During the solemn ceremony, the Dean of the faculty of forestry and ecology of the Kazan State Agricultural University Lyudmila Pukhacheva gave the floor to the chief clerk of the Ministry Adel Galiullin and acknowledged that the cooperation between the faculty and the Ministry of Forestry continued this year in the field of staffing, as well as research and technology support.

A. Galiullin congratulated the graduates and acknowledged that the Ministry is interested that young, intelligent and qualified specialists come to work for the forestry establishments, since they will have all it takes to realize labor, creative and scientific potential. The Head of the sector for the state service and human resources, Adel Bayazitov, familiarized the graduates with vacancies at the forestry establishments of the Republic.

The church was rebuilt after deliberate burning in autumn 2013. A new temple is not a ringer of the old one, but they look alike. The project of the new church was coordinated with the Tatar metropole of the Russian Orthodox Church.

The temple was erected owing to the support of the government of the Republic, companies and population of the district, including 3 million rubles that were allocated on the order of the President of Tatarstan, while wooden blockhouses for the church were executed by the Ministry of Forestry of the Republic of Tatarstan.

Deputies of the Committee for Natural Resources, Environmental Management and Ecology of the State Duma of the Federal Assembly of the Russian Federation along with experts of the Aerial Forest Fire Center and representatives of science community will speak in the program devoted to forest fires, i.e. a talk-show “PRAV?DA!”. Creators of the program addressed the Minister of Forestry of the Republic of Tatarstan, Nail Magdeev, asking him to tell about efficient measures taken by the Government of the Republic and the Ministry of Forestry of the Republic of Tatarstan that helped to avoid forest fires on the territory of the Republic of Tatarstan for three years in a row.

 

The talk show “PRAV?DA!” (OTR) will air on July 9 at 7.30 pm.

Many people were on this day in auditoriums of the University. Rector, Evgeny Romanov, was meeting alumni of different classes, among which there were specialists of the forestry field of the Republic of Tatarstan.

 

The faculty of forestry and ecology of the Volga State University of Technology, the oldest at the University, is included into the list of the leading faculties of analogous specialty in Russia. In 2013 it will celebrate its 95th anniversary as of the beginning of training of specialists of the forest industry.

 

It is this faculty that became the foundation, whereupon the Higher Forest School was established and then it was transformed into one of the largest higher educational establishments of the Volga Region. Alumni familiarized with innovations of the University in the field of forestry, visited biotechnological laboratories, as well as a botanical garden created under the University.

The forecast is based on actual data of the hydrometeorological situation for June, the data on the long-term forecast of the temperature and the rainfall of the Hydrometeorology and Environmental Monitoring Agency for July 2014, as well as the results of the multivariate correlation analysis.  An increased possibility of the excess of the long-time average annual values of parameters of the fire situation is forecasted on the territory of the Volga Federal District.

In compliance with the plan of work of the Emergency Operations Center for the management of forest protection from fires, as well as the Plan of organizational events in the forest fund of the Republic of Tatarstan,   the events aimed at prevention of forest fires are held. Five fire chemical stations of the III type equipped with modern fire safety machines are on the watch 24/7 in Vysokaya Gora, Kaybitsy, Leninogorsk, Laishevo and Saby districts along with 18 fire chemical stations of the II type. Terrestrial and air patrolling is carried out, and 203 voluntary fire teams were organized consisting of 609 people who control forests on elaborated routes and in accordance with approved schedules.

No fires are registered at present on the territory of the Republic of Tatarstan.

It is necessary to choose one plant from five “green symbols”: spring adonis, common hazel, English oak, little-leaved linden and Scotch pine. The voting is held in the framework of the All-Russian patriotic campaign “Parkway of Russia”. One can “support” a plant that might become a symbol by online voting.

 

At present, little-leaved linden leads the pack, while English oak is rated the second by the Tatars, and Scotch pine is the third popular plant.

From June to September 2014, the Department of Forestry for the Volga Federal District is holding a series of meetings and “round tables” at every constituent entity of the Russian Federation with regard to implementation of the provisions of the Federal Law as of December 28, 2013 under No. 415-FZ “On making amendments to the Forest Code of the Russian Federation and the Code of the Russian Federation on administrative violations” with participation of the representatives of forestry and forest industry.

 

The first regional meeting was held in Kazan.  Participants of the meeting were greeted by the First Deputy Minister, Kharis Musin. Head of the Legal Department of the Federal Forestry Agency Ivan Sovetnikov, Deputy Director General of the Federal State Unitary Enterprise “Roslesinforg”, the Head of the Project group for implementation of the provisions of the Federal Law as of 28.12.2013 under No. 415-FZ Alexander Mariev, Head of the Forestry Department for the Volga Federal District Alexander Ornatsky, Chief Federal Inspector for the Republic of Tatarstan Renat Timerzyanov took part in the meeting and made reports.

 

A lot of addresses were received by the Federal Forestry Agency. To that extent, the meeting mainly aimed at explanation of the provisions of the Federal Law as of 28.03.2013 under No. 415-FZ to the representatives of timber procurers, processors and exporters that are associated with accounting, transportation, labeling and declaration of the timber-related deals, as well as formation of the unified practice of the use of the legislative provisions.

Journalists visited the places of dwelling of animals and growing of plants found in the Red Book of the Republic of Tatarstan together with the Head of the Nature Reserve, A.G. Fayzullin; moreover, they participated in the raids aimed at supervision over compliance with the applicable nature protection legislation and the regimen of special protection. The materials collected in the course of the business trip will be used in the course of the program “Habitat” of the television company TNV.

According to the press service of the President of the Republic of Tatarstan, the oil summit will be held for the 14th time and it is the fifth time it is held under the chairmanship of the President of the Republic of Tatarstan, Rustam Minnikhanov. Heads of authorities, oil producing companies and heads of administrations of oil producing districts participate in the event. The program of development of the fuel and energy complex of the Republic of Tatarstan for 2006-2020, the experience of implementation of new technologies during construction and laying of drill holes, the use of new technologies of enhancement of oil recovery etc. are among the topics to be discussed during the summit 2014.

 

All in all, 187 agreements on the lease of land plots in the area of 12,677.65 ha have been concluded between the Ministry of Forestry of the Republic of Tatarstan and “TATNEFT” OAO named after V.D. Shashin. Moreover, 186 projects of forest exploitation of 12,617.66 ha were elaborated with favorable opinion of the state expertise.

The concept of the draft law envisages replacement of the form of an exemplary agreement with a typical agreement on lease of forest land plots. Previously non-regulatory nature of the form and, as a consequence, optionality of its application didn’t provide for full implementation of the unified state policy with regard to the forest use.
