Rosleskhoz discussed issues of work in LeEGAIS and registration of electronic accompanying documents

Today, the Federal Forestry Agency hosted a videoconference meeting on the issues of working in LesEGAIS and issuing electronic accompanying documents. It was led by the head of the Federal Forestry Agency Ivan Sovetnikov. The meeting was attended by representatives of forestry management bodies of the constituent entities of the Russian Federation, including from the Republic of Tatarstan - Deputy Minister of Forestry of the Republic of Tatarstan Rais Gumerov, heads of structural divisions of the Ministry, heads of forestry forestries, directors of forestry enterprises of the republic.

Opening the meeting, Ivan Sovetnikov recalled that following the Federal Law of 04.02.2021 No. 3-FZ “On Amendments to the Forest Code of the Russian Federation and certain legislative acts of the Russian Federation in terms of improving the legal regulation of forest relations”, from January 1, 2022, accompanying documents for the transportation of timber and lumber will be generated exclusively in electronic form using LesEGAIS.

“To implement the provisions of the law, a subsystem for ensuring traceability of timber LesEGAIS and a mobile application that can be downloaded from the App Store and Google Play platforms were developed as soon as possible,” he said. “Testing of the mobile application began on December 17, about 5 thousand people took part in it. Thanks to them, all the shortcomings and comments were corrected.”

The head of Rosleskhoz said that an electronic accompanying document would not be required in the case of transportation of timber harvested under contracts for the sale and purchase of forest plantations for the citizens' own needs and in the case of purchasing timber in the retail market or the organization of retail trade in the amount of up to 10 cubic meters.

Also during the meeting, Ivan Sovetnikov dwelled on issues related to the operation of the LesEGAIS mobile application, in particular, authorization in the application, processing of electronic accompanying documents in offline mode, checks of timber transportation, etc.
