The Ministry of Forestry of the Republic of Tatarstan discussed the results of law enforcement practice in the field of federal state forest supervision for the 2nd quarter of 2019
Today, the Ministry held a public discussion of the results of law enforcement practice in the field of federal state forest supervision for the 2nd quarter of 2019. The event was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, employees of the Ministry, etc.
The main report was made by the Head of the Department of State Control and Supervision Airat Akhmerov. He said that currently federal state forest supervision on the lands of the forest fund was carried out by 678 state forest inspectors in the Republic of Tatarstan. In the first half of 2019, they carried out more than 14.1 thousand control and supervisory measures, including 13.9 thousand patrols in the forests. In total for this period 518 protocols on administrative offenses were drawn up.
According to the results of planned and unscheduled inspections of legal entities, 14 orders were issued to eliminate violations of forest legislation requirements, and 1 administrative fine was imposed in the amount of 40 thousand rubles. “These requirements were not fulfilled within the prescribed time. In addition, frequent violations include the use of forests in violation of the terms of the lease agreement for a forest plot, failure to provide information and violation of fire safety rules in the forests”, said Airat Akhmerov.
The speaker added that to coordinate the work and ensure the interaction of executive authorities in the field of monitoring compliance with the legislation of the Russian Federation and the legislation of the Republic of Tatarstan, which regulate legal relations in the field of harvesting, as well as transportation, processing and sale of wood, the Interdepartmental Commission on prevention and suppression of illegal procurement, transportation, processing, sale and export and wood in the Republic of Tatarstan was created by Decree of the President of the Republic of Tatarstan No. UP-342 dated May 16, 2019.
“In general, measures to prevent and suppress violations of forest legislation are systemic in nature and have positive results. Preventive measures are being implemented using the regional media: responsibility for illegal logging and timber turnover, as well as the procedure for timber harvesting and turnover by citizens and legal entities, is explained”, concluded Airat Akhmerov.
