From 1 to 3 February the regional stage of WorldSkills-2017 was held.
At the premises of Kazan Construction College in workshops and educational buildings the sites of construction unit have been put in place. Totally, 15 focus areas have been represented. The team of Lubyansky Forest Engineering College participated in Landscape Gardening competence. The working time was 15 hours; the project area was of 3.5 m to 4 m. The students had to lay a flower bed of brick masonry, retaining wall of natural stone, playground of paving blocks, stepping stone path and to plant tree, and ornamental plants.
Following the hard work, the students of Lubyansky Forest Engineering College showed the best result of training, gaining the highest score. The first-year students Stanislav Kozyrev and Uliana Selyunina took the 1st place, and the 4th year students Alexander Blokhin and Angelina Tolmachyova took the 2nd place.
Now they have to go through the next stage of the competition – an elimination round – to participate in the National Blue-Collar Occupations Championship WorldSkills-2017 which will be held in May.
The winner team was trained by the Deputy Director for Housekeeping Department Nail Serazetdinov and the Deputy Director for Studies and Educational Work, a teacher of specialty disciplines in the specialty “Landscape Gardening”, Natalia Serazetdinova.

The delegation of the State Committee on Forestry of the Republic of Tyva headed by the chairman Albert Baraan has visited the Republic of Tatarstan in order to familiarize with forest management and exchange of experience. Today, in the Ministry of Forestry there was a meeting with the Minister of Forestry of the Republic of Tatarstan Almas Nazirov. During the communication, the department head made aware the Tuvan colleagues of the activities of the forestry of the republic and spoke about the prospects of the industry. In turn, the representatives of the Tyva Republic told about their forest resources. The total forest area of the Republic of Tyva is 11 million hectares, of which 70% are reserve forests. Mainly, in Tuvan forests the conifers (pine, larch, and Siberian cedar) are dominated.
During the event the perspective areas of cooperation between parties and opportunities for further cooperation have been discussed.
Today, the delegation is looking to visit the Forest Breeding and Seed Center of the Republic of Tatarstan where the guests will get acquainted with the experience of growing of the ball-rooted planting stock; Type III fire-chemical station “Saba” with shops of wood processing plant.
For the purpose of cultivation of humane attitude to nature in the Agryzsky District the campaign “Feed the birds in winter” was declared. In schools and daycare centers the experts of Agryzskoye Forestry gave lessons. As part of the campaign, a competition for the original birdfeeder making was held where schoolchildren actively participated together with their parents. The contestants showed all their skills and imagination. The members of the jury faced a serious task to select the best participants. The criteria for the competition were the practical use of feeders, originality, quality of design, and aesthetics.
At the end of the event, more than 200 children were awarded diplomas and letters of gratitude of Agryzskoye Forestry, and the winners in nominations “The Miraculous dining room” and “Practical creation” got valuable prizes.
The birdfeeders were hung in the school yards, daycare centers and recreational parks. The little ones watch the joy bird crowding near the “dinner table” with pleasure!

On February 1, 2017 the experts of Dolgaya Polyana Nature Sanctuary gave an environmental lesson on “Specially Protected Natural Reservations of the Republic of Tatarstan” to the pupils of the 8 - 9 grades of Tetyushi Secondary School No.1 named after Khanzhin P.S.
During the lesson, the State Environmental Protection Inspectors of Tatarstan introduced children to some sanctuaries and monuments of nature of the Republic of Tatarstan, their biological diversity, the unique of natural landscapes, flora and fauna, especially rare and endangered inhabitants of our republic.
The aim of the lesson was the promotion of environmental awareness, conservation of natural objects and cultivation of interest in the natural heritage.
On February 2 an extended meeting of the final board of the Ministry of Forestry of the Republic of Tataratsan with the participation of the Prime Minister of the Republic of Tatarstan I.Sh. Khalikov will be held.
On January 21, 2017 in the Federal Forestry Agency a meeting on the theme “On improvement of USAIS for recording of wood and transactions therewith in 2016 and priorities for 2017”chaired by the Minister of Natural Resources and Ecology of the Russian Federation Sergey Donskoy was held.
The Deputy Minister of Natural Resources and Ecology of the Russian Federation – the Head of the Federal Forestry Agency Ivan Valentik, Director of the Department of the Forest Resources State Policy and Regulation Andrey Gribennikov, the Advisor to the Minister of Natural Resources and Ecology of the Russian Federation Alexander Letin, the Deputies Head of Federal Forestry Agency Mikhail Klinov and Vladimir Shishov, the Head of the Administrative Department and Legal Support Ivan Petukhov, the Head of Department for USAIS wood recording and transactions therewith data analysis of the Office for Information systems Alexey Bobretsov, the Deputy Director of Roslesinforg Alexey Isaev, the Chief Analyst of the Administration of Roslesinforg Alexander Mariev took part in the meeting.
The report “On improvement of USAIS for recording of wood and transactions therewith in 2016 and priorities for 2017” was presented by the Deputy Director of Roslesinforg Alexey Isaev.
“We consider the future of wood transactions recording together with the growth of technological progress in the industry. It involves the development of a system of valuable wood species labeling and extending the list of types of wood covered by the industry-specific laws in the close integration with USAIS development,” said the Deputy Minister of Natural Resources and Ecology of the Russian Federation – the Head of the Federal Forestry Agency Ivan Valentik.
The Deputy Director of Roslesinforg Alexey Isaev has demonstrated the functionality of USAIS for wood and transactions therewith recording improved in 2016.
In 2016, under Article 8.28.1 of the Russian Code of Administrative Offences for failure to submit or late submission of the declaration on wood transactions, as well as for knowingly fraudulent statement in the declaration on wood transactions 3707 administrative cases have been filed. Under the administrative cases fines in the amount of 18.1 million rubles have been imposed.
In USAIS for recording of wood and transactions therewith includes information on 537 thousand transactions concerning purchase and sale of wood. Every day more than a thousand declarations on wood transactions is recorded in the USAIS.
As of the beginning of 2017, 35,700 record entries for legal entities and individual entrepreneurs, 7,600 record entries for the Russian Federation constituents and forestries, 1,800 record entries for the employees of the Federal Customs Service, over a thousand record entries for the Russian Interior Ministry, and more than 760 record entries for the Federal Tax Service have been filed.
The system contains more than 3.5 million of legal documents – 145 thousand of lease contracts, 2.1 million of purchase contracts, 240 thousand forest declarations, more than 1 million reports on the use of forests.
To export from the Russian Federation the information about the breed, assortment and volume of 760,500 individually marked logs of oak, beech and ash is entered into the USAIS for wood and transactions therewith recording.
In 2016 the tools to ensure the reliability of the data entered and identification of users are introduced into the USAIS; works to integrate information systems of state authorities of the Russian Federation constituents, entrepreneurs, Federal Customs Service of Russia and the Russian Interior Ministry are performed. The function to trace timber supply chains allowing tracing the sources of wood (harvesting, purchase) and signs of delinquency has been implemented. Also, a test version of analytics module was introduced.
Following the meeting, it was decided to further develop the analytical capacity of USAIS, to create module of geoanalytics, to trace risk transactions and other instruments to detect violations and improve search modules. It is required to continue work to formalize the rules on entry in the USAIS for recording of wood and transactions therewith 24 types of products of primary timber sawing. The interdepartmental integration remains a priority for 2017 as well.
“The Unified State Automated Information System for recording wood and transactions therewith is a powerful tool that combines a variety of data about the title documents for timber harvesting and timber transactions, about all contractors involved in the process. USAIS for wood recording of Rosleskhoz is very interesting and useful for subcontractors to perform their tasks, especially the Russian Interior Ministry, Federal Customs Service of Russia, Federal Tax Service of Russia, Federal Bailiff Service of Russia,” said the Minister of Natural Resources and Ecology of the Russian Federation Sergey Donskoy.

During the lesson, the sanctuary experts told the children about the flora and fauna of the Republic of Tatarstan. The aim of the lesson was the cultivation in the younger generation of the respect to the natural heritage, and the formation of the environmental culture and active life position in relation to environmental issues. As part of the environmental lesson the winners of the “March of Parks 2016” campaign were awarded diplomas and prizes of the Ministry of Forestry of the Republic of Tatarstan.
On January 23 a meeting of the workers of Zeya Buylary Nature Sanctuary with the participation of the First Deputy Minister of Forestry of the Republic of Tatarstan E.N.Bedertdinov was held. During the event, the sanctuary experts summed up the work done in 2016 and outlined the plans for 2017.
In Kungerskaya and Kubyanskaya Secondary Schools of the Atninsky District the experts of Ashit Nature Sanctuary gave the open lessons devoted to the Year of Specially Protected Natural Reservations. During the lessons the pupils of 5-7 grades familiarized with basic documents in the field of development and management of specially protected natural reservations of the republic. The experts of the sanctuary told the children about the animals and plants listed in the Red Book. The aim of the lesson was the deepening of environmental knowledge, drawing of attention of the younger generation to the nature protection issues, the importance of the natural objects conservation. As part of the environmental lesson the winners of the “March of Parks 2016” campaign were awarded diplomas and prizes of the Ministry of Forestry of the Republic of Tatarstan.
January 19, 2017 marks 150 years since the birth of the great Russian forester Georgy Fyodorovich Morozov, who created a unified and one-piece doctrine of forest as a biogeocenotic, geographical and historical phenomenon showed the complicated relationship of living and inert components of the forest, forming a single natural complex. Georgy Morozov has proved that various forms of forest can only be understood in connection with the natural environment – climate, soil and wildlife.
Georgy F. Morozov is the author of the classic and repeatedly reprinted work “The Doctrine of Forest” where the issues of the forest species biology, biology and types of forest plantations are set forth. His works had a great influence on the development of biogeocenology, forest science and the formation of the doctrine of natural habitats of animals.
In 1899 Georgy Morozov published in the Pochvovedenie (Soil Science) magazine the article “Soil Science and Forestry” which is critical of the then state of the forestry assessing it as a “a patchwork of rules of thumb, only here and there pierced by the scientific element”. In this work he made a number of important provisions that he developed in his future activities, the development of which gave important scientific and practical results.
In 1901, on a competitive basis Morozov was elected as a professor of the St. Petersburg Forestry Institute, where until 1917 he headed the department of general forestry. At the department he established the library and Forestry Museum.
Georgy F. Morozov was one of the most respected professors of the Forestry Institute. “For his responsiveness, availability, sensitivity to the needs of young people, faith in power of knowledge, for its forward thinking and the pursuance of truth Georgy Fyodorovich surprisingly attracted the hearts of young people, which are always surrounded and loved him,” recalled his teacher, the Academician V.N. Sukachev. He encouraged students to participate in scientific activities. In 1912, one issue of Lesnoy Zhurnal, edited by Morozov, was dedicated to the research work of students.
In 1912, faithful to his “Creed”, Georgy Morozov published the “Doctrine of Forest. Issue 1” where he presents a deep analysis of relationships between individual organisms of forest and their environment, provides a definition of forest as “a combination of woody plants where there is not only their mutual influence on each other, but also to the occupied land and atmosphere”.
Silvicultural aphorisms from the Morozov’s “Doctrine of Forest" such as “forest is the geographical phenomenon”, “logging is a synonym for renewal”, “forest is a social phenomenon”, “the nature of the forest is made up of nature of species, nature of their combination and nature of habitat conditions” must finally become a guide for foresters to action because “forest is a historical phenomenon, and it is influenced by the nature and extent of previous and subsequent human economic activity”.
“Georgy Fyodorovich Morozov fully, utterly and perfectly answered the life by force, beauty and conscience of his talent,” said the closest student V.V. Matreninsky about his teacher.
G.F. Morozov is an author of over 400 scientific papers. Of the various Morozov’s articles, books and brochures Matreninsky gathered the posthumous publication of the “Doctrine of Forest” (1924) that has gained the widespread appreciation in our country and abroad, and V.V. Matreninsky – recognition and gratitude from the foresters. Time and practice have confirmed the correctness of Morozov’s “silvicultural principles”. His papers went through multiple printings in our country, Germany and the United States. The outstanding research forester ranges with such luminaries of the Russian biological science as K.A. Timiryazev, V.V. Dokuchaev, and V.I. Vernadsky.
In 1968, the Academy of Agricultural Sciences established the Morozov Gold Medal “For outstanding works in the field of forestry and protective afforestation”, the forestry technical school – the former lower school of Khrenovskoye Forestry where Georgy Morozov began his career – bear the name of Morozov. Here, in commemoration of the 130th anniversary of the birth of Georgy Morozov the monument, created by tradition on foresters’ funds, has been erected.
