Since the beginning of this year more than 2.2 thousand forest fires on the area of about 170 thousand hectares have been eliminated in the forests of the forest fund by firefighting forces in Russia. The main causes of forest fires are the transition to the forest of dry grass fires and the careless handling of fire in the forest. A special fire prevention regime was introduced in 37 constituent entities of the Russian Federation: throughout the territory of the Belgorod, Voronezh, Ivanovo, Moscow, Orel, Tver, Nizhny Novgorod, Orenburg, Samara, Ulyanovsk, Kurgan, Tyumen, Chelyabinsk, Irkutsk, Kemerovo, Novosibirsk, Amur Regions, Altai, PrimorskyKrai, Republics of Mari El, Mordovia, Tatarstan, Buryatia, Tyva, Khakassia, in 11 municipal districts of the Kursk region, in 1 municipal district of the Kaliningrad region, in 5 municipal districts of the Novgorod region and in 4 municipal districts of the Rostov Region, in 2 municipal districts of the Saratov Region, in 13 municipal districts of the Sverdlovsk Region, in 27 municipal districts of the Transbaikal Territory, in 43 municipal districts of the Krasnoyarsk Territory, in 3 municipal districts of the Omsk Region, in 5 municipal districts of the Altai Republic , In 1 municipal district of the Magadan Region, in 14 municipal districts of the Khabarovsk Territory.
In the conditions of the regime of emergency situations and a special fire regime to use of fire in natural areas is strictly prohibited.
For the proactive response of regional forestry departments and forest fire services, authorities of various levels and agencies concerned, the Federal "Avialesookhrana" has developed a forecast of fire danger in the forests of Russia for May 2017.
The forecast is a unique product, because its development was carried out by the relationship between Roshydromet's data for May and the long-term data of "Avialesookhrana" on forest fire. It is important to note that, under equal weather conditions, fire hazard of different types of forests, such as pine forests and spruce forests, occurs at different rates, which was also taken into account in development of the forecast.
According to the forecast, during May 2017, an increased fire hazard in forests is projected on the territory of:
North-West FD - throughout the Kaliningrad and Pskov regions, in the western part of the Novgorod region;
Central Federal District - throughout the Bryansk region, in the northwestern part of the Kursk region, the northern part of the Orel region, the southeast of the Moscow region, the northern and central parts of the Ryazan region, the western part of the Smolensk region, the northern part of the Tula region, the western part of the Kaluga region;
Southern FD - in the southern parts of the Republic of Crimea and the Krasnodar Territory, throughout the Republic of Adygea and the Republic of Kalmykia, in the southern part of the Rostov region;
North-Caucasian FD - throughout the Stavropol Territory, Kabardino-Balkaria and Karachay-Cherkess Republics;
Privolzhsky FD - in the southern part of the Perm Territory, the northern part of the Republic of Bashkortostan, the south-eastern part of the Udmurt Republic;
Ural FD - in the eastern part of the Khanty-Mansiysk Autonomous district, in the southwestern part of the Sverdlovsk Region, in the central and western parts of the Kurgan Region, in the northern and eastern parts of the Chelyabinsk Region;
Siberian FD - in the northern part of the Tomsk region, in the southern part of the Altai Territory, in the southern part of the Krasnoyarsk Territory, in the northern and eastern parts of the Republic of Tuva, in the southern and central parts of the Irkutsk region, in the central, southwestern, northwestern and western parts of the Republic of Buryatia;
Far Eastern FD - in the central and southern parts of the Khabarovsk Territory, southern, central and western parts of PrimorskyKrai, the south-eastern part of the Jewish Autonomous Region, the southern part of the Sakhalin Region.
The projected high risk of forest fires does not mean that an emergency situation will arise in the region. The emergence of forest fire situation depends on the population's compliance with fire safety rules - 100% of spring fires are caused by human.
In summer thunderstorms are added to the human factor, for reasons of which about 15% of forest fires occur. Also important is the role of early detection of fires, for what fire-fighting services carry out ground and aviation monitoring, and also equip forests with video surveillance systems. Fire extinguishing is carried out both manually and with the use of ground and aviation fire-fighting equipment.
For today in Russia the quantity of forest firemen makes more than 30 thousand persons. More than 22,000 units of ground-based forest fire fightingequipment can be brought to extinguish. At least 300 aircraft are planned to be used to carry out aviation protection work. However the most effective way to prevent a forest fire is strict compliance with fire safety standards, both in forests and in adjacent areas to forests.
