Deputy Minister of Natural Resources and Ecology of the Russian Federation - Head of the Federal Forestry Agency Ivan Valentik, speaking with a report, said: "Over the past twenty years in our country, the forestry legislation has been radically changed several times; the structure and functions of state forest management have been repeatedly reformed. The Forest Code at the time of its adoption was a very debatable document. And those debates that were related to the adoption and subsequent implementation of the document continue even at present day.

Forest resources have always held and are holding at present a unique and key position in the socio-political and economic activities of Russians. Efficient forest management is an indispensable tool through which the government can and should pursue a rational and open for public participation policies that lead to sustainable development and are sensitive to the needs of the population and can be viewed as a national strategic priority for the Russian Federation".

Participants of the meeting discussed the topics of forest use, illegal logging and reforestation, the topic of forest protection from fires and protection against pests, increasing of legislative support for wood processing enterprises, and other issues related to forestry.

- The issue of the distribution of powers in terms of the balance of control and supervision functions, the efficiency of forest use, the purchase and sale of timber ... Today we even discussed the topic of wild plants. And these are really important topics that need to be worked out. Nikolay Nikolaev, Chairman of the Committee on Natural Resources, Property and Land Relations of the State Duma, who gathered us on the sitewhere absolutely all aspects, directions of forestry and other related industries were presented. Of course, there are many issues that require decision-making at the highest level. And it is very good, that the representatives of the industry from all regions gathered to resolve these issues. This dialogue is very useful. At the moment we are preparing a new Concept of forest management, which will be discussed on December 5 in Novosibirsk. I am sure that the conclusions of today's hearings that will be adopted following the event, will benefit the forestry of our vast Russia and help preserve our natural wealth for our descendants," - the Head of the Federal Forestry Agency, Ivan Valentik, emphasized the importance of the event.

The Ministry of Forestry of the Republic of Tatarstan announces on holding an auction on November 23 and December 5, 2017 for the sale of the right to conclude a contract for the purchase and sale of forest plantations to small and medium-sized businesses. On November 16, the International Scientific and Practical Conference "Sustainable Development of the Regions: Experience, Problems, Prospects" was opened in KNITU-KAI with the participation of the Chairman of the State Council FaridMukhametshin. The forum is planned for two days, within the framework of which it is planned to consider topical issues in the field of ecology and nature management, environmental safety, socio-economic issues of sustainable development, the system of international, state and public measures to ensure the rights to a favorable environment, priorities for ecologically sustainable development of Tatarstan.

The traditional environmental orientedcampaign "Clean forests of Tatarstan - 2017" was held from September 15 to November 15in accordance with the decree of the Cabinet of Ministers of the Republic of Tatarstan No. 605-p dated March 31, 2017. The purpose of this campaign is to maintain a favorable sanitary condition of forests, as well as to attract public attention to environmental problems.

About 10 thousand residents of the republictook part in the event of clearing forests from dirtiness. Active participantscleaned along the roads and federal and regional routes, collected solid household waste, dead wood and fallen trees. The volume of garbage collected amounted to 4,175 m3.

In addition, 157 informational and recreational objects were renovated within the framework of the campaign: boards, nameplates, arbors for recreation, located in the forest fund and along motor roads, 21 springs were cleared and landscaped.

Clean forests - a guarantee of health, an earnest of our future! It is much more pleasant to breathe fresh air and admire the bright colors of the forest. It is not difficultto preserve the forest for millennia, one small step - and the forest is preserved for many years.

A meeting of the heads of the Ministry of Forestry of the Republic of Tatarstan with the delegation from Finland was held within the framework of international cooperation. The Finnish side is interested in supplying logging equipment for the forestry sector of the republic. This year, 25 years have passed since the signing of the treaty on the fundamentals of the relationship between Russia and Finland. The possibility of developing relations at the interregional level remains between the countries.

The students of the school forestry "Green Patrol" of Bugulminskiy district chose the topic "Environmental education" for participation in the national contest "Secrets of a friendly class". The team's name card, presentation, exhibition and video, everything was dedicated to the forest, careful attitude to the environment: "Forest gives all its treasures to a person and for this it asks only one thing - to protect it. And we will take care of our green friend. We will keep under observation so that people do not take away from the forest souvenirs: plants, insects, birds, little animals, they all must live in freedom, enjoying life. The Federal Forestry Agency has organized the All-Russian campaign "Live, Forest!", which has been held in the Russian Federation for the sixth year in succession. The main goal of the campaign is to attract attention to the issues of preservation, restoration and increase of the forest resources of Russia, nursery plants and forest trees seedlings planting, carrying out activities promoting knowledge of the forest. The campaign is an All-Russian public event for planting

forests, harvesting acorns, cones and seeds of forest trees, conducting educational events and exhibitions related to forest issues, as well as cleaning the forest areas from debris and garbage.

"Live, Forest!" does not have a single mandatory format - in each constituent entity of the Federation, forest management bodies involve the public in planting forests and other activities aimed at increasing Russian forests.

The autumn action "Live, Forest!" for six years of conducting became not only all-Russian, but also practically nationwide - it covers 85 territorial units of the Russian Federation and unites more than 1 million people. It is important that it unites not so much forestry workers, as citizens who are not indifferent to the problems of our forests, our environment, and carries out agitation, educational and organizational functions. Its main task is the formation of a careful attitude to the forest wealth of our country, to our environment, to our planet.

Traditionally, the campaign is held from September 1 to October 31, that is, before the end of the possible forest planting in the most regions of the Russian Federation. However, in the southern regions the period of the campaign can be extended until the end of November.

Due to the weather peculiarities of this year of 2017, the start of the All-Russian campaign "Live, Forest!" was given by the Deputy Minister of Natural Resources and Ecology of the Russian Federation - the Head of the Federal Forestry Agency Ivan Valentik on August 11, 2017. The solemn event was held in the framework of the Russian Championship "Logger of the XXI Century" in the Ustyansky municipal district of the Arkhangelsk region.

The Head of the Federal Forestry Agency Ivan Valentik and the Governor of the Arkhangelsk region Igor Orlov participated in tree planting, thus showing through personal example how necessary and important is the action which is held throughout Russia.

Representatives of the authorities in the field of forestry relations practically from all over the country took part in the opening event of the campaign "Live, Forest!": Republics of Karelia, Komi, Tatarstan, Udmurt Republic, Khabarovsk Territory, Arkhangelsk, Irkutsk, Leningrad, Vologda, Voronezh, Kostroma and Nizhny Novgorod Regions, representatives of large logging and timber processing companies

of Arkhangelsk, Vologda regions and pupils of school forestry divisions. A memorable alley was created by the joint efforts of the participants of the launching event.

The year of 2017 was declared the Year of Ecology by the President of the Russian Federation, Vladimir Putin. This year large-scale reforestation work was planned in the territory of the Russian Federation. The main goal of domestic foresters is to increase the area of forests owing to young trees in former burnt areas and in areas affected by epidemics of insect pests.

Every year, the number of citizens who are not indifferent to the problems of the forest and participating in the campaign, is increasing. In 2016, within the framework of the campaign, more than 25 tons of seeds of various forest trees were harvested and more than 25 million trees were planted. In 2017, thanks to coordinated and well-organized work of forestry specialists, it was possible to significantly increase these numbers. 54.7 thousand kg of seed-bearing raw materials were harvested. 29.3 million trees have been planted.

In 2016 the work on reforestation on the territory of the Russian Federation was carried out on a total area of 842.7 thousand hectares. It is important to understand that the forest culture season of 2017 has not yet been completed in all the constituent units of Russia and, therefore, the

achievement of the planned record indicators of 945 thousand hectares of the total reforestation planned for this year is more than achievable!

In total, within the framework of the All-Russian campaign "Live, Forest!", held in 2017, about 4 thousand hectares of forest plantations have been created on the lands of the forest fund, 538 hectares of parks and squares and 5.7 thousand hectares of memorable alleys and landings - on lands of other categories. Thus, the contribution of the participants of the All-Russian campaign to the noble cause of planting forest plantations amounted to more than 10.2 thousand hectares. At the same time a year ago this figure was 6 thousand hectares.

More than 1.4 million people took part in the events of the All-Russian campaign "Live, Forest!". In 2017, it united representatives of the political, cultural and public elite, scientists, art and culture representatives, representatives of state authorities and simply concerned citizens of the Russian Federation.

The Ministry of Forestry of the Republic of Tatarstan notifies on the results of the auction for sale of the right to conclude contracts for purchase and sale of forest plantations for harvesting spruce and (or) trees of other coniferous species for New Year holidays located on the territory of the forest fund of the 31 forestry divisions of the Republic of Tatarstan, which was held on November 2, 2017.

For 31 lots, the auction was declared invalid (subparagraph 1 of paragraph 7 of Article 80 of the Forestry Code of the Russian Federation). Protocols are to be signed with the sole participants of the auction and the contracts are to be concluded in ten days from the date of posting of information on the results of the auction on the official website of the Russian Federation in the information and telecommunications network "Internet" within ten working days after the expiration of the above period.

For 10 months of 2017, the harvesting of seeds of the basic forest-forming species comprised 2,494 kg, among them 1,184 kg of coniferous species (including 605 kg of Scotch pine, 285 kg of European spruce, 291 kg of Siberian larch) and 1,310 kg of deciduous seeds (including 650 kg of English oak and 550 kg of drooping birch). Currently, State Budgetary Institution "Arskiy Forest Establishment", State Budgetary Institution "Elabuzhsky Forest Establishment", State Budgetary Institution “Kaibitskiy Special Seeding Forest Establishment”, State Budgetary Institution "Mamadyshsky Forest Establishment”, State Budgetary Institution "Menzelinskiy Forest Establishment” and State Budgetary Institution "Training and Experimental Sabinskiy Forest Establishment” are the leaders in the harvesting of coniferous species, the GBU "Elabuzhsky Leskhoz", the GBU "Kaibitskiy Special Sevesleskhoz", the GBU "Mamadyshsky Leskhoz", the MBU "Menzelinskiy Leskhoz" and the GBU "Training and Experimental Sabinskiy Leskhoz".
