Today, the forty-fourth meeting of the State Council of the Republic of Tatarstan of the fifth convocation was held in the meeting room of the parliament. In total, 22 issues were put on the agenda, including 10 republican draft laws and 7 federal draft laws.
In particular, the deputies reviewed the amendment table and adopted a republican draft law on a number of amendments to the Law of the Republic of Tatarstan “On the Use of Forests in the Republic of Tatarstan”, including on establishment of the right to harvest deadwood for own needs.
The bill was introduced by the Minister of Forestry of the Republic of Tatarstan, Ravil Kuzyurov, and the amendment table was presented by Rinat Gaizatullin, Deputy Chairman of the Committee on Ecology, Environmental Management, Agrarian and Food Policy.
Thus, it is proposed to supplement the law “On the use of forests in the Republic of Tatarstan” with an item on harvesting of deadwood. According to new norm, harvesting of deadwood is carried out throughout the year by collecting tree trunks lying on the ground surface or their parts that are not felling residues at the logging sites and formed as a result of the natural dying off of trees when they are damaged by harmful organisms, windbreaks, snowbreaks.
In addition, the harvesting of deadwood is carried out without conducting felling of forest plantations exclusively in a manual manner using tools, devices and mechanisms brought into use by manual force.
