The Ministry began work on accepting forest declarations and reports established by the Forest Code of the Russian Federation
The Ministry of Forestry of the Republic of Tatarstan has begun work on accepting forest declarations and reports established by the Forest Code of the Russian Federation.
We remind you that in accordance with Article 26 of the Forest Code of the Russian Federation, persons to whom forest plots are leased or for permanent (unlimited) use, must submit a forest declaration to the Ministry of Forestry of the Republic of Tatarstan. The Forest Declaration is a statement on the use of forests according to a forest management project.
The forest declaration is submitted annually at least 10 days before the start of the expected period of use of the forests. The validity period of the forest declaration is no more than 12 months from the date of the beginning of the expected period of forest use.
The form of the forest declaration, as well as the procedure for filling and submitting it, the requirements for the format of the forest declaration were approved by order of the Ministry of Natural Resources and Environment of the Russian Federation dated January 16, 2015 No. 17.
Also, in accordance with Articles 49, 60, 60.11 and 66 of the Forest Code of the Russian Federation, citizens, including individual entrepreneurs, legal entities that use forests to the Ministry of Forestry of the Republic of Tatarstan, submit the following types of reports:
- report on the use of forests (information on the amount of seized forest resources, their commodity structure, other information),
- report on the protection of forests from fires,
- forest protection report,
- report on forest reproduction and afforestation.
A report on the use of forests is submitted by citizens, including individual entrepreneurs, legal entities that use forests, monthly, no later than the tenth day of the month following the reporting month (when using forests for timber harvesting, as well as when using forests for other purposes, when of which felling of forest plantations was carried out). In cases where forest plantations were not cut during the use of forests, the report is submitted annually, no later than January 10 of the year following the reporting year.
The form of the report on the use of forests and the procedure for its submission, as well as the requirements for the format of the report on the use of forests in electronic form, are established by order of the Ministry of Natural Resources and Environment of the Russian Federation of August 21, 2017 No. 451.
A report on the protection of forests from fires is submitted by citizens, including individual entrepreneurs, legal entities that use forests in accordance with the Forest Code of the Russian Federation, as well as carry out forest protection measures, on a quarterly basis, no later than the tenth day of the month following the reporting period. In cases where the forest development project, forestry regulations in the reporting quarter do not provide for forest protection measures, the report is submitted annually, no later than January 10 of the year following the reporting one.
A report on forest protection is submitted by citizens, including individual entrepreneurs, legal entities that use forests in accordance with the Forest Code of the Russian Federation, as well as take measures to protect forests, on a quarterly basis, no later than the tenth day of the month following the reporting period. In cases where the forest development project, forestry regulations in the reporting quarter do not provide for forest protection measures, the report is submitted annually, no later than January 10 of the year following the reporting one.
The forms of the report on the protection of forests from fires and the report on the protection of forests, as well as the procedure for their submission, are established by order of the Ministry of Natural Resources and Environment of the Russian Federation dated 09.03.2017 No. 78.
A report on forest reproduction and afforestation is submitted by citizens, including individual entrepreneurs, legal entities engaged in forest reproduction and afforestation, on a quarterly basis no later than the tenth day of the month following the reporting period. In cases where the forest development project, forestry regulations during the year do not provide for forest reproduction and afforestation activities, the report is submitted annually, no later than January 10 of the year following the reporting year.
The form of the report on forest reproduction and afforestation, the procedure for its submission is established by order of the Ministry of Natural Resources and Ecology of the Russian Federation dated August 21, 2017 No. 452.
