Today, a solemn event dedicated to the start of the Year of the 100th Anniversary of the Tatar Autonomous Soviet Socialist Republic foundation was held in Kazan on the basis of the Kazan Expo exhibition center (Concert Hall named after I. Shakirov). The President of the Republic of Tatarstan Rustam Minnikhanov, the State Advisor to the Republic of Tatarstan Mintimer Shaimiyev, the heads of ministries and departments of the republic, including Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov took part in the event.
The 100th Anniversary of the TASSR foundation is the most important period in the history of the Tatar people and the entire region, said the President of the Republic of Tatarstan, Rustam Minnikhanov, opening the ceremony.
“On June 25, 1920, power in Kazan was transferred to the Provisional Revolutionary Committee of the Tatar Autonomy established by Lenin’s decree. This day marked the revival of our statehood in the new historical conditions, became the starting point of the dynamic development of the republic, said Rustam Minnikhanov. - The most important prerequisites for creation of Soviet autonomy were significant achievements in socio-economic development, changes in spiritual and cultural life. National literature was widely recognized thanks to the genius Tukai. Print, theatrical art, and education also developed”.
Rustam Minnikhanov recalled that ideologically and politically the formation of the autonomous republic was prepared by the work of public figures who proposed several projects for the administrative and territorial reorganization of the Volga-Ural region. The February and October Revolutions of 1917 played a role.
But, despite the losses, the large-scale creation of a new society continued: in the shortest possible time, new industries were created in Tatarstan, developed agriculture had significant food resources.
The powerful development of Tatarstan played an important role during the war years, when the republic became one of the main support bases of the country. Military Kazan took dozens of industrial enterprises, hospitals returned hundreds of thousands of soldiers to the front, and seven divisions were formed on the territory of the republic.
“Dear participants of the celebration! The post-war decades became the most fruitful period of the socio-economic development of Soviet Tatarstan. This is the development of large oil and construction of petrochemical industries complex on the Kama; the transformation of Kazan into a major center of domestic engineering; construction of KAMAZ; formation of Almetyevsk, Nizhnekamsk and Naberezhnye Chelny as large industrial centers of the southeast of the republic. We can proudly say that it was during these years that the “generals” of the production of Tatarstan - Valentin Shashin, Nikolai Lemaev, Vitaliy Kopylov, Lev Vasiliev, Vladimir Lushnikov, Nikolai Kalashnikov - brought the industry of Tatarstan to the all-Union level”, said Rustam Minnikhanov.
“Many people remember what incredible difficulties we encountered at the end of the last century. Undoubtedly, these shocks had a variety of reasons, which are still under discussion. The wise policy of the first President of Tatarstan, Mintimer Sharipovich Shaimiyev, allowed to preserve the accumulated potential, to lead the republic through an abyss of problems and challenges in this difficult time. The almost unanimous adoption of the Declaration on Tatarstan's State Sovereignty on August 30, 1990 and the subsequent support by the population in the framework of the referendum of the 92nd year of the new status of the republic became the most important political decisions. In many respects, they predetermined the subsequent course of the Tatarstan political process”, Rustam Minnikhanov noted.
The developed system of compromises with the federal center made it possible to avoid a tough conflict, and subsequently to conclude an Agreement on delimitation of objects of jurisdiction and mutual delegation of authority between the state authorities of the Russian Federation and the Republic of Tatarstan.
The programs of “soft entry” into the market and targeted social protection of the population, the socio-economic progress of the republic for the period 1996–2000, the elimination of dilapidated housing, gasification of settlements and other programs implemented in the new state system ultimately led to a qualitative increase in the standard of living of Tatarstan citizens .
“Dear participants of the celebration! Today, Tatarstan is an advanced and economically successful region that consistently supports the course towards building a strong Russia. We are distinguished by a reverent attitude towards the past and bold transformations of today. The republic is known in the country and around the world as a region of oil production and oil refining, one of the key players in the petrochemicals, machine and aircraft industries, as a scientific and educational center, and also as one of the leaders in agricultural production. A modern innovative infrastructure has been formed in Tatarstan. High results are demonstrated by the Russian leader - the special economic zone Alabuga, the youngest city of Russia, Innopolis, and its heart, an international university, are dynamically developing. The Strategy of Social and Economic Development of the Republic of Tatarstan 2030, which we are implementing, is aimed at achieving global competitive advantages and developing modern high-tech industries. The victory in the national championship and the successful holding of the WorldSkills World Championship for Professional Excellence gave a powerful impetus to the training of highly qualified personnel”, said Rustam Minnikhanov.
“For 100 years, we have come a difficult way, said the President of Tatarstan. - Thanks to the hard work of our people, Tatarstan has achieved great success. Today the republic is one of the leading regions of the country. We were lucky to be born, live and be useful to our people in our native land, covered with the spirit of the great achievements of our ancestors. Today Tatarstan is a territory directed towards the future, where it is comfortable to live and work; the subject of our pride and confidence in the future! ”
“With today's celebration, we are opening the Year of the Centenary of the TASSR Formation, Rustam Minnikhanov said. - Many international, all-Russian and republican events are planned. The iconic objects of the socio-cultural sphere will open. The name of the TASSR century will be one of the metro stations. Scientific and practical forums will be held. Of course, people will always be the focus of our attention. Indeed, the success of the republic is based on the creative work of many generations of Tatarstan people. I express my gratitude to everyone who has contributed and continues to contribute to the prosperity of his native Tatarstan!”.
Then the ceremony of awarding the most distinguished citizens with the new state award of the Republic of Tatarstan - “100 years of the TASSR foundation” took place.
Rustam Minnikhanov presented the award to the State Advisor to the Republic of Tatarstan Mintimer Shaimiyev.
In a festive atmosphere, the award was presented to the veteran of the Great Patriotic War, Hero of the Soviet Union Boris Kuznetsov.
