Today the second day of the scientific-practical conference “Forest inventory and forest regulation for forest management and business” is being held in Kazan. Let us recall that the forum was opened yesterday, on October 10, in Korston Hotel and Entertainment Complex. More than 300 people from 40 constituent entities of the Russian Federation became participants of the conference.
Within the framework of the conference, 5 discussion platforms were organized. The forum participants discussed issues of increasing the efficiency of forest management, organizing intensive and sustainable forest management, results and prospects of the state forest inventory, remote monitoring, regulatory aspects. The speakers and moderators of the discussion platforms were Nikolai Nikolayev, Chairman of the State Duma Committee of the Federal Assembly of the Russian Federation on Natural Resources, Property and Land Relations, Aleksei Kanayev, State Duma Deputy of the Russian Federation, Igor Murayev, Director of the Federal State Budgetary Institution Roslesinforg and others.
The Head of the Forest Reproduction and Afforestation Department of the Ministry of Forestry of the Republic of Tatarstan Timur Galiyev made a report on the discussion platform dedicated to implementation of Federal Law of July 19, 2018 No. 212-ФЗ “On Amending the Forest Code of the Russian Federation and Certain Legislative Acts of the Russian Federation Regarding Improvement of Forest Reproduction and Afforestation (Compensation Reforestation)”. During his speech, he acquainted the participants of the meeting with the forestry of the Republic of Tatarstan and the work carried out in the framework of implementation of the federal law.
In particular, Timur Galiyev said that the Ministry selected sites for reforestation and afforestation activities by persons using forests in accordance with Articles 43-46 of the Forest Code of RF, and by persons applying for a change in the purpose of the forest plot. “The total area of plots in the forest fund is 325 hectares, on the lands of settlements - 283 hectares”, said the speaker. “Plots suitable for compensatory reforestation and afforestation were not selected in specially protected natural areas”.
According to him, the necessary information indicating the addresses of the sites for reforestation and afforestation is available on the website of the Ministry of Forestry of the Republic of Tatarstan. “There are a lot of requests from tenants who need to carry out compensatory reforestation. The most common question: what to do if there are no suitable areas for work within the boundaries of the forestry, where forest stands were cut. There is only one answer - you need to choose a site on the territory of another forestry, because it is connected with the formation of a forest cultural fund”, Timur Galiyev emphasized.
He added that the Republic of Tatarstan is ready to carry out reforestation or afforestation of planting material with a closed root system, as required by federal law since 2022. Since 2012, the Republic of Tatarstan Forest Selection and Seed Center has been operating in the Republic, with a production capacity of 12 million units of seedlings with closed root system per year.
