Today, the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov told the Tatar-inform Information Agency about the results of implementation of the regional project “Forests Conservation in the Republic of Tatarstan” as part of the federal project “Forests Conservation” of the national project “Ecology” in 2019 and tasks for 2020.
He said that the main goal of the regional project “Forests Conservation in the Republic of Tatarstan” is to ensure a balance of forest disposal and reproduction in the ratio of 100% by 2024. 2 target indicators were established: “The ratio of reforestation and afforestation area to the area of logged and destroyed forest stands, %” and “Damage from forest fires, million rubles”.
In 2019, reforestation works were carried out in the republic on the area of 2,514 hectares, including artificial reforestation was carried out on the area of 1,770 hectares, combined reforestation - on the area of 36 hectares, promotion of natural reforestation - 542 hectares and afforestation - 166 hectares.
“Thus, the ratio of reforestation and afforestation area to the area of cut down and dead forest stands was 67.5%, or 108% of the plan”, the First Deputy Minister noted.
Additional indicators of the regional project are “Stock of forest plant seeds for reforestation and afforestation, kg” and “Number of grown planting stock of forest plants, thousand pieces”. In 2019, forestry specialists from the Republic of Tatarstan procured 15.9 tons of seeds of the main forest-forming species (138% of the plan) and 33.2 million seedlings were grown (107%), including in the Forest Selection and Seed Center of the Republic of Tatarstan - 12 million units with a closed root system.
“The fire hazard season in the forests in 2019 in Tatarstan was opened on April 15 and closed on October 10; its duration was 179 days. In total, during the fire hazard season, 663 cases of fires on lands of other categories on a total area of 354.7 hectares were recorded. Thanks to the coordinated work of specialists of the Ministry of Forestry of the Republic of Tatarstan, its subordinate institutions, the Main Directorate of the Ministry of Emergencies of the Republic of Tatarstan, executive authorities of municipalities, as well as fire safety measures, the target indicator of the regional project “Damage from forest fires” amounted to 0 rubles”, noted Ilgizar Zaripov.
In total, funds for implementation of the regional project were allocated from the federal budget in the amount of 121.6 million rubles, including for the purchase of equipment - 83.7 million rubles. The fleet of equipment of subordinate institutions of the Ministry was replenished with 15 units of forest culture equipment (10 forest planting units ALP-1, 3 cultivators of forest furrow KLB-1,7, 2 plows PKL-70D) and 26 units of forest fire-fighting equipment (11 fire tankers ATs-3.0-40 (GAZ-33086) -5VR, 2 fire tankers ATs-3.0-40 (Kamaz-43502) -26VR, 2 bulldozers VTG-100, 4 universal fire-fighting complexes ( ULPK 4P) on the basis of Belarus-82.1, 3 crew vehicles UAZ2206, 4 small forest patrol complexes UAZ-390945).
“This year, financing in the amount of 197.7 million rubles for implementation of the project is provided from the federal budget, said Ilgizar Zaripov. - At present, we are actively preparing for the forest and fire hazard seasons of 2020”.
It is expected that this year reforestation and afforestation will be carried out on the area of 4,785 hectares. During the year, it is planned to grow 30.9 million pieces of standard planting material and to harvest 11,455 kg of seeds of forest plants. The fire hazard season in the forests will open on April 15. In preparation for the fire hazard season, a “Comprehensive Forest Fire Extinguishing Plan for the Republic of Tatarstan” was developed and approved for 2020, all forest fire stations of type II and III, fire concentration centers at forestry enterprises of the republic were inspected, many meetings were held with the heads of rural settlements, population, tenants, owners of land adjacent to the forest fund.
Part of the allocated funds from the federal budget - 46.4 million rubles - will be used to purchase forestry and fire-fighting equipment. In total, it is planned to purchase 35 units of equipment.
