The RT Ministry of Forestry summed up the work and discussed the tasks for 2020
Today, the Ministry held a meeting “On the results of the work of the Ministry of Forestry of the Republic of Tatarstan and its subordinate institutions in 2019 and tasks for 2020”. The meeting was chaired by the Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov. The event was attended by deputy ministers, executive officer, heads of departments of the Ministry, head-foresters and directors of forestry enterprises.
Presentations were made by the Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov, Rais Gumerov, Executive Officer Elmira Shagayeva and Leading Consultant of the Sector on Public Service and Personnel Elvira Ziyatdinova.
First Deputy Minister Ilgizar Zaripov spoke about the fulfillment of the state task to carry out a set of works on forests conservation, protection and reproduction in 2019. Thus, reforestation works were carried out on the area of 2,471 hectares (100% of the plan), agrotechnical care of forest crops - on the area of 17.9 thousand hectares (100%), supplementation of forest crops - on 5 thousand hectares (100%) sowing seeds in nurseries - on 26.7 hectares (121%). The sowing plan was exceeded by specialists from Aksubayevskiy, Arskiy, Bavlinskiy, Bilyarskiy, Buinskiy, Elabuzhskiy, Zelenodolskiy Experimental, Kzyl-Yulduzskiy, Mamadyshskiy, Menzelinskiy, Nizhnekamskiy, Training and Experimental Prigorodnyi forestry enterprises and Lubyanskiy Forestry Engineering College.
Also, employees of forestry enterprises have grown 33.2 million units of standard planting material and harvested 13.6 tons of seeds of the main forest-forming species.
In the framework of the federal state forest supervision, forest inspectors conducted more than 24 thousand control and supervisory measures from the beginning of the year, including 23.7 thousand patrols, 845 protocols on administrative offenses were compiled and over 1.3 thousand warnings were issued.
“I ask you in 2020 to strengthen the work to prevent and detect violations of forest legislation and continue systematic work on issuing warnings regarding compliance with fire safety rules in forests, timber harvesting, terms of lease and sale contracts”, Ilgizar Zaripov emphasized.
Deputy Minister Rais Gumerov dwelled on labor protection issues, wood supplies to enterprises of the republic, efficient operation of the equipment fleet and the results of financial and economic activities of subordinate institutions for 2019. He noted that in order to prevent and reduce injuries, the heads of subordinate institutions need to strengthen control over the safe conduct of work at production sites and use of special clothing, shoes and other personal protective equipment by workers engaged in work with harmful and dangerous working conditions, and conduct unscheduled briefings on safety measures and ensure the implementation of indicators of the sectoral target program to improve working conditions and labor protection for 2016-2020.
“Our most important wealth is people, and we must ensure their safety in the workplace”, said Rais Gumerov.
The Administrative Officer Elmira Shagayeva acquainted the meeting participants with the development of the school forestry movement in the Republic of Tatarstan. “On September 13, 2019, Minister Ravil Afraimovich signed a decree “On approval of development plan and activities of school forest districts of the Republic of Tatarstan for the 2019-2020 academic year”. According to it, head-foresters need to ensure the creation of at least 3 school forest districts in each municipal district”, recalled Elmira Shagayeva.
According to her, the plan was implemented by Agryzskiy, Nurlatskiy and Cheremshanskiy forest districts.
Elvira Ziyatdinova, Leading Consultant of the Sector on Public Service and Personnel, spoke about the results of work in the field of anti-corruption policy for 2019. “On January 1, 2020, the reception of information on income, expenses, property and property liabilities for 2019 starts. It will be carried out until April 30”, said, in particular, Elvira Ziyatdinova.
The meeting was concluded by the Head of the Ministry of Forestry of the Republic of Tatarstan Ravil Kuzyurov. He gave a number of instructions related to the implementation of forest cultivation, forest protection, forestry operations, implementation of federal state forest supervision, etc. “I also ask you to pay special attention to the development of school forestry movement. The participants of such associations are our first assistants, this is our future”, the Minister emphasized. “It is clear that not all of them will choose the profession of forestry, but they will have a respect for the forest and the people who work there”.
“Now we conduct an operational-preventive event “Yel”. I ask you to maximize control, added Ravil Kuzyurov. - In general, the year went well, we achieved all tasks. It is important to maintain these results”.
The meeting also included a public discussion of the results of law enforcement practice for the 4th quarter of 2019. Participants of the event considered the results of control and supervision activities and possibilities of increasing its effectiveness.
