Subject to the Federal Law No.455-FZ “On Amendments Being Made to the Forest Code of the Russian Federation in Terms of Better Regulation of Forest Protection against Pests” came into force on October 1, 2016, on the website of the Ministry of Forestry of the Republic of Tatarstan http://minleshoz.tatarstan.ru/rus/lesopatologicheskie-obsledovaniya.htm there is a section where the Reports of Forest Pathology Survey are posted on the basis of which the sanitary felling and other sanitary measures are scheduled. From these registers citizens may know the reasons for cutting trees in the forest area of interest and to compare the data in the report with their own observations. If there are the report inconsistencies with the actual situation, citizens may submit a request to the online reception of the Ministry of Forestry of the Republic of Tatarstan or to the Department of Forestry for the Volga Federal District. Many residents of our republic are conscious about the legality of sanitary felling, justification of the sanitary felling that is perfectly valid, and in forestry, as well as in any other industry, the errors and abuse of some officials occur.
Now, the Forest Pathology Survey Report will be published in a three-day period starting the date of making it on the site of the Ministry of Forestry of the Republic of Tatarstan. Within 20 days upon the Forest Pathology Survey Report publication date, the implementation of measures provided for by the Report to fight against pest foci, including sanitary felling, is strictly prohibited.
In addition, the above said federal law provides for the public participation in the monitoring of sanitary measures and their implementation.
