Since 1997 at the initiative of Biodiversity Conservation Center and World Wildlife Fund on the 11th of January Russia has been celebrating day of reserved areas and national parks. On this day in 1916 in Russia was organized first state reserved forest – Barguzinskii, which became internationally renowned: in 1986 by the decision of UNESCO it has got the status of biospheric, it is included to International Network of Biosphere Reserves.
Professional day of workers in reserved areas has its special meaning in 2013 because this year is declared as a year of ecological culture and environmental protection in Republic of Tatarstan.
Natural- reserved fund on the territory of Tatarstan is forming 167 Special Protected Natural Areas(SPNA) of different levels with the total area 141.9 thousands ha, including 162 SPNA of regional significance with area is around 101.7 thousands ha. By this means 2.09% of Republic’s area is provided by good conditions for keeping and recovery of natural ecosystem, landscapes and biological diversity.
Last year was devised and confirmed by the government of Republic of Tatarstan a project in which all natural features of Tetushskii region were declared as the natural landmarks. As a result “Shuchi mountains” and “River mouth Kilna” received SPNA on the total area 4010.66 ha. Nowadays the Ministry of Forestry of Republic of Tatarstan is planning to arrange and move on a governmental and ecological appraisal to give a status for some SPNA of Apastovskii region. Nature reserves of Republic of Tatarstan in 2012 continued to act as a part of scientific ground making an opportunity for scientists to study animal and vegetal life in natural conditions. Senior research scientist in FSBI “Nizhnaya Kama” Mr. Bekmansurov R. Kh. in cooperation with specialists of reserved forestry “Spasski” made ringing of young white-tailed eagle as a part of European program of colored bird tagging. It is very important to notice that white-tailed eagle (Haliaeetus albicilla) was chosen as the bird of the year by Russian Birds Conservation Union. White-tailed eagle is listed in Red Data Book of Republic of Tatarstan and is in need of people’s help and attention.
The program of colored bird tagging in Tatarstan started in 2012 has already given its first results. At the end of the year we received a message that imperial eagle (aquila heliacal) was picked up in a very weak condition on the territory of Iraq in the region South West of Suwaira, Province Wasit (Kut). By the rings on the bird it was recognized that this bird was born in Tatarstan in Bavlinskii region. From 42 imperial eagles which were tagged in Tatarstan in 2012, 9 were tagged in Bavlinskii region. The bird which made migration to Iraq was tagged by special rings. White-greenish plastic ring was put on bird’s left paw. It’s a ring of Russian organization for wild bird’s protection, it has abbreviation WWW.RRRCN.RU. In February 2012 white-tailed eagle which was tagged in Elabuga region was noticed near Kiev. This address helps people to send useful information about their observations very quickly by internet. Tagging of such large birds as white-tailed eagle and imperial eagle help not only to know where migrate these birds, how many years they live but to know about the problems of their protection.
By the inspectors of Republic reserved forests was achieved a good result in protection of rare kinds of animals. By the Heads of reserved forests were given 508 rulings which include 84.4% of administrative fines. The total sum of administrative fines is 482.3 thousand rubbles, among them 470.3 thousand rubbles were given to 434 private people. In the process of state ecological supervision there were confiscated 232 different equipment of administrative fine, from them 220 fishing nets and 2 small vessels. On the average by one inspector of reserved forests was solved 15 cases.
