In order to ensure the safety of coniferous young trees in the pre-New Year period and ensure that the necessary measures are taken to strengthen their protection against illegal logging, an Order "On ensuring the safety of coniferous young trees in the New Year's Eve" is issued annually by the Ministry of Forestry of the Republic of Tatarstan. In accordance with this document, the harvesting and exportation of harvested products under the contracts for the purchase and sale of forest plantations is being monitored, the schedules and routes for joint patrolling of forest areas are coordinated, and systematic patrolling of forest areas where coniferous forests predominate. There is an active interaction with the Ministry of Internal Affairs of the Republic of Tatarstan, explanatory work with the population on preservation and careful attitude to the forest and inadmissibility of destruction of coniferous young trees in the pre-New Year period, as well as about the liability established by the legislation for illegal logging and damage to forest plantations.

Illegal cutting of New Year trees will be fined as follows:

Citizens, officials and legal entities guilty of illegal cutting of coniferous trees for New Year trees are obliged to compensate for damage caused to forestry and must be brought to administrative responsibility in accordance with Article 8.28 of Code of Administrative Offenses.

For illegal logging, damage or excavation of trees, bushes or lianas, an administrative fine will be imposed in the amount of:

- for citizens 3 - 4 thousand rubles;

- for officials 20 - 40 thousand rubles;

- for legal entities from 200 to 300 thousand rubles.

The same actions committed with the use of mechanisms, motor vehicles, self-propelled vehicles and other types of equipment entail will be imposed with an administrative fine:

- for citizens 4 - 5 thousand rubles;

- for officials 40 - 50 thousand rubles;

- for legal entities 300 - 500 thousand rubles.

Acquisition, storage, transportation or sale of knowingly illegally harvested wood, if these actions do not contain signs of a criminal offense, entail the imposition of an administrative fine:

- 5 thousand rubles for citizens;

- 50 thousand rubles for officials;

- for legal entities from 400 to 700 thousand rubles.

In addition to imposing an administrative fine, an illegally felled tree is confiscated (seized) and transferred to the Federal Property Management Agency for sale.

In cases of damage to forestry, in the amount of more than 5 thousand rubles, the materials will be sent to the investigative authorities for the initiation of criminal cases.

Realization of New Year's Spruce

For realization of New Year Spruce and Pines, foresters prepare products in special areas - plantations located on the territory of the forest fund, where the soil and climatic conditions are characteristic for the growth of good coniferous plantations. In total, the forest fund of the republic has 345 hectares of plantations of New Year trees, 2 hectares of which were created in 2017.

In 2017 on the territory of the forest fund of the Republic of Tatarstan, 17580 pcs of firs and pines and 43 tons of coniferous paws were placed to the auction for the sale of the right to conclude contracts for the purchase and sale of forest plantations for harvesting spruce and (or) trees of other coniferous species for New Year holidays.

Last year, 16490 items of spruce and pine were put up for auction, where 11199 coniferous trees were sold.

The list of documents for the right to procure, transport and sell New Year trees required for compilation in the SBU "Forestry Establishment": a copy of the contract of purchase and sale, for the removal of harvested products one must have a waybill, a retailer needs a cash receipt, for wholesale and retail trade the receipt for sale of Christmas trees are necessary.

Today, an auction was held in the Ministry of Forestry of the Republic of Tatarstan on the sale of the right to conclude a contract for the purchase and sale of forest plantations to small and medium-sized enterprises located in the forest fund of Aksubaevskiy, Alkeyevskiy, Bavlinskiy, Bilyarskiy, Bugulminskiy, Elabuguzhskiy, Zainskiy, Kzyl-Yulduzskiy, Laishevskiy , Leninogorskiy and Cheremshanskiy forestry divisions.

According to the lots No 35, 36, 37 the auction was declared valid. Protocols are to be signed with the winners of the auction and contracts for the sale of forest plantations to small and medium-sized enterprises will be concluded within ten working days from the date of the protocol signing.

By lots No 31, 34, 40 the auction was declared invalid (Subparagraph 1 of paragraph 7 of Article 80 of the Forest Code of the Russian Federation). Protocols on the results of the auction are to be signed with the sole participant of the auction and contracts for the purchase and sale of forest plantations to small and medium-sized enterprises will be concluded ten days after the date of publication of information on the results of the auction on the official website of the Russian Federation in the information and telecommunications network "Internet" ten days after the expiration of the above period.

By lots No. 1-30, 32-33, 38-39, 41-42, the auction was also declared invalid because of the absence of applications for participation in the auction.

First Deputy Minister of Forestry of the Republic of Tatarstan E.N.Bedertdinov with a working trip is in the federal capital at the seventh congress of the Public Organization "Russian Forestry Society". The Russian Forestry Society was established on February 25, 1832. The Modern Society united scientists and forestry practitioners in the territorial units of the Russian Federation around a single goal – increase and preservation of the country's forest resources. The Society carries out a large amount of work on ecological forest education, patriotic education of the younger generation and promotion of knowledge about forests and forestry.

The seventh session will be focused on issues related to the improvement of the work of the Public Organization of the Russian Foresters' Society and the work plan for the central council and its regional branches for 2018-2019.

Within the framework of the International Day against Corruption, a meeting was held at the Ministry of Forestry of the Republic of Tatarstan, where they heard a report on restrictions, prohibitions, requirements for official behavior and prevention of corruption offenses related to the state civil service established by the Federal Law No. 273-FZ "On Anti-Corruption Enforcement" of December 25, 2008. During the meeting, the emphasis was made on the fact that failure to fulfill these duties and prohibitions is a corruption offense leading to the dismissal of a civil servant from the civil service.

In order to ensure the safety of coniferous young trees in the pre-New Year period and to take the necessary measures to strengthen their protection from illegal logging, from December 1, forestry specialists are carrying out explanatory work on preservation and careful attitude toward forest, prevention of coniferous young trees destruction in the New Year period, as well as about responsibility for illegal logging and damage to forest plantations established by the legislation.

During the period from December 20 to December 31, 2017, forestry workers will intensify patrolling of forest areas with a predominance of coniferous plantations. According to the revealed facts of violations of forest legislation, foresters will take operational measures to initiate cases and draw up protocols on administrative violations. In cases of damage to forestry, in the amount of 5 thousand rubles or more, the materials will be sent to the investigative authorities for the initiation of criminal cases.

In the central children's library of Bugulma, the winners, prize-winners and participants of the environmental essay contest "In the fate of nature - our destiny", organized together with the State Public Institution "Bugulminskiy Forestry Enterprise", were honored. The competition was held within the framework of the Year of Ecology and the Year of Specially Protected Natural Areas. The purpose of the Competition is to introduce children and adolescents to love and care for nature, as well as to reading activities aimed at the formation of ecological culture.

The contest received more than 40 creative works. It was very difficult to choose the winners - each participant put his soul into his work. The students of the school forestry "Green Patrol" of Municipal Budgetary Educational Institution "Yutazinskiy secondary educational school" did not stay aside. Young foresters and ecologists became the winners: 1 place - Sadykov Marat; 2 place -

LukashinaAzalina. HafizovZufar won the spectator's sympathy. The representatives of the State Public Institution “Bugulminskiy Forestry Enterprise” Forestry Engineer Latifullina G.I, Forest preservation and protection Engineer Mukhaleva O.A. and State Budgetary Institution "Bugulminsky Forestry" Sadykova L.V. spoke to schoolchildren.

No one was left without attention. The winners and participants received not only diplomas, but also seedlings of Christmas trees from the hands of representatives of the State Institution "Bugulminskiy Forestry." The children in turn gave a promise to plant young trees near their school and take care of them.

On the eve of the International Day Against Corruption in the State Public Institution "Bugulminskiy Forestry Enterprise", the Head and forest ranger G.Z. Mukhametkhanova spoke before the students of the school forestry "Green patrol" of Municipal Budgetary Educational Institution "Yutazinskiy secondary education school” with a thematic lecture: "Fundamentals of anti-corruption".

Within the framework of the meeting, the children were acquainted with the concept of "corruption", its difference from other offenses; learned about the forms of corruption and liability measures provided for the commission of a corruption offense.

Also, students were informed about the basics of anti-corruption behavior: how to behave in order not to become a party to a corruption crime; how to protect yourself against corruption; where to go in case of bribe extortion.

During the conversation, answers were given to the existing questions on the topic concerned.

Upon completion of the speech, the students were awarded with certificates of participation in the campaign "Anti-Corruption", within the framework of which children organized an exhibition of drawings in the school and in the building of State Public Institution "Bugulminskiy Forestry Enterprise.

On December 6, XXII International Exhibition "Russian Forest" was launched in Vologda, where representatives of the Ministry of Natural Resources and Ecology of Russia, the Federal Forestry Agency, a number of Russian regions, controlling agencies and public organizations gathered there. The First Deputy Minister of Forestry of the Republic of Tatarstan, E.N. Bedertdinov and the Head of the Department for the forests reproduction and forestation T.R. Galiev participated there representing the Republic of Tatarstan.

Within the framework of the conference, a seminar on the topic "Placement of open data sets in the field of forestry by the state authorities of the constituent entities of the Russian Federation" was held in the Public Chamber of the Vologda Region. In his report, Emir Bedertdinov noted that for the sustainable functioning of the public administration system, as well as to enhance respect and confidence of public, the state authorities in general should work in a transparent manner. He told how the system of openness ("People's control", the placement of data on the Ministry's website, including annual forms of the state forest registry) was functioning in the republic. In addition, E.N Bedertdinov also told about the innovations: "To date, the Ministry of Forestry of the Republic of Tatarstan is preparing for data presentation on the official website in the section "Information

and Statistics" for planned and ongoing forestry activities, including cutting near major cities of the republic (Kazan, Zelenodolsk, Nizhnekamsk, Naberezhnye Chelny etc.). This information of an explanatory nature for citizens should reduce the negative response of the population in the part of felling of forest plantations". XXII International Exhibition "Russian Forest" in Vologda will last until December 8.

The Ministry of Forestry of the Republic of Tatarstan notifies on the results of the auction for the sale of the right to conclude a contract for purchase and sale of forest plantations to small and medium-sized enterprises located on the territory of the forest fund of Leninogorskiy, Bolgarkiy and Bilyarskiy forestry divisions, which was held on December 5, 2017.

By lots No 5, 8, 12, 17, 62 the auction was deemed to be held. Protocols with winners of the auction are signing and contracts for the sale of forest plantations to small and medium-sized enterprises will be concluded within ten working days from the date of protocol signing.

By lots No 7, 10, 11, 13, 15, 18, 19, 26, 29-31, 50, 53, 63, 64, 109, 117 the auction was declared invalid (Sub-item 1 of item 7 of Article 80 of the Forest Code of the Russian Federation). Protocols with the sole participant of the auction are signing and contracts for the purchase and sale of forest plantations to small and medium-sized businesses will be concluded in ten days after the information on the results of the auction is posted on the official website of the Russian Federation in the information and telecommunications network Internet within ten working days after the expiration of the above date.

By lots No 1-3, 6, 9, 14, 16, 18, 20-25, 27-28, 32-39, 41-49, 51-52, 54-61, 65-108, 110-116, 118 -120 auction was declared invalid because of the absence of applications for participation in the auction.

There was a talk on the work fulfilled in the field of conservation of the Volga River, as well as on the creation of water protective forest stands in the Ministry of Forestry of the Republic of Tatarstan at a joint meeting with environmental experts. The First Deputy Minister of Forestry of the Republic of Tatarstan E.N. Bedertdinov, Minister of Ecology and Natural Resources of the Republic of Tatarstan F.S. Abdulganiev participated in the event. During the meeting, it was decided to develop a roadmap for afforestation of the banks of the Volga River in the Republic of Tatarstan. Environmental experts noted the potential of foresters in the field of planting material growing, in their turn, forestry workers said that, they are ready to participate in the project "Improvement of the

Volga" in case of availability of necessary funding and allocation of sites for the laying of water protective stands.
