Today, the First Deputy Minister of Forestry of the Republic of Tatarstan Ilgizar Zaripov has become a guest of the program “Tatarstan - National Projects” of the radio “Tatarstan”. There he spoke about the first results of implementation of the regional project “Forests Conservation in the Republic of Tatarstan” within the framework of the federal project “Forests Conservation” of the national project “Ecology” in 2020.
Ilgizar Zaripov recalled that the implementation of the regional project includes the achievement of two target indicators. The first indicator is “the ratio of the area of reforestation and afforestation to the area of felled and dead forest stands, %”. The design value of the indicator for 2020 is 69.8%. It should reach 100% by 2024.
“This year, the spring forestry season in the Republic of Tatarstan was opened on April 10 and ended on May 18. During this period, work was carried out in the republic on reforestation on the area of 2,305 hectares. Of these, planting of forest crops - on the area of 2,193 hectares, afforestation - on 103 hectares, combined reforestation - on 9 hectares”, said Ilgizar Zaripov.
At present, the employees of the subordinate institutions of the Ministry of Forestry of the Republic of Tatarstan – forestry enterprises have begun work to promote natural reforestation. As of July 23 of this year such events were held on the area of 504 hectares. This method of forest reproduction provides for the creation of favorable conditions for the natural regeneration of valuable species undergrowth by mineralization of the soil surface, natural overgrowth and preservation of undergrowth when felling trees.
“To date, the value of the target indicator “The ratio of the area of reforestation and afforestation to the area of felled and dead forest stands” is already 106% (152% of the plan)”, - said the First Deputy Minister.
Additional indicators of the regional project are “Stock of seeds of forest plants for reforestation and afforestation, kg” and “Amount of grown planting material of forest plants, thousand pieces”. Their planned values for the current year are 11.4 tons of seeds and 31 million units of seedlings, respectively.
Currently, specialists of the subordinate institutions of the Ministry have collected 529 kilograms of seeds, including pines - 387 kg, spruce - 103 kg, larch - 20 kg, other species - 19 kg. The bulk of the seeds will be collected in August and September this year.
The second indicator is called “forest fire damage”. According to the information system of remote monitoring of the Federal Forestry Agency, as of July 22 of this year, 529 thermal points were registered on the territory of the Republic of Tatarstan. 235 cases of fires were confirmed in the areas bordering the forest fund on a total area of 65.7 hectares. No fires were recorded in the forest fund.
“In connection with the high class of fire hazard in the forests in Tatarstan, restrictions on the stay of citizens in the forests and the entry of vehicles into them were introduced from July 15 for 21 calendar days, said Ilgizar Zaripov. - Restrictions are established in relation to forests located on the lands of the forest fund of the republic. The industry workers installed warning notices about the imposition of the restriction, the period of its validity, as well as barriers on forest roads”.
Fire safety in the forest is provided by 20 type II forest fire stations and 5 type III forest fire stations. Space, aviation and ground monitoring of the fire hazardous situation in forests is being carried out, a set of measures is being taken for fire-prevention arrangement of forests.
In general, in 2020, 197.7 million rubles were allocated from the federal budget for the implementation of the regional project “Forests Conservation in the Republic of Tatarstan”, incl. for the purchase of forest fire and forestry equipment - 46.4 million rubles. These funds were used to purchase 9 units of fire tankers, 2 units of small forest patrol complexes, 2 high pressure fire-fighting units, 8 units of tree planting units ALP-1, 8 units of forest furrow cultivators KLB-1,7 and 7 units of plows PKL-70.
