The Federal Forestry Agency (Rosleskhoz), together with the technology partner AT Consulting, have completed the development and visualization of a pilot version of a forest user's personal account for the Federal State Forest Information System.
In the test version of the personal account, the functionality of filing forest declarations is implemented. Authorized users of FSIS LC will be able to upload data through their personal account and generate declarations, sign them and send them for consideration to the authorities authorized in the field of forest relations. Users will also be able to track the status of their application.
In addition, through a personal account, it will be possible to view forest maps, place documents confirming the right to use or ownership, enter information about forest plots in the state forest register and check them. The functionality of the personal account will be gradually expanded, including taking into account the results of the test operation of the FSIS LC in the pilot regions.
“The project to create FSIS LC has reached the stage where we can already see the first visualization of the results of the work. The other day, the developer presented the functionality of the forest user's personal account, and also demonstrated the procedure for submitting and agreeing on forest declarations in it. In the future, we plan to make changes and improve the personal account so that it is as convenient as possible for users,” said Natalya Veselova, Head of the Department for the Development of Information Systems and the State Forest Registry of Rosleskhoz.
FSIS LC is being created as part of the overall digitalization of Russian forestry, which involves a gradual transition from paper documents to digital data, as well as the rejection of duplicate and redundant information. The new system will consolidate all industry data and will become the basis for the implementation of public services and functions in the field of forestry. FSIS LC will allow receiving, processing, storing and visualizing on forest maps information about the state of the forest fund, including quantitative and qualitative characteristics of forests, as well as information about their use, protection, protection and reproduction.
“In modern conditions, the introduction of digital technologies in the field of forestry is necessary for the economic development of the country. At the same time, the use of the information system should be convenient and simple for both business and government bodies,” said Vyacheslav Spirenkov, Deputy Head of Rosleskhoz.
Recall that in July the first stage of the creation of the FSIS LC was completed, within which the specialists of the Federal Forestry Service and AT Consulting prepared detailed technical documentation. The second stage, including the design of software modules, is planned to be completed by December this year.
For reference: FSIS LC is developed in accordance with parts 2 and 7 of article 93.1 of the Forest Code in order to maintain the state forest registry, provide state structures and local governments, individuals and legal entities with reliable information necessary for carrying out activities in the field of use, protection, protection, reforestation, processing of wood and other forest resources, as well as to ensure the traceability of wood. Test operation of the system in three pilot regions - the Moscow Region, Perm and Krasnoyarsk Territories - will start in early 2023, full commissioning in all constituent entities of the Russian Federation is scheduled for January 1, 2025.
