Early flowering plants are extremely vulnerable, many of them are listed in the Red Book of the Republic of Tatarstan and Russia.

The Ministry of Natural Resources and Ecology of Russia has developed a draft federal law “On Amendments Being Made to the Article 50.2 of the Forest Code of the Russian Federation” according to which cedar will be qualified as the finewood.

“Taking into account the high ecosystem significance of the cedar forests, a bill has been developed as an additional measure to protect them from illegal logging, according to which cedar will be qualified as the finewood,” said the head of the Ministry of Natural Resources of Russia Sergey Donskoy.

This legislative initiative is supported by the Ministry of Internal Affairs of Russia, the Ministry of Finance of Russia, the Federal Antimonopoly Service of Russia, the Federal Forestry Agency, and currently is in the process of public discussion and interagency coordination.

Inclusion of cedar into the list of finewood will oblige the owners of cedar timber (persons harvesting cedar, and effecting transactions with cedar timber) to mark each log individually, to register it and enter the data about it in the unified state automated information system (USAIS) for recording of wood and transactions therewith.

The draft law also provides for a standard that will ensure the marking of all finewood, and origin authentication of each log – cedar, oak, beech, ash – not only in export, but also in turnover on the territory of the Russian Federation.

It will be recalled that the cedar forests are one of the most valuable forests in the natural and social respect. They are rich in biological diversity and have an important socio-economic importance in those areas where the harvesting of pine nuts is an important source of livelihood for the local population, and therefore they need special protection.

The cedar timber has high physical and consumer properties, which creates a steady demand for it and increases the risks of illegal logging and turnover. The illegal logging along with the wildfires and forest diseases cause significant damage to cedar forests.

“The snows vocalize, the streams run, the rivers murmur glittering, and the sun forwards its rays penetrating into every house” – these are the words from which a holiday dedicated to the Bird Day has started in Kolosok Daycare Center of the Spassky Municipal District of the Republic of Tatarstan. The event was organized by the teacher Vera Osintseva. The State Environmental Protection Inspector of the Republic of Tatarstan Lyubov Murzak took part in the holiday telling the children about the birds: “The feathered decorate our land, bring great benefit to nature. Their cheerful, sonorous trills, bright colors revive nature, inspire cheerfulness and joy. By April 1, not all migratory travelers return to us. Rooks appear the first, then starlings followed by waterfowl. Less and less we hear the hubbub and chirping of birds in the spring. In order for them to return and for children to observe their life and not just study them according to the textbooks, very little is needed. An ancient Russian tradition – to hang up the bird houses –has a profound meaning: a man not only helps birds, but by doing this he gets closer to nature, better understands his primordial unity with it”.

During the festival, children enjoyed reading poems about feathered friends, singing songs, distinguishing voices of birds, and solving riddles. At the end of the event, the children were awarded diplomas and sweet gifts from the administration of the sanctuary.

A lesson “The role of forests in the ecological system” was held in the Kazan Tatar Gymnasium No.15. The Deputy Head of the Economy Department of the Ministry Sharifullin I.R. gave a talk with the 6 graders.

The purpose of the event is to focus the attention of the younger generation on the issues of preserving the biological diversity and ensuring environmental safety.

During the ECOlesson, Sharifullin I.R. told the children about what is the true value of the forest for nature and man:

“The forest helps to clean the air from exhaust gases accumulation, reduces noise level which is very important for people living in large cities or near heavy-traffic highways. The forest is one of the sources of food and such raw materials as fur and medicinal herbs. One of the global functions of forests in human life is the wood harvesting. Wood and other raw materials obtained in the process of wood harvesting are used in almost all spheres of human life”.

He also reminded schoolchildren of the fight against wildfires and of the protection of forests. During the constructive dialogue, in the Question/Answer format, the children were interested in the rules for going to forests, protection of ecology and fauna of the forests of the Republic of Tatarstan.

Subject to the Order of the Ministry of Forestry of the Republic of Tatarstan No. 100-Osn “On the results of the fire season 2016 and the arrangement of work to protect forests from fires in 2017”dated 08.02.2017, April 15, 2017 is the beginning of fire season in forests in the Republic of Tatarstan .

The works to preserve and protect forests are performed in accordance with the schedule plans, from April to October 2017.

Annually, the experts of the forestries raise public awareness on the issues of compliance with fire safety rules in the forests and advise citizens on a regular basis on the current forest fire situation and actions to be taken in case of emergency caused by wildfires. On weekends and holidays they organize duties of designated persons in the offices of forestries and district forestries.

When the dacha season starts, the forestry specialists and the ministry staff will take part in the reporting meetings of gardeners’ and dacha non-commercial partnerships by making presentations to the members of the partnerships on fire safety in the forests.

Today, along the federal and republican highways, the fire prevention banners are installed. In addition, the existing notices and banners of past years are updated.

For the purpose of timely detection of wildfires, the ground and air patrolling facilities are used. The ground patrolling of the forest will be carried out according to the approved routes stipulated in the Forest Fire Fighting Plans elaborated for the forestries. On the territory of the subordinated institutions there are 207 ground patrol routes with a total length of more than 11,000 km.

For early detection of fires, all subordinate institutions of forestries are connected to the Remote Monitoring Information System.

Thanks to a set of forest management measures to ensure the state control and supervision in forests, the timely preventive firefighting measures, there are no fires for six consecutive years on the territory of the forest reserve of the republic.
