The Ministry of Forestry of the Republic of Tatarstan considered changes in forestry legislation on accounting for timber and transactions with it

Today, the Ministry of Forestry of the Republic of Tatarstan hosted an online seminar on the topic “Requirements of legislation on timber accounting and transactions with it. New work with Lesegais. Prospects for the development of the state system of control over the origin of timber in the Russian Federation”. The event was attended by the chief analyst of the Federal State Budgetary Institution “Roslesinforg”, the head of the “Rosleskhoz” project group for the implementation of the provisions of Federal Law No. 415-FZ dated December 28, 2013, Alexander Mariev, First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, heads of subordinate institutions of the Ministry, etc.

The seminar was organized in accordance with the work plan of the Interdepartmental Commission on the prevention and suppression of illegal harvesting, transportation, processing, sale and export of timber in the Republic of Tatarstan.

First Deputy Minister Ilgizar Zaripov opened the online seminar. “Now the forestry industry is on the verge of major reforms. One of the main areas of work is to improve the efficiency of forestry complex management and ensure full transparency of the industry, ‒ he stressed. ‒ We have gathered here to discuss these issues and inform about the upcoming changes in forestry legislation.”

The main report was made by the chief analyst of the Federal State Budgetary Institution “Roslesinforg” Alexander Mariev. He spoke about the main theses of the list of instructions of the President of the Russian Federation Vladimir Putin following the meeting on the development and decriminalization of the forestry complex, the implementation of the Federal Law of February 4, 2021 No. 3-FZ, the creation of a unified federal state information system of the forestry complex (FSIS LK), etc.

“The Government of the Russian Federation needs to ensure the operation of the modernized LesEGAIS from July 1, 2021, as well as the commissioning of the FSIS LK ‒ from January 1, 2023, ‒ said Alexander Mariev. ‒ In addition, this year in the Arkhangelsk and Irkutsk regions, an experiment is being carried out to transfer powers for federal state forest supervision to the federal level.”

“In part of the Federal Law No. 3-FZ dated February 4, it is important to note such moments as the need to indicate to LeEGAIS information about the price of the transaction, about the location of timber storage sites, timber processing infrastructure, about vehicles transporting timber, ‒ the speaker added. ‒ Also, this year, tenants are not entitled to transfer their rights and obligations under a lease agreement for a forest plot to other persons.”

Along with this, Alexander Mariev focused on the digital transformation of the forestry complex, the creation of an electronic state forest register and planned changes in forestry legislation.
