To increase the effectiveness of fire protection measures for forests located on the lands of the forest fund, the Ministry of Natural Resources and Ecology of the Russian Federation has developed guidelines for organization and conduct of preventive controlled fire burning of dry grass and other forest combustible materials.
This measure is aimed at preventing the spread of a lower forest fire, as well as at preparing reference lines intended for more rapid fire extinguishing. “The use of professional burning is one of the most effective fire prevention measures that is widely used in forestry. At the same time, it requires highly qualified personnel, good coordination of the actions of performers, as well as careful adherence to the technology of work. The publication of the order will have a positive impact on effectiveness and safety of preventive controlled burning of forest litter and dry vegetation”, said Andrei Gribennikov, Director of the Department of State Policy and Regulation in Forest Resources of the Ministry of Natural Resources of Russia.
The order of the Ministry of Natural Resources of Russia dated August 27, 2019 No. 580 “On the approval of guidelines for organization and conduct of preventive controlled fire burning of brushwood, forest litter, dry grass and other forest combustible materials in forests located on forest lands” entered into force on October 6.
The document was published as instructive materials on the exercise of powers in the field of forest relations, transferred to the executive authorities of the constituent entities of the Russian Federation for implementation, that is, they apply exclusively to measures for the fire arrangement of forests located on the lands of the forest fund.
Methodological instructions are also obligatory for use by persons who are obliged by forest legislation, when using forests located on the lands of the forest fund, to protect, conserve and reproduce such forests.
