The inventory of forest plantations is made in order to clarify the executed volume, to determine the effectiveness of reforestation and agroforestry work, qualitative state of established plantations, protective forest plantations and planting material, their compliance with the applicable standards and technical conditions, to determine measures to improve the status of forest plantations, protective forest plantations and nurseries, to identify the best companies that perform reforestation, forest improvement stations, forestries, teams, units and workers ensuring the good quality of work, high survival ability of plants and productivity, for study and distribution of their methods.

The Kaleykinsky Forest Establishment acquired the state-of-the-art motor vehicles such as Harvester and Forwarder. On October 6, 2016 the foresters started to operate the new equipment, in particular for logging of cutting area for improvement cutting, thinning in the quarter 64, allotment 25, of the Butinskoye District Forestry. In the district recreation center of the Spassky Municipal District of the Republic of Tatarstan the festive event dedicated to the Teacher's Day was held. The teachers, educators, and veterans of pedagogical work took part in the event. Among the honored guests were the Head of the Executive Committee of the Spassky Municipal District V.A. Osokin, the Head of the Executive Committee for Social Affairs E.A. Afonshina, the Head of the Department of Education of the Spassky Municipal District of Tatarstan A.N. Yermilin, the Tatarstan State Environmental Protection Inspector of the Spassky Nature Sanctuary Lyubov Murzak. The participants congratulated all teachers on their professional holiday and wished them good health, happiness and prosperity of the cause to which they so selflessly and devotedly serve. On behalf of the Ministry of Forestry Lyubov Murzak granted the Letter of Thanks to Olga Kuzmina, the primary school teacher of Polyanskaya High School of the Spassky Municipal District, for many years of fruitful work in environmental education and fostering of the younger generation.
As part of the Clean Forests of Tatarstan campaign the experts of Krasnoborskoye District Forestry have cleaned the territory of the ecological path “In harmony with nature” from household waste. The schoolchildren of the school forestry unit of Krasnoborskaya High School took an active part in the cleaning. 1 cubic meter of household waste on an area of 1 hectare has been removed.
The autumn stage of the Clean Forests of Tatarstan campaign started on September 15, 2016. Over three weeks of the campaign 500 people took in the cleaning of forest areas. 394 forest tenants, 53 enterprises and 4 horticultural societies were the active partners. The campaign participants have cleared the territory and removed 298.5 m3 of solid and other wastes. In addition, along highways and federal and regional routes they collected and removed 143 m3 of dead wood and fallen trees.
State forest inspectors of the Republic of Tatarstan and the state environmental protection inspectors of the Republic of Tatarstan have made 38 raids to detect and prevent the unauthorized landfills of municipal solid waste in forests and specially protected natural reservations. As a result of the raids, 9 municipal solid waste landfills have been detected. Currently, all of them are eliminated.
During campaign, 9 springs have been cleaned and landscaped. 49 information boards, name plates, pavilions for rest located in the forests and along the highways have been repaired.
This year, in the spring stage of the campaign, the conservationists have collected and removed 1127.1 m3 of solid waste. Along highways and the federal and regional routes the specialists of Lesnichestvo and the administrations of nature sanctuaries have collected about 800 m3 of dead wood and fallen trees.
The environmental campaign “Clean Forests of Tatarstan” will last until November 15, 2016.
During the campaign 4, 000 units of ball-rooted spruce were planted on the area of 1.1 ha in the quarter 22, allotment 23, of the Kutlu-Bukashskoye District Forestry. 45 people were involved in the planting. All of them were the forestry staff and the students of the school forestry unit.
The staff of the Kazan branch of Roslesinforg took part in the traditional environmental campaign “The Day of Tree Planting” held in the Republic of Tatarstan. The employees of the Kazan branch of Roslesinforg R.Z. Ilyasov, R.R. Kalimullin, I.Kh. Abrarov, R.R. Shafigullin, G.T. Abdulganieva, I.I. Gabidullin supported the campaign and established a commemorative walkway in the forest of Matyushinskoye District Forestry of Prigorodnoye Forestry of the Republic of Tatarstan.
On October 1, 2016 the Federal Law No.455-FZ “On Amendments Being Made to the Forest Code of the Russian Federation in Terms of Better Regulation of Forest Protection against Pests” adopted on December 30, 2015 came into force.
The new federal law is focused on strengthening of the responsibility of forest users and all citizens of the Russian Federation for the compliance with the rules of sanitary safety in forests, on the organization of such forest protection system that would allow to quickly identify problems and efficiently take measures that reduce the environmental and economic damage caused by the impact of all adverse factors on forests, on reducing the time of all forest protection works and, first of all, sanitary felling.
The entry into force of this law is a major step in improvement of legal regulation mechanisms for protection of the Russian forests against adverse effects – in the Forest Code a separate chapter devoted to forest protection against pests sprang up, the articles concerning the sanitary safety in forests and key forest protection activities are significantly expanded and updated. In addition, the terms of sanitary measures carrying out are reduced, and the responsibility for their performance is increased.
In the new federal law the special attention is paid to the prevention of forest destruction, preventive measures that were addressed in previous legislation in a lesser degree. These and other innovations of forest legislation required handling a great number of by-laws. By October 1, 10 new documents were prepared and the amendments were made to 5 others. They include the new Rules of Sanitary Safety in Forests, Procedure for Forest Pathology Surveys and others.
The main innovations of the Rules for Pest Destruction are the expansion of the range of means and methods of measures to destruct and suppress pests and the establishment of a mandatory requirement for the executive authorities of the Russian Federation constituents to control the treatment of plants. The Procedure for Forest Pathology Surveys that sets forth the mandatory form of forest pathology survey report is prepared and approved. According to the amendments to the Forest Code, the reports should be posted upon each forest pathology study on the websites of the Forestry Offices of the Russian Federation constituents. The report shall contain not only information on the survey performed but on the forest protection measures to be taken.
“Currently, we compose a register of websites of the Russia’s constituents Forestry Offices. In each branch of Roslesozashchita there are appointed responsible persons whose tasks include the monitoring of the published reports. All information we collect in respect of reports will be sent to the Departments of Forestry according to Federal Districts. The inconsistency of information on scheduled forest protection measures with the data of the state forest pathology monitoring might be the reason to check the results of forest pathology studies performed,” says the Director of the Russian Center for Forest Protection Yevgeny Trunov.
The amendments made to the Forest Code and introduced by the federal law No.455-FZ have caused a number of questions in the area of enforcement of legislative innovations. The main problems are related with the issues of regulation of forest protection against pests. For example, the lands of defense and security and the lands of specially protected natural reservations have a number of peculiarities not allowing fully applying the provisions of the new federal law.
In addition, the issue of major tenants’ participation in destruction of pest foci is not resolved too. Also, the Law does not specify the criteria by which the pest affected area is defined as a “pest focus”.
The need for publication of the Report of forest pathology survey will require the strengthening of responsibility of all forest relation parties and their advanced training.
The control over forest pathology survey reports is a topic that caused the greatest number of questions. The federal control over reliability of data on the sanitary and forest pathology state of forests and validity of measures envisaged by the forest pathology study reports will require the creation of additional jobs, the development of an automated information system and the administrative rules on the publication and control of the forest pathology study reports. In addition, there is a personal responsibility of forest pathologist under the current Criminal Code of the Russian Federation for the provision of false or erroneous data of forest pathology examination.
“Innovations in forest legislation set forth by the Federal Law No.455-FZ are very important for the forestry as a whole. The timely adoption of measures to fight against pests and diseases of forest is one of the most important, and the situation with the bark beetle in the Moscow Region is a perfect example. Equally important is the control over the reasonable sanitary felling – we know quite a lot of abuses when the sanitary felling was performed on the healthy parts of the forest that have a stock of valuable, high-quality wood. The innovations of the federal law No.455 will allow us to better address such issues, even though the law itself contains, in practical approbation, the items on which we still have to work,” commented the Deputy Minister of Natural Resources and Ecology of the Russian Federation –the Head of the Federal Forestry Agency Ivan Valentik.
Today, on October 5, 2016 in the hospital campus of Leninogorskaya Central District Hospital there was a commemorative tree planting in the framework of the Day of Tree Planting campaign. 65 units of spruce, 6 units of pine and 10 units of rowan have been planted. The Leninogorskoye Forestry supplied the planting material. The staff of the Leninogorskaya Central District Hospital and Leninogorskoye Forestry took part in the tree planting.
The environmental campaign “The Day of Tree Planting” is carried out from 1 to 31 October 2016, traditionally in all the municipalities of the Republic of Tatarstan. Currently, in Tatarstan more than 1.7 million young trees have been planted.
In the Ministry of Forestry of the Republic of Tatarstan a filed extended meeting of the Academic Board of VNIILM was held. The Minister Almas Nazirov took part in the event. He congratulated the staff of the Station on the anniversary and handed out awards to them. The scientific staff of the branch of the Russian Research Institute for Silviculture and Mechanization of Forestry – Feodor Ilyin and Alexander Prokopiev – was granted the Certificates of Merit “For many years of conscientious work, high professionalism, and useful work in forestry of the Republic of Tatarstan”. Almas Nazirov handed out a Letter of Thanks of the Ministry of Forestry of the Republic of Tatarstan “For conscientious work and significant contribution in forestry in respect of the authorities related to the development of the national forest policy and statutory regulation in the area of forest use, preservation, protection and reforestation and in connection with the 90th anniversary” to the staff of the East-European Forest Experiment Station. On behalf of the Government of the Republic of Tatarstan the Minister granted the keys to the Ford Focus car to the staff of the East-European Forest Experiment Station. In turn, the heroes of the anniversary thanked the Ministry for the fruitful and close cooperation and granted him the Letter of Thanks “For active support of the work of the East-European Forest Experiment Station – the VNIILM branch, for the promotion of forest science and fruitful work for the preservation and augmentation of natural resources of the Russian Federation”.
