The Ministry discussed the preparations for the fire hazard season in forests at a video conference meeting

Today, the Ministry held a videoconference meeting on preparations for the upcoming fire hazard season in forests in the territories of the Kamsko-Ustinskiy and Baltasinskiy districts of the republic. It was conducted by the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov. The meeting was attended by the Head of the Executive Committee of the Kamsko-Ustyinskiy municipal district Rinat Zagidullin, the Head of the Executive Committee of the Baltasinskiy municipal district Aidar Khairutdinov, the Head-Forester of the State Public Institution of the Republic of Tatarstan “Tetyushskiy Forest District” Ranil Rakhmatullin, the Deputy Head-Forester of the State Public Institution of the Republic of Tatarstan “Arskiy Forest District” Raushan Gaifutdinov etc .

Opening the meeting, First Deputy Minister Ilgizar Zaripov said that the fire hazard season in the forests would be opened in April 2020. As part of the preparation, the “Consolidated Plan for Extinguishing Forest Fires in the Republic of Tatarstan” for 2020 was developed and approved, all fire stations of type II and III, fire-fighting equipment concentration points at the republic’s forestry enterprises were inspected, 1,500 pieces of warnings were issued to owners and users of lands adjacent to the forest fund.

Ilgizar Zaripov reminded the participants of the meeting about fire safety rules in forests, responsibility for their violation and the effect of Decree of the Government of the Russian Federation No. 807 of August 18, 2016 “On Amending Certain Acts of the Government of the Russian Federation on Issue of Ensuring the Fire Safety of Territories”. In accordance with it, from the day of the snow cover melting until the establishment of stable rainy autumn weather or formation of snow cover, state authorities and local governments, institutions, organizations, other legal entities, peasant farms, public associations, individual entrepreneurs, officials, citizens of the Russian Federation , foreign citizens, stateless persons who own, use and (or) dispose of the territory adjacent to the forest must ensure its cleaning from dry grassy vegetation, overt residues, fallen trees, forest residues, waste and other combustible materials in the band width of at least 10 meters from wood or separate forests with mineralized band width of at least 0.5 meters, or other fire barrier.

In turn, violation of fire safety rules in forests entails the imposition of an administrative fine on citizens in the amount of up to 3 thousand rubles, on officials - up to 20 thousand rubles, legal entities - up to 200 thousand rubles. If the violation was committed in conditions of a special fire-prevention regime, in this case the size of the administrative fine increases and will amount to 4 to 5 thousand rubles for citizens, from 20 to 40 thousand rubles – for officials, from 300 to 500 thousand rubles for legal entities.

“Success of the fire campaign depends on the coordinated work and interaction of executive and municipal authorities, enterprises, institutions and other organizations involved in addressing forest conservation issues. Only the regime of maximum integration of all structures will guarantee the conservation of our forests and settlements from fires”, Ilgizar Zaripov concluded.

At the end of the meeting, the leaders of the executive committees Rinat Zagidullin and Aidar Khairutdinov reported on preparations for the fire hazard season in forests in the territories of the Kamsko-Ustinskiy and Baltasinskiy municipal districts.
