The Ministry of Forestry of the Republic of Tatarstan discussed the prevention and suppression of illegal logging, transportation, processing, sale and export of wood

Today, the Ministry held a meeting of the Interdepartmental Commission on prevention and suppression of illegal harvesting, transportation, processing, sale and export of wood in the Republic of Tatarstan. The meeting was chaired by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov. The event was attended by the Prosecutor of the Tatar Environmental Inter-district Prosecutor’s Office Ilsur Gilmutdinov, the Kazan Inter-district Environmental Prosecutor Denis Aleksandrov, representatives of the Main Directorate of Economic Security and Anti-Corruption of the Ministry of Internal Affairs in the Republic of Tatarstan, the State Traffic Safety Inspectorate of the Ministry of Internal Affairs in the Republic of Tatarstan, the Office of Rosprirodnadzor for the Republic of Tatarstan, the Office of the Russian Agricultural Academy , Office of the Federal Tax Service for the Republic of Tatarstan, Interregional Territorial Administration of the Federal Property Management Agency in the Republic of Tatarstan and the Ulyanovsk region.

The meeting was opened by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov. “Currently, the Ministry is working on formation and updating of the register of forest users - tenants, persons involved in logging, owners of timber purchasing and loading points, and timber processing workshops. We plan to complete it by April 1”, said Ilgizar Zaripov.

He also said that at the end of March of this year it is planned to hold a seminar on the work in the Unified State Automated Information System for Timber Accounting and Transactions with It for small and medium enterprises of the republic with participation of representatives of the Federal Forestry Agency.

Further, the report was made by the Head of the State Control and Supervision Department of the Ministry Airat Akhmerov. He spoke about the outcome of the “Yel” interdepartmental operational and preventive event and implementation of federal state forest supervision (forest protection) in 2019.

In particular, Airat Akhmerov said that in 2019, compared with 2010, the number of cases of illegal logging fell by 40.4%, the volume of illegally harvested wood - by 54%. “The recoverability of damage caused to forests as a result of violation of forest legislation has also increased. In general, there is a tendency to decriminalize the forest industry in the field of timber procurement and turnover”, he said.

According to him, within the framework of the “Lesovoz” interdepartmental operational and preventive measure 782 raids were carried out last year, 878 vehicles loaded with timber were stopped and inspected. During the operation, 592 state forest inspectors and 423 employees of the Ministry of Internal Affairs units in the Republic of Tatarstan were involved.

Also at the meeting, a report was made by the Head of the Department of State Forest Registry, Forest Use and Forest Management Aleksey Mosunov. He dwelt on results of work carried out by the Ministry to monitor the implementation of contractual obligations regarding the intended use of wood received by citizens for their own needs in 2019.
