic meters, liquid wood volume - 483 thousand cubic meters, which is 5% more than in the previous year.

Care for young growth was carried out on the area of 7.6 thousand hectares, in the volume provided for by the Forestry Plan of the Republic of Tatarstan. In order to support small and medium-sized enterprises in 2017, 20 auctions for sale of the right to conclude a contract for the purchase and sale of forest plantations were held. 268 thousand cubic meters of timber were sold for a total of 19.6 million rubles.

In the current year, a series of forest management works has been completed in 31 forest areas on the area of 1,236 thousand hectares, and accordingly the work on making amendments into

the forestry regulations of forest areas are completing, in order to bring them into line with new forest inventory materials.

For today 17% of forest lands were recorded in cadastral registration in the republic. Currently, cadastral work on the lands of the forest fund of the Republic is carried out on the territory of eight forestry divisions, and state work has also been carried out to establish the boundaries of one of the forest areas. The Ministry sent a request to the Federal Forestry Agency to include the work on the delineation of 22 forestry divisions of the republic into the plan for 2018.

In terms of forests preservation and protection, E.N. Bedertdinov noted that the number of fires in the border areas to the forest fund increased by 2 times and amounted to 309 cases, however, the area of fire decreased - 0.4 hectares because of the operational response of forest protection workers .

Forest pathology survey was carried out on the area of 70 thousand hectares. To protect forests from pests, special measures were carried out to destroy or suppress the number of pest outbreaks on the area of about 8,000 hectares.

For 11 months of this year, the forest protection service identified 849 violations of forest legislation during the forest patrol. The amount of damage to the forest fund amounted to 11 million rubles. Compared to last year, the number of detected violations increased by 21%, and the amount of damage increased by 9.5%. First of all, this is due to the work carried out with respect to people using forests, in compliance with the terms of the forest management contract.

Issues of personnel policy, labor protection and safety in the subordinate institutions of the Ministry were discussed on the agenda. A report on implementation of the state program "Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2020” in 2017 was heard.

From childhood, everyone dreams of his future profession. And one day a person faces the moment when he is forced to think about his future after graduation from school.

In order to conduct vocational guidance work with students from schools in the republic, the agitation group under the title "The Forest is My Mission!" was formed from among the employees of the Ministry of Forestry of the Republic of Tatarstan, teachers and students of the Lubyanskiy Forest Engineering College. The first meeting with schoolchildren took place in the Kukmorskiy district of the republic.

The director of the Lubyanskiy Forest Engineering College A.M. Danilov, Deputy Director for training and production work, V.A. Kulgeev, Deputy Director for the training unit I.V. Bogomolov spoke to the schoolchildren. The Head of the lease relations Department F.F. Ahmadullin represented the Ministry of Forestry of the Republic of Tatarstan. In his conversation with schoolchildren Fanil Akhmadullin noted the relevance of the forestry profession these days: "The forest is a complex biological mechanism, and the silviculturist is one of the most honorable professions in the world, he not only loves nature, the forest, but actively invades his life, changes the face of the Earth. Where the silviculturist is active, forests grow. I graduated from Lubyanskiy Forestry Enterprise College in 1994, I got a profession of a forestry technician (today it is a forest master). In 1994 I began working in the Prigorodnyi forestry enterprise as an Engineer for forest preservation and protection, then as a Chief Engineer, I grew up to the Head of the lease relations department of the Ministry of Forestry of the Republic of Tatarstan. The well-known Russian silviculturist G.F. Morozov once said: "If there were no forests, and humanity needed wood, then people would have invented the forest. Obviously, in such form as it exists in nature". But the forest requires care and protection. And masters and engineers of forestry are engaged in such activities. I hope that in the future someone of you will become our colleagues - foresters,"said F. F. Ahmadullin.

Students of the Kukmorskiy district were satisfied with the meeting and thanked the organizers for an interesting, fascinating conversation and concert numbers. This was their first meeting with forestry workers.

The 13th Republican Festival of amateur performances was held among working and studying youth in the city of Kazan. The creative team of the Lubyanskiy Forest Engineering College took an active part there. According to the decision of the jury of Gagarin Valeriy, the third-year student of the 33rd group took the 3rd place in the nomination "Variety Vocal. Soloist”, as well as first-year students of the 13th group, Stupitskiy Nikita and Efremova Polina took 3rd place in the nomination "Presenters of the Festival". Congratulations to the winners and we wish them further creative victories.

Last Saturday, First Deputy Minister of Forestry of the Republic of Tatarstan E.N. Bedertdinov supported the charitable campaign of Joint-Stock Company Tatmedia "Gift a subscription".

The campaign was organized in the hall of the Cabinet of Ministers of the Republic of Tatarstan before the traditional Saturday meeting, where the heads of the ministries and departments of the republic signed a subscription for the first half of 2018 to the print editions of Tatmedia JSC in the Russian and Tatar languages for social institutions - old people's homes, children's homes, social centers, etc.

E.N. Bedertdinov has subscribed to Salavat Kupere magazine for the social orphan for children and adolescents "Yalkyn" of Bugulminskiy district.

On the agenda:

1.Development of measures to ensure state regulation and control to combat illegal logging, transportation, processing, sale and export of timber.

2. Implementation of the Federal Law of December 28, 2013, No. 415-FZ "On Amendments to the Forest Code of the Russian Federation and the Code of the Russian Federation on Administrative Offenses" on the territory of the Republic of Tatarstan.

On December 15, 2017 in the Ministry of Forestry of the Republic of Tatarstan, a second forest management meeting was held with the participation of the First Deputy Minister of Forestry of the Republic of Tatarstan, E.N. Bedertdinov, a representative of the Department of Forestry in the Volga Federal District - Head of the department for forest registry monitoring and land relations E. M. Dymza, representatives of Kazan and Vyatka branches of Federal State Budgetary Institution "Roslesinforg", forestry divisions and heads of structural subdivisions of the ministry.

In 2017, the forest management work was carried out by specialists of Kazan and Vyatka branches of Federal State Budgetary Institution "Roslesinforg" in accordance with the state contract on the territory of Alkeyevskiy, Aznakaevskiy, Bilyarskiy and Nizhnekamskiy forestry divisions.

This year the next cycle of forest management works on the territory of the Republic of Tatarstan is being completed. Taking into account the forest inventory in 2017, the information on the forest fund of the republic will be relevant in the context of all forest areas and the prescription of materials will be less than 5 years.

Also at this meeting, issues related to the development and approval of forestry regulations for forest districts, the forthcoming work on the development and approval of the Forest Plan in 2018, the creation of forest park green belts, and issues related to the entry of information on forests within the borders of populated areas points into the Unified State Register of Taxpayers, were discussed.
