Government executive bodies of the Republic of Tatarstan with the support of Presidential Anti-corruption Department of the Russian Federation were the hosts of the conference.

Representatives of scientific institutions considered topical issues related to development of anti-corruption standards in the Russian Federation, as well as their practical implementation in state authorities, local self-governing authorities, state corporations and other institutions.

An Environmental raid on cleanup of special protected natural areas along the Sviyaga River banks was organized by the experts of “Zeya builary” reserve within the framework of the Year of Ecology and Resources Conservancy. Inhabitants of Buinskiy district took part in the event. Totally the raiders disposed 15 cubic meters of garbage. Activities on cleaning of the reserve territory will be continued.

The Ministry ran environmental and educational campaign “First flowerings-2017” during the period from April 17 to May 22, 2017 aimed at prevention of gathering and realization of wild-growing ornamental early flowering plant species, including those entered in the Red Book of the Republic of Tatarstan. Experts of state natural reserves and state public institutions of the Republic of Tatarstan – forestry departments in municipal districts of the Republic of Tatarstan gave topical lessons, workshops and lectures in 66 educational and social institutions including 45 general education and specialized schools, 16 kindergartens, 3 district libraries, 2 district community centers and students activity centers. Totally 3.2 thousand people participated in the events.

All-Russian Scientific and Practical Conference “Scientific achievements and discoveries in the system of professional education: methodological and organizational aspects” was held in the premises of Chistopolskiy multispecialty college. Galeyeva Yuliya Viktorovna – a lecturer of the college – was awarded with a Diploma for the first place in the subpanel “Topical issues of students certification basing on implementation of demonstration examinations in consideration of WorldSkills standards”. Along with, a contest of research works “Formula of professional success” took place within the framework of the conference. Magrupov Salavat, a student of 31 LX group took first place for his work “Efficiency and economic benefit of application of electronic spreadsheets for creation of stumpage appraisal sheets” (Research Manager – Yu.V.Galeyeva). Shcherbakova Svetlana – a student of 33 SP group – took second place with her work “Effect of antibiotics on lawn grass seed germinating ability and sprouting” (Research Manager – Yu.V.Galeyeva). We congratulate the winners!

A charitable football match between the picked team of the Ministry of Forestry of the Republic of Tatarstan and Administration of Rosreestr (Federal Service for State Registration, Cadastre and Cartography) and The Cadastral Chamber in the Republic of Tatarstan took place in a multipurpose sports complex “Tulpar”. The sports event was devoted to the Children’s Day. All money collected from ticket sales will be used in purchasing of necessities and gifts for children from orphan homes on the occasion of the Children’s Day.

The pupils of “Young environmental activists” school forestry of Agryz town scavenged “In harmony with nature” ecological path within the framework of environmental campaign “Clean Forests of Tatarstan”. They collected 532 kg of garbage.

In United Day of Forestland cleaning together with staff members of “Agryz Forestry” the pupils of lower grades of school No 4 of Agryz town joined the campaign. On the occasion of the academic year end the pupils went on a field trip to “Oreshnik” recreation site for assisting nature, to clear out the territory from plastic bottles, plastic bags, wrappings etc.

“Such environmental events are essential” – say the specialists of “Agryz Forestry” – “in such a manner we are bringing up our younger generation. Making our nature cleaner we are making ourselves healthier”.

Last Saturday a United Day of Forestland Cleaning was held within the framework of environmental campaign “Clean Forests of Tatarstan”. Employees of various ministries and authorities, lecturers and students, school children, media representatives took part in the forest areas cleaning event. In the vicinity of Kazan city the campaign was run in two areas: Derbyshki township and Borovoye Matyushino. 120 m3 of household wastes, dead-tree and wind-thrown trees were gathered and scavenged by the campaigners.

It should be noted that spring stage of the “Clean forests of Tatarstan” campaign started on April 25, 2017. During this period 350 hectares of forest reserves of Tatarstan became cleaner, 2750 m3 of garbage were collected and scavenged. Besides, 92 information boards, banner headlines, pavilions for leisure, located in the forest area and along auto roads were repaired. 488 forest area leaseholders, 133 enterprises and 15 gardeners’ partnerships were active participants of the campaign.

The spring stage of traditional environmental campaign “Clean forests of Tatarstan” will continue till June 25.

May 27, 2017 – is a United Day of Forestland Cleaning – within a framework of republican environmental campaign “Clean forests of Tatarstan”. We invite media representatives to take part in covering of this issue.

State civil employees, employees of the Executive Office of the President of the Republic of  Tatarstan, Cabinet of Ministers of  RT, deputies of State Council of RT, Public Prosecution of RT, officers of ministries, authorities, judicial bodies, lecturers, students of educational institutions and public representatives will take part in the campaign.

A traditional campaign “Clean forests of Tatarstan” is one of the high-profile and outstanding events, held by the initiative of the Ministry of Forestry of the Republic of  Tatarstan, in two stages – in spring and autumn, becoming more and more popular among the population. The aim of environmental event – is to create favorable sanitary and environmental conditions in forests of Tatarstan.

Sanitary conditions of forests in the republic are determined by a complex of natural and anthropogenous factors. Such natural phenomena as drought conditions, frosts, hurricanes affect negatively forests condition. In recent years the great affect to sanitary conditions of forests are made by increasing of recreational impact, resulting in pollution of forests with household wastes.

This campaign promotes sustainable social and economic development of the republic and enforcement of citizens constitutional rights to a healthy environment.

On May 12, 2017 amendments to the list of timber types, determining in accordance with All-Russian Products Classifier by Types of Economic Activity, which are effected by requirements of the Russian Federation Forest Code on timber transportation and record of transactions with it, was approved by the Russian Federation Government Decree No 911-r. The Russian Federation Government Decree No 911-r of May 12, 2017 shall come into force on July 1, 2017.

Nowadays state regulation of timber turnover has a shortage in terms of non-coverage of production types which are regulated by forest legislation resulting in unscrupulous timber loggers’ use of timber receiving and primary processing points located in immediate neighborhood of illegal logging areas for legalization of illegal timber by primary processing. As a result, uncontrollable products of primary processing – timber materials which are not regulated by the forest legislation and may be freely transported, sold and tax-free exported, are appearing in the timber market.

The Russian Federation Government Decree No 911-r is aimed at solving of this problem – products of primary timber logging have been entered in the sphere of regulation of the forest legislation, ten new types of timber in the form of tree-length material of hardwoods have been added to the regulations of the forest legislation on timber recording and transactions with it– in such a way the gap in branch part of OKPD2 classifier has been closed up.

The most important thing that 24 types of timber i.e. 24 items of commodity classification – timber materials now shall fall within the scope of forest legislation on recording of transactions with it. It means that for these 24 types of timber materials one must draw supporting documents and all transactions with such products must be registered with LesEGAIS. This is absolutely new requirement; it shall expand the scope of forest legislation and shall come into force on July 1, 2017.

Such items as timber materials of softwood, pine, fir-tree, larch, cedar, silver fir, other softwood, timber materials of hardwood, oak, beech, ash-tree, birch, aspen, poplar, alder, linden and other hardwood were entered into the list. Besides, unimpregnated sleepers – for railways of broad and narrow gage lines, for underground railway, as well as unimpregnated joists and planks for railway switch were entered into the list as certain types.

It is a little over a month till the new requirements are coming into force and all entrepreneurs and branch associations have an important task to inform employees, entrepreneurs and enterprises so that they get acquainted how to fill documents, how to enter data into LesEGAIS, considering that for data entering into LesEGAIS it is required to register individually in the system and possess enhanced encrypted digital signature for transactions confirmation.

Whose who has already been concerned with LesEGAIS, for example, employees of sawmills, who has been purchasing raw materials in the market, will

have no problems with it – but if earlier they have only purchased timber for sawing, from now they will register processing products as well. Timber materials intermediaries will have to become familiar with the requirements of legislation.

At the same time as new regulations come into force, new norms of amenability for violation and non-fulfillment of new requirements are also come into force. Anyone who fails to enter transactions with timber into LeEGAIS or to draw supporting documents by transportation of timber shall be subject to administrative forfeiture.

Thus, the failure to submit or delayed submission of the declaration on transactions with timber, as well as providing knowingly false information in the declaration on transactions with timber shall be punishable by administrative fine for officials in the amount of from five thousand to twenty thousand rubles; for persons engaged in entrepreneurial activities without establishment of a legal entity - from seven thousand to twenty-five thousand rubles; for legal entities - from one hundred thousand to two hundred thousand rubles.

Failure to submit or delayed submission of in information into LesEGAIS by officials of competent public authorities, local self-government bodies, as well as providing knowingly false information, shall be punishable by an administrative fine in the amount of from five thousand to twenty thousand rubles.

For violation of the timber recording procedure the officials shall be punishable by administrative fine in the amount of from twenty-five to thirty thousand rubles; legal entities – from two hundred thousand to four hundred thousand rubles.

Violation of the requirements of the forest legislation in terms of mandatory marking of timber shall be punishable by an administrative fine in the amount of thirty thousand to forty thousand rubles with or without confiscation of wood for officials; and for legal entities – in the amount of from three hundred thousand to five hundred thousand rubles with or without the confiscation of wood.

Transportation of timber without the supporting document executed in accordance with the procedure established by the forest legislation shall be punishable by an administrative fine for officials in the amount from thirty thousand to fifty thousand rubles with confiscation of timber and (or) means of transport, serving as a tool of an administrative offense, or without it; for legal entities - from five hundred thousand to seven hundred thousand rubles with confiscation of timber and (or) means of transport, serving as a tool of an administrative offense, or without it.

Data on 526 thousand transactions on purchase and sale of timber have already been entered into LesEGAIS. Only in the year of 2017 data on more than 124 thousand transactions have been entered and more than 800 declarations on transactions with timber are being registered on a daily basis.

The system keeps more than 4 million of title documents and reports, including - 150 thousand lease agreements, 2.3 million contracts of sale, 273 thousand forest declarations, 1.6 million reports on the use of forests, 34 thousand state contracts. In 2017 data on 300.2 thousand marked pieces of oak, beech and ash-trees was entered into LesEGAIS for export from the Russian Federation.

As of May 12, 2017 more than 40.3 thousand accounting records for legal entities and individual entrepreneurs, 8.3 thousand accounting records for the subjects of the Russian Federation and forest divisions, 2 thousand accounting reports for employees of the Federal Customs Service of the Russian Federation, 1.36 thousand accounting records for employees of the Ministry of Internal Affairs of the Russian Federation, 914 accounting reports for employees of the Federal Tax Service of the Russian Federation, 231 accounting records for employees of the Federal Agency for State Property Management of the Russian Federation, 127 accounting records for employees of the Federal Bailiff Service of the Russian Federation, 114 accounting records for the employees of the Office of the Procurator General of the Russian Federation , 67 accounting records for municipal entities and 32 accounting records for employees of the Federal Service for Supervision in the Sphere of Natural Resource Use of the Russian Federation were entered into LesEGAIS.

In 2017, 3.6 thousand administrative cases were initiated related to illegal timber turnover: 3.4 thousand of them by forest management bodies. Fines in the amount of 27 831 thousand rubles were imposed by administrative infringement protocols drawn up by the officials of the Federal Agency for Forestry and the Department of Forestry in the federal districts.

Kozyrev Stanislav and Selyunina Ulyana – the first year students of Lubyany Forest Engineering College specializing in “Park and Garden Landscaping and Landscape Engineering” got a victory and became bronze medalists of Final World Skills of Russia V competition in nomination “Landscape Design”. The path for success was rather complicated. Stanislav and Ulyana passed several stages of competition. They took the lead in World Skills Russia regional competition, held in February, then in the preliminary round in the Moscow Region. The result was that they entered top five of Russia and took third place among the teams of Moscow, Khabarovsk, Tyumen, Kaliningrad and Krasnodar, thereby adding another medal to the Republic of Tatarstan collection. The team of the Republic of Tatarstan took second place in team medal standing insignificantly yielding to Moscow. In speaking of victory and achievements it should not be left unmentioned the work of team trainers: Serazetdinov Nail Mukhametvakifovich – a Deputy Director of Housekeeping Unit of Lubyany Forest Engineering College and Serazetdinova Natalya Mikhailovna – a lecturer of specialized disciplines “Park and Garden Landscaping and Landscape Engineering”.
