Today, the Ministry held a public discussion of the results of law enforcement practice in the field of federal state forest supervision (forest protection) for the 3rd quarter of 2019. The event was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, the Tatar Environmental Protection Inter-district Prosecutor Ilsur Gilmutdinov, the Assistant to the Kazan Inter-District Environmental Prosecutor Elvira Khafizova, the heads and specialists of the structural units of the Ministry, the Heads-Foresters of forest districts and directors of forestry enterprises and also forest users.
The main report was made by the Head of the State Control and Supervision Department Airat Akhmerov. He said that today in the Republic of Tatarstan, federal state forest supervision on the lands of the forest fund was carried out by 678 state forest inspectors. Over the 9 months of this year, they carried out more than 20.3 thousand control and supervisory measures, including 20.1 thousand patrols in the forests. In total for this period 719 protocols on administrative offenses were drawn up.
According to the results of planned and unscheduled inspections of legal entities, 19 orders were issued to eliminate violations of the requirements of forest legislation, and 7 administrative fines were imposed in the amount of 205.0 thousand rubles. “These requirements were not fulfilled within the prescribed time. In addition, frequent violations include the use of forests in violation of the terms of lease agreement for a forest plot, failure to provide information and violation of fire and sanitary safety rules in forests”, said Airat Akhmerov.
The speaker added that by Decree of the President of the Republic of Tatarstan No. UP-342 dated May 16, 2019 the Interdepartmental Commission on prevention and suppression of illegal procurement, transportation, processing, sale and export and wood in the Republic of Tatarstan was created in order to coordinate the work and ensure the interaction of executive authorities in the field of monitoring compliance with the legislation of the Russian Federation and the legislation of the Republic of Tatarstan, which regulate legal relations in the field of logging, as well as transportation, processing and sale of wood.
“In general, measures to prevent and suppress violations of forest legislation are systemic in nature and have positive results. Preventive measures are being taken using the regional media: responsibility for illegal logging and timber turnover, as well as procedure for timber harvesting and turnover by citizens and legal entities, is explained”, concluded Airat Akhmerov.
