Today, a meeting of the Federal Forestry Agency Collegium “On the main results of the forestry of the Russian Federation in 2018 and tasks for 2019” was held in Moscow under the chairmanship of Ivan Valentik, Deputy Minister of Natural Resources and Ecology of the Russian Federation - Head of the Federal Forestry Agency.
Nikolay Nikolayev, Chairman of the State Duma Committee on Natural Resources, Property and Land Relations, representatives of federal executive and legislative authorities, executive authorities of the constituent entities of the Russian Federation, including Ravil Kuzyurov, Minister of Forestry RT from the Republic of Tatarstan took part in the meeting.
The main topics of discussion included changes in forest legislation, the outcome of the fire-hazardous season last year and preparation for the upcoming fire season, implementation of the federal project “Forest conservation” in the framework of the national project “Ecology”, reforestation strategy, stages of implementation of an intensive forest management model, etc.
In his report, Ivan Valentik separately noted the importance of implementation of the federal project “Forest conservation” within the framework of the national project “Ecology” and referred to the enacted legislation that significantly influenced the forest industry management system - federal law No. 538-FZ “On protective forests” which, for the first time at the level of the law, established requirements allowing to refer forests to a certain category of protection, federal law No. 77-FZ “On deadwood”, as well as a number of others.
As part of the board’s work, the Head of the Federal Forestry Agency focused on the fact that on instructions from the Government of the Russian Federation in 2019, the Agency, together with the Ministry of Natural Resources of Russia and other interested departments, will have to prepare proposals on organization of work on preparation of a new version of the Forest Code of the Russian Federation.
The list of priorities of the department for 2019 was also indicated. Among them: implementation of the federal project “Forest conservation” of the national project “Ecology”, introduction of a model of intensive use and reproduction of forests, revival of forest protection, transfer of authority for forest supervision to the federal level, strengthening the opposition to illegal timber trade, return of the right to conduct economic activity to the forestry enterprises, increasing federal budget revenues, etc.
