The Ministry has begun work on receiving forest declarations and reports established by the Forest Code of the Russian Federation
The Ministry of Forestry of the Republic of Tatarstan has begun work on receiving forest declarations and reports established by the Forest Code of the Russian Federation.
We remind you that in accordance with Article 26 of the Forest Code of the Russian Federation, persons to whom forest areas are transferred on lease or in permanent (perpetual) use must submit a forest declaration to the Ministry of Forestry of the Republic of Tatarstan. The forest declaration is a statement about the use of forests in accordance with the project of their development. The document is submitted annually at least 10 days prior to the beginning of the intended period of forest use. The validity period of the forest declaration is no more than 12 months from the date of commencement of the intended period of forest use. Using a forest plot without a forest declaration filed in accordance with the established procedure is an administrative offense.
The forest declaration form, as well as the procedure for filling and applying, the requirements for the format are approved by Order of No. 17 of the Ministry of Natural Resources and Ecology of the Russian Federation of January 16, 2015.
In addition, in accordance with Articles 49, 60, 60.11 and 66 of the Forest Code of the Russian Federation, the following types of reports are submitted by the citizens, including individual entrepreneurs, legal entities engaged in the use of forests:
- Report on forests use (information on the volume of forest resources withdrawn, their commodity structure, other information),
- Report on protection of forests from fires,
- Report on protection of forests,
- Report on reproduction of forests and afforestation.
Report on forests use is submitted by citizens, including individual entrepreneurs, legal entities engaged in the use of forests, on a monthly basis, no later than the tenth day of the month following the reporting month (when using forests for timber harvesting, as well as when using forests for other purposes, when logging of forest plantations was carried out). In cases when using the forests, forest plantations were not cut down, the report is submitted annually, no later than the tenth of January of the year following the reporting year.
The form of the Report of forests use and the procedure for its presentation, as well as the format requirements, are established by Order No. 451 of the Ministry of Natural Resources and Ecology of the Russian Federation of August 21, 2017.
Report on protection of forests from fires is submitted by citizens, including individual entrepreneurs, legal entities that use forests in accordance with the Forest Code of the Russian Federation, as well as undertaking activities to protect forests, quarterly, no later than the tenth day of the month following the reporting period. In cases where the forest development project and the forestry regulations in the reporting quarter do not provide for forest conservation measures, the report is submitted annually, no later than the tenth of January of the year following the reporting one.
Report on forest protection is submitted by citizens, including individual entrepreneurs, legal entities that use forests in accordance with the Forest Code of the Russian Federation, as well as undertaking forest protection measures, on a quarterly basis, no later than the tenth day of the month following the reporting period. In cases where the forest development project and the forestry regulations in the reporting quarter do not provide for forest protection measures, the report is submitted annually, no later than the tenth of January of the year following the reporting one.
The form of the Report on protection of forests from fires and the Report on protection of forests, as well as the procedures for their presentation, are established by Order No. 78 of the Ministry of Natural Resources and Ecology of the Russian Federation of March 09, 2017.
Report on forest reproduction and afforestation is submitted by citizens, including individual entrepreneurs, legal entities engaged in forest reproduction and afforestation, quarterly no later than the tenth day of the month following the reporting period. In cases where the forest development project and the forestry regulations do not provide for forest reproduction and afforestation during the year, the report is submitted annually, no later than the tenth of January of the year following the reporting year.
The form of the Report on reproduction of forests and afforestation, the order of its presentation are established by Order No. 452 of the Ministry of Natural Resources and Ecology of the Russian Federation of August 21, 2017.
