November 12 is the Tit’s Day. On this day, residents of different localities of the country prepare for the meeting of “winter visitors” – the birds that hibernate in our area: tits, goldfinches, bullfinches, jays, redpolls, and waxwings. People prepare feeding for them, including the “Tit’s sweets”: unsalted bacon, unroasted pumpkin seeds, sunflower seeds; they make and hang the bird feeders.
In the folk calendar November 12 is the Day of Remembrance of the Orthodox Saint Zinovy Sinichnik. According to folk saying, it is at this time tits, anticipating the cold coming soon, flew out of the forest closer to human habitation and waited for people’s help. Our ancestors noticed that if the flocks of birds appeared near the house, it meant that frost is coming soon. Also, on this day our sharp-eyed forefathers predicted weather according to special signs, if tit whistles, it is to clear day, if tit peeps, it is to a night frost, if a lot of tits are gathering on bird feeders, it is to a blizzard and snowfall. The name “tit” comes not from the blue plumage of the birds, as many may think. That name they got for sonorous songs, reminiscent of a bell chime.
The workers of Devyaterninskoye Forestry held a campaign “Meet the birds in winter” in the daycare center of Devyaternya Village. They told about the benefits of the birds and together with kids hung bird feeders made by kids’ parents. The workers of Krasnoborskoye District Forestry also held a campaign with the kids from the orphanage.
When cold weather is coming, various misfortunes such as windfall, snow crush, and frost clefts afflict the plants. Trees also suffer from the ice layer which is formed on the branches and trunks of trees, when the air temperature in the crown area is between 0 - 3 degrees. The supercooled rain drops fall on the branches and eventually freeze on them turning into a bare ice. The glazed frost is formed.
In case of glazed frost the ice layer can reach 3 to 5 cm turning branches into the icicles. This phenomenon often happens in the woods when the growing mass of ice makes a tree to go down. Depending on the shape and sizes of crowns, thickness, trees respond to glazed frost differently. The crooked trunks may form. Willow trees usually have many trunks, their crowns are thick and wide, and glacier covering often leads to tree breakage. Pine, especially a young pine, often perishes from glazed frost. Spruce rarely inclines when snow and ice sticks, as the branches are usually directed downwards, and the water flows quickly without accumulating on the crown. Among hardwood the straight-stemmed aspen where snow and ice accumulates insufficiently is least damaged. The shrubs endure the glazed frost best of all.
According to Weather Control and Environmental Monitoring Service of the Republic of Tatarstan, during the day November 11 and at night and in the morning November 12, 2016 on the territory of the Republic of Tatarstan and in Kazan heavy glaze is expected. Given the forecasted meteorological conditions, the Regional Dispatch Control Station at the Ministry of Forestry of the Republic of Tatarstan works intensively 24 hours a day.
In December 2016 in Moscow the XII All-Russian Congress “Linear facilities: legal regulation 2016, Winter” will be held. During the event, on December 9, at Hotel Baltschug Kempinski Moscow the All-Russian Conference “Use of forest reserve lands for the location of linear facilities: revolutionary changes in the forest legislation” will be held.
The discussion area will include the following issues:
- Revolutionary changes in the forest legislation in 2016 with regard to the use of forest areas.
- Better regulation of forest relations (from March 01, 2017) with regard to the “green shields”, in terms of permit to the construction in a variety of woods. Legal regulation of use of forest land for linear facilities construction, reconstruction and operation.
- Wood felling carried out upon other activities than logging. Sale of wood and territory cleaning after cutting.
- Administrative and criminal liability for violation of forest legislation. New practice of the courts.
- New practice with regard to the state cadastral registration of forest areas as part of forest reserve lands and registration of rights. Intersection of areas, elevation pattern and temporality.

On November 10, 2016 the second stage of the competition for the inclusion into the candidate pool for the position of Civil Service of the Republic of Tatarstan was held at the Ministry of Forestry of the Republic of Tatarstan. All candidates who submitted documents in time and in accordance with the established rules have been admitted to the competition.
The lecture concerning the assessment of the public servants performance was given by the specialists of GMC Consulting Company in the Ministry of Forestry of Tatarstan. They noted that all civil service employees will be included in the system by the end of the year. This program allows evaluating the work of the employee, to identify a number of bottlenecks in the work and to develop measures for its improvement.
Emir Bedertdinov is appointed to the position of the First Deputy Minister of Forestry of the Republic of Tatarstan by the Decree of the Cabinet of Ministers of the Republic of Tatarstan.
Emir Bedertdinov was born on October 5, 1969 in Tatarskiye Timyashi Village, Batyrevsky District, Chuvash ASSR. He graduated from Mari Polytechnic Institute named after M.Gorky with a specialization in Forest Engineering, Production Engineer. He was granted a degree – Candidate of Engineering Sciences. The professional life of Emir Bedertdinov began in 1994; he went all the way of career progress from forest supervisor to head of forestry. He has the state awards: “Honored Forester of the Republic of Mari El”, Certificate of Merit of the Federal Forestry Agency, and Honorary Diploma of the Government of the Republic of Mari El.
On November 7, 2016 he assumed the position of the First Deputy Minister of Forestry of the Republic of Tatarstan.
Forestry Office of the Russian Ministry of Defence and the Ministry of Forestry of the Republic of Tatarstan has signed an agreement for using the specialized automated information system “Oboronles”. This program will be functioning in 2017. Oboronles will allow quickly identifying thermo points on the territory of the Republic of Tatarstan, and respectively, the time for arrival of forces and means to fire places will be reduced. In turn, this will lead to a reduction in the area of wildfires in the forests.
On November 11 at the premises of Arsky Forest Establishment a meeting concerning the arrangement of timber harvesting by forest working teams, high productive logging systems and labor protection works will be held. During the seminar, the results of financial and operating activities of subordinated institutions for 9 months of 2016 will be summarized.
The employees of the Ministry of Forestry of the Republic of Tatarstan took an active part in the event dedicated to the Day of National Unity. The mass meting and concert was held at Kremlyovskaya Embankment, near the square garden of the Palace of Farmers. The Day of National Unity was established by the Federal Law “On Amendments Being Made to the Article 1 of the Federal Law “On the Days of Military Glory (Victory Days) of Russia” signed in December 2004 by the Russian President Vladimir Putin. For the first time a new national holiday was celebrated in Russia on November 4, 2005. The day of National Unity was established to commemorate the events of 1612, when the people's militia led by Kuzma Minin and Dmitry Pozharsky released Moscow from Polish invaders.
