Today, under the chairmanship of R.A. Kuzyurov, Minister of Forestry of the Republic of Tatarstan, a regular balance committee on the results of financial and economic activities of State Public Institution “Forest District” and State Budgetary Institution “Forestry Enterprise” took place. During the meeting, the results of work for 2017 and tasks for 2018 of subordinated institutions engaged in forestry activities in the territory of Kaibitskiy, Cheremshanskiy, Arskiy and Nizhnekamskiy municipal districts of the republic, were reviewed.

The next meeting of the balance committee will be held on March 7, 2018.

In Arskiy school forestry, an environmental campaign "Forest yield" on pine cones picking was held. It was aimed at attraction of pupils’ attention to the need of forests reproduction with the help of seeds. Children of 1-11 forms took part in the event. Totally 1,848 kg of cones were collected by the children. The leaders were: 1st form (307 kg.), 9th form (190 kg), 7th form (351 kg). "The pine cones are very fragrant and smell of fresh resin. Cold weather has a good effect on pine seeds. Cones are not opened, which means they are productive. Seed extraction is a slow process and requires a lot of manual work. At the same time, the yield is only about 1 percent. For example, from one ton of cones at the best 10 kilograms of seeds may be gained. In the spring, seeds from the collected cones will be planted in nurseries in order to plant a new wood in a few years," said Sh. Shigabiev, young forester of the school forestry.

Employees of the Ministry of Forestry of the Republic of Tatarstan took part in the first stage of the Spartakiad among the civil servants of the republic. Competitions on cross-country skiing were held at the premises of "Mayak" sports complex in Zelenodolsk town.

The team of the Ministry of Forestry was represented by: Niyaz Tazmeev, Head of the State Control and Supervision Department, Fanil Akhmadullin, Head of the Lease Relations Department, Yuliya Saifullina, Lead Consultant of the State Control and Supervision Department and Alsu Samigullina, Lead Consultant of the Forest Reproduction Department.

On March 2, in Ufa, under the chairmanship of Ivan Valentik, Head of the Federal Forestry Agency, a meeting of Federal Forestry Agency in Volga-Region Federal District was held, where efficiency of powers exercising delegated to regions in the field of forest relationsб was discussed.

R. A. Kuzyurov, Minister of Forestry of the Republic of Tatarstan, participated in the meeting. He made a report on the topic "Results of planning and implementation of forest protection measures". In his speech, he noted that, to date, in accordance with the current provisions of the Forestry Code of the Russian Federation, the Ministry was holding tenders for the right to conclude contracts for forest plantations purchase and sale to small and medium-sized businesses. The volume of timber put up for auctions is selected by small and medium-sized enterprises only by 30%, since it is mostly represented by an aspen farm. He also added that subordinated institutions – forestry enterprises may not participate in auctions, which leads to incomplete development of the estimated cutting area, and this problem must be solved at the legislative level. "The Ministry of Forestry of the Republic of Tatarstan considers it necessary to make amendments to the Forest Code regarding the provision of timber harvesting in mature and over-mature plantations by specialized institutions or to permit them to participate in open auctions" - said Ravil Kuzyurov.

The reports on aviation protection of forests from fires and preparation for the fire season of 2018, strategies of forest complex development, and also monitoring the use of forests were heard in the meeting.

Today, members of the balance committee under the leadership of R. A. Kuzyurov, Minister of Forestry of the Republic of Tatarstan, analyzed the work for the year 2017 of the State Public Institutions "Elabuzhskiy Forestry", "Prigorodnyi Forestry", "Zelenodolskiy Forestry", "Almetyevskiy Forestry" and State Budgetary Institutions "Elabuzhskiy Forestry Enterprise", "Prigorodniy Forestry Enterprise”, “Zelenodolskiy Forestry Enterprise” and “Almetyevskiy Forestry Enterprise”. The subordinate institutions were given recommendations, within a specified time they must resolve the above remarks.

The work fulfilled during 2017 and tasks for 2018 was reported today by the Heads of the State Public Institution "Alkeyevskiy Forestry", "Bolgarskiy Forestry", "Bilyarskiy Forestry", "Buinskiy Forestry", and State Budgetary Institution “Alkeevskiy Forestry Enterprise”, “Bolgarskiy Forestry Enterprise”, “Bilyarskiy Forestry Enterprise”, “Buinskiy Forestry Enterprise”. A meeting of the balance committee was held in the Ministry of Forestry of the Republic of Tatarstan with the participation of R.A. Kuzyurov, Minister, and Heads of structural units.

Having heard the reports, tasks on strengthening control over violations of forest legislation and drafting protocols were given to subordinate institutions. "Penalties for violating the rules of compliance with forest legislation should be strict for everyone. Please take this on special control”, the Minister stressed.

Recommendations for strengthening work in the area of planting material growing of such species as birch and oak were given.

Also, with the start of the fire season, they were asked to pay attention to the creation of mineralized strips in the forest fund of the republic, and in order to prevent agricultural waste, it is necessary to strictly ask the owners of the territories adjacent to the forest to perform such works.

A round table meeting on the topic "On the implementation of measures aimed at preserving and preventing pollution of the Volga River" was held at the Kazan City Hall with the participation of deputies of the State Duma of the Federal Assembly of the Russian Federation, representatives of the State Council of the Republic of Tatarstan, federal executive bodies. The Minister of Forestry of the Republic of Tatarstan R.A. Kuzurov also participated in the meeting.

During the meeting, a number of issues were discussed, in particular, on strengthening the coastal strips of the Volga River, which will contribute to the creation of a network of protective water protection forest plantations. At the same time, foresters consider it necessary to continue work on creating anti-erosion protective plantations within the framework of the current secor program "Development of forestry in the Republic of Tatarstan in the period from 2014-2020".

Within the framework of the round table meeting in the hall of the Kazan City Hall, the Ministry of Forestry of the Republic of Tatarstan organized an exhibition, attended by Vladimir Burmatov, Chairman of the State Duma Committee on Ecology and Environmental Protection, Sergei Yastrebov, Deputy Minister of Natural Resources and Environment of the Russian Federation, Alexey Pesoshin, Prime Minister of the Republic Tatarstan, Takhir Khadeev, Chairman of the Committee on Ecology, Nature Management, Agro-Industrial and Food Policy of the RT State Council and others. Guests of the exhibition were told about the Forest Selection and Seed Center of the Republic of Tatarstan, which annually grows 12 million pieces of planting stock of coniferous species.

Specialists of the Ministry of Forestry of the Republic of Tatarstan carried out an offsite visit with citizens in Zainskiy municipal district, during which appeals on violations of the current forest legislation were considered. All the facts are verified on site and confirmed. The materials are sent to law enforcement agencies for the initiation of criminal cases.

In addition, residents of the Karmalka village of Zainskiy municipal district received an appeal on the issue of state registration of real estate objects located in forest settlements built in the 60-70's. Citizens are explained that in the framework of the implementation of the 280-FZ "On Amendments to the Legislative Acts of the Russian Federation with a view to eliminating contradictions in the information of state registers" of July 29, 2017, it is possible to exclude these forest settlements from the forest fund lands, which in future will allow to register real estate objects of the inhabitants of the given territory.

The work on conducting personal receptions of citizens will be continued in other municipal districts.

The meeting was held in Sabinskiy municipal district. Alexandr Shadrikov, Minister of Ecology and Natural Resources of the Republic of Tatarstan, Takhir Khadeyev, the Chairman of the State Council of the Republic of Tatarstan, the Chairman of the Committee on Ecology, Nature Management, Agro-Industrial and Food Policy, Rais Minnikhanov, Head of the Sabinskiy municipal district and others also participated in the meeting.

In Leskhoz village the State Duma Deputy got acquainted with the selection and seed center.

Vladimir Burmatov arrived in Tatarstan with a working visit, during which on February 26 he will take part in the round table "On the implementation of measures aimed at preserving and preventing pollution of the Volga River".

On February 24, the meeting of the balance committee took place in the Ministry of Forestry of the Republic of Tatarstan under the chairmanship of R. A. Kuzyurov. As a result of the meeting, the members of the balance committee made recommendations: to strengthen the work on forest control and supervision, to increase the sample of the estimated cutting area, to strengthen interaction with small and medium-sized enterprises, and to intensify in the part of work on growing planting material of bedrock and in the field of forest seed production.

"It should be paid special attention to the performance discipline, as well as to compliance with the budget regulations," the Minister said, closing the meeting, adding that he would personally visit every subordinate institution of the Ministry in the spring and summer period.
