Today, the State Council of the Republic of Tatarstan hosted a meeting of the Committee on ecology, nature management, agro-industrial and food policy, at which issues of compliance with legislation in terms of protection, protection and reproduction of forests were discussed. The event was attended by Deputy Chairman of the State Council of the Republic of Tatarstan Marat Akhmetov.
The Deputy Minister of Forestry of the Republic of Tatarstan Rais Gumerov made a report at the meeting. “Despite the small number of forest violations ‒ the values are below average in comparison with other regions of the Volga Federal District ‒ the issue of forest protection as a natural heritage of the republic and the fight against offenses in the field of forest relations is a priority area of our activity,” he stressed.
Thus, during the implementation of federal state forest supervision in 2020 in the Republic of Tatarstan, more than 23 thousand control and supervisory measures were carried out and 437 violations of forest legislation were revealed.
“668 decisions were issued on the appointment of an administrative penalty, of which 124 were in the form of a warning, administrative fines were imposed in the amount of 2.5 million rubles,” Rais Gumerov said.
The Deputy Minister also dwelled on the results of the work of the Interdepartmental Commission on the prevention and suppression of illegal harvesting, transportation, processing, sale and export of timber in the Republic of Tatarstan, the interdepartmental preventive measures “Lesovoz” and “Spruce”, the procedure for carrying out compensatory reforestation and the preparation for fire hazardous season in the forests.
“In accordance with Federal Law No. 212-FZ of July 19, 2018, lessees using forests for the purpose of carrying out geological study of subsoil, exploration and production of minerals, for the construction and operation of reservoirs, hydraulic structures, construction, reconstruction, operation of linear facilities, processing of wood and other forest resources are obliged to carry out work on reforestation or afforestation within the boundaries of the territory of the corresponding constituent entity of the Russian Federation on an area equal to the area of cut forest plantations, ‒ explained Rais Gumerov. ‒ This also applies to persons who have applied with a petition or application to change the designated purpose of a forest plot (on an area equal to the area of such a plot), including in connection with the transfer of forest lands to lands of other categories, with the exception of cases of transferring forest lands to lands of specially protected territories and objects”.
In 2020, compensatory reforestation was carried out in the republic on an area of 14.5 hectares, the deputy minister added.
Further, during the meeting, a bill was considered on amending Article 12 of the Land Code of the Republic of Tatarstan, as well as a number of federal bills in the field of agro-industrial complex.
