Today, the Ministry launched a series of seminars and meetings on implementation of federal state forest supervision (forest protection) in the territory of the forest fund of the republic. The event was attended by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, the Head of the State Control and Supervision Department of the Ministry Airat Akhmerov, head-foresters, their deputies, forest conservation and protection engineers, district foresters of Bavlinskiy, Bugulminskiy, Leninogorskiy, Almetyevskiy and Kaleikinskiy forest districts.
The First Deputy Minister Ilgizar Zaripov opened the seminar-meeting. In his opening remarks, he noted the significance of this event in connection with amendments to the forest legislation in the current year. “In general, we have been given the task of increasing the efficiency of the federal state forestry supervision, Ilgizar Zaripov emphasized. - I ask you to train local state forest inspectors and pay special attention to the compilation of administrative offenses protocols and other reporting”.
The main report was made by the Head of the State Control and Supervision Department Airat Akhmerov. He recalled that implementation of federal state forest supervision was regulated by Articles 96, 96.1, 97 of the Forest Code of the Russian Federation, Decree of the Government of the Russian Federation of 22.06.2007 No. 394, Order of the Ministry of Natural Resources and Ecology of the Russian Federation of April 12, 2016 No. 233 and Resolution of the Cabinet of Ministers of the Republic of Tatarstan of 12.11 .2010 No. 893.
Airat Akhmerov elaborated on the rights and obligations of state forest inspectors, the specifics of state supervision in the field of seed production in relation to seeds of forest plants, federal state fire control in forests, the most typical and massive violations of mandatory requirements of forest legislation by legal entities, individual entrepreneurs, as well as physical persons. “According to statistics, this year, private violations were violations of the terms of contracts by users of forest plots, sanitary and fire safety rules in forests”, said Airat Akhmerov, in particular.
The speaker paid particular attention to implementation of control and supervision measures, including drawing up acts of forest violations and protocols on administrative offenses.
Note that such seminars will be held on December 10, 13, 16, 18 and 20 of this year.
