Amendments were made to the powers of the Ministry of Natural Resources of Russia and the Federal Forestry Agency to ensure the conservation of forests on lands of forest fund and lands of other categories
Today, on August 14, the Decree of the Government of the Russian Federation No. 1013 as of August 2, 2019 “On Amending the Regulation on Federal Forestry Agency and the Regulation on the Ministry of Natural Resources and Ecology of the Russian Federation” entered into force.
The corresponding draft was prepared by the Ministry of Natural Resources of Russia in order to implement the provisions of the Federal Law No. 538-FZ as of December 27, 2018 “On Amendments to the Forest Code of the Russian Federation and certain legislative acts of the Russian Federation in terms of improving the legal regulation of relations related to conservation of forests on lands of the forest fund and lands of other categories”.
In particular, the Ministry of Natural Resources of Russia is now authorized to adopt acts establishing the features of use, protection, conservation and reproduction of forests located on the lands of settlements.
The changes also affected the powers of Rosleskhoz. The agency will carry out the design of forest districts (including the establishment of their boundaries), production forests, protective forests, reserve forests, specially protected forest areas, instead of the previously provided design support for forest districts and forest parks, as well as fixing the location of their borders on the ground.
Also, the Federal Forestry Agency is entrusted with the adoption of decisions on establishment and abolition of forest districts.
