Special tactical exercises to extinguish a forest fire and eliminate emergency situations were held in Spasskiy district of Tatarstan
Today, on the territory of the Spasskiy District Forestry of the State Public Institution of the Republic of Tatarstan “Bolgarskiy Forest District” a seminar-meeting was held on prevention and elimination of natural fires with simultaneously working out the Consolidated plan for extinguishing forest fires in the Republic of Tatarstan with the involvement of forces and means of the emergency subsystem and liquidation. Along with this, the regional stage of the V All-Russian competition of professional skill “The Best Forest Fireman – 2019” was held.
The events were attended by the Minister of Forestry of the Republic of Tatarstan, Ravil Kuzyurov, Acting Deputy Head of the EMERCOM Main Administration for the Republic of Tatarstan, Konstantin Chanyshev, Head of the Executive Committee of the Spasskiy municipal district, Valery Osokin, employees of the Ministry of Forestry of the Republic of Tatarstan, Ministry of Civil Defense and Emergencies of the Republic of Tatarstan, State Budgetary Institution of the Republic of Tatarstan “Forest Fire Center”, fire and chemical stations, head-foresters of forest districts and directors of forestry enterprises of the republic.
Upon arrival, the Head of the Ministry of Forestry of the Republic of Tatarstan, Ravil Kuzyurov, familiarized himself with the exhibition of equipment and machinery of fire and chemical station of II type of SBI of RT “Bolgarskiy Forestry Enterprise” and fire and chemical station of III type of SBI of RT “Forest Fire Center”. The Minister was also told about the complex monitoring and control system “Lesokhranitel”, the hardware and software complex of the intelligence of the operational situation “Lesokhranitel. Finist’ with the use of unmanned aerial vehicles.
“This year we combined our annual special tactical exercises and a competition to identify the best forest firefighters. Of course, the mechanism for extinguishing forest fires was worked out jointly with colleagues from the Emergencies Ministry and local governments, but it would not be superfluous to look at ourselves and our joint actions from the outside again, Ravil Kuzyurov said in his welcoming speech. - As before, this year the events were supported by the President of the Republic of Tatarstan R.N. Minnikhanov. I also want to thank the staff of the Emergencies Ministry for the interaction and support. I hope this day will be as effective as possible. I wish good luck to the participants of the competition, and show their capabilities”.
The Head of the district executive committee, Valery Osokin, welcoming the participants, expressed hope that this year the forest fires will bypass the Republic of Tatarstan. “Today you will once again show your readiness, let the strongest win”, he said.
According to the scenario, during the exercise, the following training situation (legend) was worked out: as a result of the unauthorized fall of dry grass on the agricultural use lands of the Ulyanovsk region adjacent to the forest fund, the ground layer ignited in the forest, later the fire switched to the territory of Spasskiy district forestry of SPI of RT “Bolgarskiy Forest District”. The message about the fire was received by telephone 112 in the EDDS of the Spasskiy municipal district. In connection with the dry and windy weather, the fire quickly spread to a large area, the fire from the lower one went over to the crown one, spread to the Neftebaza settlement and further to the outskirts of Bolgar town.
Thanks to the well-coordinated work, the fire was extinguished as quickly as possible. “The exercises showed a sequence of actions in the event of an emergency. The introductory, which was given, worked, - commented the Minister Ravil Kuzyurov. “The technology is in full readiness, everything went without panic, every step was worked out”.
Acting Deputy Head of the General Directorate of the EMERCOM of Russia for the RT, Konstantin Chanyshev, also noted that the exercise participants had coped with the task. “The personnel showed competent actions in choosing the location of equipment and use of fire and technical equipment. The assessment is positive”, he said.
Then, a meeting was held on fire safety issues in forests and forest cultivation in 2019. The meeting was held on the basis of the District Culture House of Bolgar town.
The keynote address was delivered by the Deputy Minister of Forestry of the Republic of Tajikistan, Rais Gumerov. During his speech, he spoke about the work carried out in the framework of the fire-hazardous and silvicultural season, on prevention, detection and suppression of violations of forest legislation, etc.
The Head of the Ministry of Forestry of the Republic of Tatarstan, Ravil Kuzyurov, called on head-foresters to strengthen control over detection of fires during the period of a special fire-fighting regime. “Our common task is to do everything to prevent the occurrence of forest fires”, he stressed.
36 people took part in the regional stage of the V All-Russian competition of professional skill “The Best Forest Fireman-2019” - specialists of fire-chemical stations at forestry enterprises of the republic. According to the terms of the competition, the participants answered questions related to extinguishing forest fires, occupational safety and first aid, and also demonstrated their level of physical fitness and overcame the obstacle course.
According to the results of the competition, the first place was taken by Rais Shakurov from SBI of RT “Educational and Experimental Sabinskiy Forestry Enterprise”. The second place was awarded to Maxim Mironov from SBI of RT “Bolgarskiy Forestry Enterprise”, the third to Alexander Kondratyev from the SBI of RT “Forest Fire Center”.
In the nomination “Theoretical foundations of forest fire business”, Rinat Baygobulov from the Lybyanskiy Forestry Engineering College was awarded the first place, Vladimir Ishmuratov from the SBI of RT “Agryzskiy Forestry Enterprise” was second, third place went to Ildar Fayzullin from the SBI of RT “Arskiy Forestry Enterprise”.
In the nomination “Sports all-around” the first place was given to Salavat Galyautdinov from the SBI of RT “Bilyarskiy Forestry Enterprise”, second place went to Ilnur Nabiullin from SBI of RT “Educational and Experimental Zelenodolskiy Forestry Enterprise”, the third place – to Ruzil Nasirov from SBI of RT “Menzelinskiy Forestry Enterprise”.
In the nomination “Overcoming the forest fire obstacle course”, the victory was won by Rais Shakurov from SBI of RT “Educational and Experimental Sabinskiy Forestry Enterprise”, in second place - Maxim Mironov from the SBI of RT “Bolgarskiy Forestry Enterprise”, in the third - Alexander Kondratyev from the SBI of RT “Forest Fire Center”.
The V All-Russian competition of professional skill “The Best Forest Fireman- 2019” will be held from September 2 to 5 of this year in Sofrino settlement of the Moscow region. The Republic of Tatarstan will be represented by Rais Shakurov.
