A seminar-meeting on implementation of federal state forest supervision was held at the Ministry
Today, the Ministry held the second seminar-meeting on implementation of federal state forest supervision (forest protection) in the territory of the forest fund of the republic. The event was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, the Head of the State Control and Supervision Department of the Ministry Airat Akhmerov, head-foresters, their deputies, forest conservation and protection engineers, local foresters of Alkeyevskiy, Aksubayevskiy, Bilyarskiy, Nurlatskiy and Cheremshanskiy forest districts.
The seminar-meeting was opened by Ilgizar Zaripov. “Under instructions of the Minister of Forestry of the Republic of Tatarstan, Ravil Afraimovich, in December we carry out official training of our inspectors. The first seminar was held on December 5, he said. - In general, we have been given the task of increasing the effectiveness of federal state forestry supervision. This applies both to the implementation of control and supervision measures, as well as the execution of acts of forest violations and other reporting”.
The main report was made by the Head of the State Control and Supervision Department of the Ministry Airat Akhmerov. He spoke about the regulatory legal acts regulating the implementation of federal state forest supervision, the rights and obligations of state forest inspectors, the features of conducting planned and unscheduled, documentary and field inspections, as well as control measures in forests (patrolling and planned (raid) inspections, examinations) .
In particular, Airat Akhmerov recalled that the inspection of the cutting area was carried out in accordance with the order of the Ministry of Natural Resources and Ecology of the Russian Federation dated June 27, 2016 No. 367. “10 days before the inspection of the cutting area, you must notify the person carrying out the cutting operations of the date and time of the visit - said the speaker. - The notice shall be sent in a manner that provides confirmation of its receipt. If the person performing the work or his representative does not appear, inspection of the cutting area shall be carried out without his participation”.
Airat Akhmerov also paid special attention to determining the amount of compensation for damage caused to forests and their natural objects as a result of violation of forest legislation, the rules for issuing warnings on inadmissibility of violating mandatory requirements and requirements established by municipal legal acts, drawing up acts on forest violations and protocols on administrative offenses.
