The Federal Forestry Agency recalls that from July 1, 2021, to January 1, 2023, forest declarations, reports on forest use, forest protection from fires, forest protection and forest reproduction and afforestation, forest protection from pollution and other negative impacts, acts forest pathological surveys are submitted exclusively in the form of an electronic document using the unified portal of state and municipal services (EPGU) and regional portals of state and municipal services (RPGU).
Following the Forest Code of the Russian Federation, services are provided by state authorities of the constituent entities of the Russian Federation exercising powers in the field of forest relations.
To generate reporting documents in electronic form, you must log in to the personal account of the forest user in the EPGU or RPGU.
For authorization in the personal account of the forest user, you need to register in the unified identification and authentication system (ESIA). To go to your account, you need to go to the EPGU or RPGU, select the required public service, then select the submit an application button, after which you will be asked to log in to your account for further filling out and submitting electronic documents.
We pay special attention to the need to sign the above documents with an enhanced qualified electronic signature.
The service in electronic form and the transition to the personal account of the forest user are available only for authorized users on the portal of state services and the Unified Information System.
For the convenience of forest users, the website of the Federal Forestry Agency contains the recommended forms of forest declarations, reports on the use, reproduction, protection, and protection of forests in the form of XML documents that can be used to obtain government services.
We also recall that from March 30, 2021, external users' access to the unified state automated information system for accounting for timber and transactions with it is carried out using the Unified Information System. Thus, both new and previously registered users will be able to log in to LesEGAIS. The updated way of access to LesEGAIS makes it easier for participants in forestry relations to register in the system. The innovations were introduced following the provisions of the Forest Code of the Russian Federation, established by the Federal Law of 04.02.2021 No. 3-FZ.
