Almas Nazirov spoke at the meeting of the International Scientific and Practical Conference “The Earth Charter is a practical tool for solving the fundamental problems of sustainable development” dedicated to the 15th anniversary of the Earth Charter principles implementation.

In his speech “On Measures to Implement the Earth Charter Principles Taken by the Ministry of Forestry of the Republic of Tatarstan” Almas Nazirov told about the work of the Ministry of Forestry of the Republic of Tatarstan concerning a number of key principles of the Earth Charter. “In order to preserve the natural heritage for future generations” from 2011 to 2015 the reforestation has been carried out on an area of ​​more than 11 thousand hectares, including by artificial reforestation. For high-quality and successful cultivation of planting material there are 55 forest nurseries functioning in subordinate institutions of the Ministry. The attention is paid not only to the cultivation of the main forest-forming species, but also to fruit and ornamental species. At year-end 2015, in the republic's basic nurseries 1.7 million units of planting material of fruit and ornamental species have been grown. The foresters also use methods of protective afforestation, stopping the process of soil erosion (in 2014 in the Republic of Tatarstan there were more than 2.2 mln. hectares of the erosion-prone lands). From 2011 to 2015 the area of protective and erosion preventive plantings reached about 11, 5 thousand hectares. In general, it not only provides the agricultural sector of the economy with quality farmland, but also ensures the ecological stability of the region, esthetic and recreational appeal.

Elaborating on one of the most important principles of the Earth Charter “Respect and Care for the Community of Life”, the minister said: “One of the most effective instruments for the conservation of biological diversity is an ever-evolving system of specially protected natural reservations, and researches in the framework of the Red Book of Tatarstan performed on a regular basis. The recent emergence of the nesting of large birds of prey, the growth of population of bear, lynx and other predators, and the stocks of hunting animal species as one of the environment status indicators, and their spread on the territory of the republic show a positive trend in the improvement of the ecological situation in the Republic of Tatarstan”.

In the Ministry of Forestry of the Republic of Tatarstan a competition for the title the “High Culture Nursery 2016” was held. The subordinated institutions of the Ministry took an active part there. After reviewing the works of participants, the competition commission announced the winners.

  1. 1st place – Sabinskoye Forestry
  2. 2nd place – Lubyansky Forest Engineering College
  3. 3rd place - Kzyl-Yulduzsky Forest Establishment

Currently, in the Ministry of Forestry of Tatarstan there are 55 forest nurseries, where a wide range of conifers, deciduous and ornamental species are grown. The forest nursery workers introduce the advanced technologies in the organization of labor, as a result they achieve high figures in growing planting material.

The forest inspectors of the Republic of Tatarstan have audited the logging camps in the district forestries. As of October 27, 2016 the subordinated institutions of the Ministry of Forestry of the Republic of Tatarstan have performed the following work:

- Scheduled inspections. The specialists have detected 15.1 cubic meters of illegal logging. The damage amounted to 48.4 thousand rubles.

- Verificatory audits. 3.2 cubic meters of illegal logging have been detected. The damage amounted to 2.3 thousand rubles.

- Unscheduled inspections. No illegal logging has been detected.

In the Lubyansky Forest Engineering College the teams’ preparing for open regional championship “Young professionals” World Skills Russia of the Republic of Tatarstan on the Landscape competence has started. The championship will take place on February 1-3, 2017 in Kazan. The students of the Lubyansky College have already proved themselves taking the medal places on the working professions championship (WorldSkills Hi-Tech) which was held in April this year at the premises of Kazanskaya Yarmarka. Then 684 participants from 17 regions of Russia took part in the competition. The competitions were held on 56 competencies divided into 6 key units: construction, industry, IT, services, civil transport maintenance, creativity and design. On behalf of Lubyansky Forest Engineering College two teams have participated on the Landscape competence. The teams were trained by Serazetdinova N.M., teacher, and Serazetdinov N.M., the Deputy Director for Housekeeping. The competitors were the teams of Kazan and Moscow Region. When making an assessment, the quality of works performed, productivity, compliance with safety rules and the ability to work in a team were assessed. On the basis of the statement of works the participants were engaged in the conditional establishment of park that included an establishment of flowerbed and its flower decoration, footpath paving, wood flooring arrangement, planting of ornamental trees and shrubs. According to the results of the competition the team of students of Lubyansky Forest Engineering College comprising of Zakirov Ruzil and Mariya Mokhova took the third place, and the team comprising of Alexander Blokhin and Angelina Tolmacheva took the second place.

The specialists of Ashit Nature Sanctuary gave a fascinating thematic lesson in Vasilyevo-Buzhinsky Daycare Center of the Arsky District of Tatarstan. While playing, the children have learned about the life of insects, about insect adaptation to the changes in nature. The children have familiarized themselves with the insects that live in the nature sanctuary and are included into the Red Book of the Republic of Tatarstan. The main objective of the event is to generate interest in wildlife, the ability to compare, to highlight common and distinctive features of insects, nurture love and careful attitude to nature. The Daycare Center staff was awarded the certificates of the nature sanctuary and books published by the Ministry of Forestry of the Republic of Tatarstan.

The great idea is implemented in the Nurlatskoye School Forestry Unit. The fifth-graders and sixth-graders have opened an art studio where various crafts are made from natural materials. The children have dried leaves in advance, stocked up on the numerous cones, seeds, and shells. Everyone chooses his own story. Using leaves they made appliques of birds, fishes, butterflies, and squirrels; using seeds they made vases, bouquets and others. The work of Diana Nurieva called the “Underwater world” was recognized as the most interesting.

In 2016 the Federal Law No.415-FZ “On Amendments being made to the Forest Code of the Russian Federation and the Code of Administrative Offences of the Russian Federation” dated 12.28.2013 came into force in full. As part of its implementation the Unified State Automated Information System (USAIS) for wood recording successfully operates. In order to ensure the system functioning 20 laws and regulations – 14 Decrees and Instructions of the Government, and 6 Orders of the Ministry of Natural Resources and Environment and Federal Forestry Agency – have been adopted.

According to the Code of Administrative Offences of the Russian Federation, Article 8.28.1, paragraph 1, since January 1, 2016 the officials and legal entities are subject to administrative liability for failure to submit or late submission of the timber transaction declaration, and for knowingly false statement in the timber transaction declaration.

In 2016, 1977 administrative cases have been filed: 1830 cases by the forest management authorities and 147 cases by the police. The fines on the amount of 7 422 500 rubles on the administrative cases made by the inspectors of the Forestry Departments for federal districts have been imposed.

Currently, USAIS for wood recording is actively used by the large number of users.

In order to assess the forest management in the state public institutions of the Republic of Tatarstan – forestries – the autumn audit of logging camps is carried out up to October 25, 2016 with a view to the reliability of reporting data and the effectiveness of the forest inspectors of the Republic of Tatarstan in terms of detection and restraint of violations in forestry. In the course of audit the officials will study the work on restraint of illegal logging, unauthorized seizure of land, violations of the terms and conditions of purchase contracts for forest plantation for own needs, compliance with the requirements of the technical documentation.

In 2015 366 scheduled logging camp audits were carried out where 56.1 cubic meters of illegal logging were detected. The damage amounted to 158.1 thousand rubles. 191 verificatory inspections were carried out, 10.1 cubic meters of illegal logging were detected. The damage amounted to 30.7 thousand rubles. In addition, the experts have carried out 13 unscheduled and surprise inspections of logging camps; no illegal logging has been detected.

In Moscow, as part of the VIII International Forum “Forest and Man” the specialized exhibition “Lesdrevmash-2016” has been opened. On Expocentre Fairgrounds the forestry workers of the Republic of Tatarstan presented their own region – the model of the Forest Breeding and Seed Center and the model of Kastamonu’s woodworking plant for the production of MDF panels and wooden flooring with product samples. For visitors of Tatarstan’s display stand the tea with honey and jam was arranged.

The International Forum “Forest and Man” where the representatives of the countries of Europe, America, Asia, the Russian companies, national industry associations from all over the world are to meet to discuss the topical forestry issues will run until October 27, 2016.

In the Republic of Tatarstan the environmental campaign the “Clean Forests of Tatarstan” is underway. As of 20.10.2016, about 1500 people took part in the cleaning of forests, starting September 15, 2016. The active partners were 488 forest tenants, 133 companies and 15 garden and dacha associations. The participants have cleared and removed from the territory of the forest reserve and specially protected natural reservation 855.6 m3 of solid and other wastes. Moreover, along highways and federal and regional routes 504.1 m3 of dead wood and fallen trees have collected and removed.

The state forest inspectors of the Republic of Tatarstan and the state environmental protection inspectors of the Republic of Tatarstan have carried out 159 raids to detect and prevent the unauthorized placement of municipal solid waste landfills in forests and specially protected natural reservations. As a result of raids, 35 municipal solid waste landfills have been detected; currently, all of them have been eliminated.

During the campaign, 34 springs were cleared and landscaped. 86 information boards, name plates, and summerhouses for rest located in the forests and along the highways were repaired.

Every year the employees of all departments and ministries of the republic, higher education institutions, secondary and special educational institutions take an active part in the campaign. The purpose of the environmental events is to create a favorable sanitary and environmental condition in the forests of Tatarstan.
