Ravil Kuzyurov, Minister of Forestry of the Republic of Tatarstan, made a report at an off-site coordination meeting on the readiness for actions of the governing bodies, forces and means of the territorial subsystem of the RSChS of the Republic of Tatarstan. The meeting was held today in Kazan by the Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of the Consequences of Natural Disasters Yevgeny Zinichev, the President of the Republic of Tatarstan Rustam Minnikhanov took part in it.
During his speech, Ravil Kuzyurov spoke about the measures taken by the Ministry of Forestry of the Republic of Tatarstan to prevent the occurrence of forest fires in the Republic of Tatarstan. “The total area of forests in the republic is 1.3 million hectares, the average duration of a fire hazardous period is 185 days. This year the fire hazardous season in the forests was opened on April 6,” the Minister said.
Before the start of the fire hazard period, the “Consolidated plan for extinguishing forest fires in the territory of the Republic of Tatarstan” for 2020 was developed and approved, all type II and III forest fire stations, fire-fighting equipment concentration points at the forestry enterprises of the republic were checked, many meetings were held with the heads of rural settlements, the population, tenants, owners of land plots adjacent to the forest fund. Also, 1.5 thousand warnings were issued to legal entities and individual entrepreneurs about the inadmissibility of violating fire safety rules in forests.
Fire safety in the forests in Tatarstan is provided by 20 type II forest fire stations at the forestry enterprises, 5 type III forest fire stations at the State Budgetary Institution of the Republic of Tatarstan “Forest Fire Center” and 13 points of concentration of fire-fighting equipment. The number of forest fire-fighting units is 675 people, equipment ‒ 342 units of various techniques. In the event of an emergency, the total number of firefighting forces and equipment will be 6083 people, equipped with 1533 technology units.
During the fire hazardous season, space monitoring of the fire hazard situation, aviation (1.2 million hectares) and ground (11 thousand hectares), is carried out in the forests. Also, the regional dispatching service of the State Budgetary Institution of the Republic of Tatarstan “Forest Fire Center” (tel. 8-800-100-94-00, 8 (843) 221-37-95) operates around the clock.
“The implementation of the federal project “Preservation of Forests” within the framework of the national project “Ecology” helps to ensure the equipment of forest fire units and to more effectively carry out work to prevent forest fires, ‒ Ravil Kuzyurov emphasized. ‒ So, for 2 years, 37 units of forest fire equipment and 93 units of firefighting equipment were purchased under the project”.
According to the Minister, in addition to a special fire safety regime, this year in connection with the establishment of 4 and 5 classes of fire hazard in the forests in the Republic of Tatarstan from July 15 to August 4, restrictions on the stay of citizens in forests and the entry of vehicles into them were introduced, round-the-clock patrolling was organized...
As part of a set of measures for the fire-prevention arrangement of forests in the republic this year, 2670.2 km of new fire-prevention mineralized belts were created and the existing barriers with a total length of 5448.9 km were maintained. Work has been completed on the construction of fire-fighting roads with a total length of 80 km and their reconstruction ‒ 325 km. In addition, more than 790 pieces have been installed. stands, signs and indexes containing information on fire safety measures in forests, and 225 recreation places for citizens staying in forests were improved.
“In general, since the beginning of the year, according to the Information System for Remote Monitoring of the Federal Forestry Agency, 652 thermal points have been registered on the territory of the Republic of Tatarstan. Of these, 265 cases of fires were confirmed in areas bordering the forest fund on a total area of 69.2 hectares. No fires have been recorded in the forest fund, ‒ said Ravil Kuzyurov. ‒ The well-organized systematic work allows us from 2011 to the present to go through fire-hazardous periods without emergency situations.
