By the Decree of the Government of the Russian Federation dated 07.10.2020 No. 1614, the Fire Safety Rules in Forests were approved, which will come into force on January 1, 2021 and will be valid until January 1, 2027. The rules establish uniform requirements for fire safety measures in forests, depending on the intended purpose of lands and forests and ensuring fire safety in forests when using, protecting, protecting, reproducing forests, carrying out other activities in forests and when citizens are staying in forests, and are also mandatory for execution by public authorities, local governments, legal entities and citizens.
Fire safety measures in forests include:
- forest fire prevention (fire-prevention arrangement of forests and provision of forest fire prevention and suppression means);
- monitoring of fire hazard in forests and forest fires;
- development and approval of plans for extinguishing forest fires;
- other fire safety measures in forests.
The general requirements for fire safety in forests include, in particular, the following prohibitions:
- use open fire (fires, blowtorches, stoves, barbecues, braziers) in young coniferous stands, in burnt-out areas, in areas of damaged forest, peat bogs, in felling areas (in felling areas) not cleared of felling residues (wood residues formed in the felling area when felling and skidding trees, as well as when clearing trunks from branches, including the tops of felled trees, picking, twigs, brushwood) and harvested wood, in places with dried grass, as well as under tree crowns;
- throw burning matches, cigarette butts and hot ash from smoking pipes, glass (glass bottles, cans, etc.);
- when hunting, use wads from combustible (capable of spontaneously igniting, and also ignite when exposed to an ignition source and burn independently after removing it) or smoldering materials;
- leave materials (paper, cloth, tow, cotton wool and other combustible substances) oiled or soaked with gasoline, kerosene or other flammable substances in places not specially provided for this;
- refuel the fuel tanks of internal combustion engines when the engine is running, use machines with a faulty engine power system, and also smoke or use open fire near cars fueled with fuel;
- carry out work with open fire on peat bogs;
- to burn out brushwood, forest litter, dry grass and other combustible materials (substances and materials that can ignite spontaneously, as well as ignite when exposed to an ignition source and burn independently after its removal) on land plots directly adjacent to forests, protective and forest plantations and not separated by a fire-fighting mineralized strip with a width of at least 0.5 meters;
- litter the forest with production and consumption waste.
