Russian Ministry of Natural Resources proposes to introduce a new type of forest use

The Ministry of Natural Resources of Russia proposed to introduce a new type of forest use into part 1 of Article 25 of the Forest Code of the Russian Federation. It sounds like “Implementation of activities in the field of fisheries”. The government of the Russian Federation approved the proposal, which was presented by the Minister of Natural Resources and Environment of the Russian Federation, Alexander Kozlov, to the meeting of the Cabinet of Ministers.

“We propose that citizens who already have the right to extract aquatic biological resources have the right to conclude a lease agreement for a forest area that is needed for fishing. For example, to place non-capital objects on coastal forest areas: dryers for tackle, a warehouse for storing inventory, non-stationary refrigerators. I emphasize that this right does not provide for logging. Only the placement of non-capital facilities,” commented Alexander Kozlov.

All objects that can be installed must strictly comply with the established legal regimes of these forests. The felling of forest plantations is strictly prohibited. By the way, a similar practice already exists in the implementation of subsoil use, the implementation of activities in the field of hunting, farming on the lands of the forest fund.

The government decided to approve the draft federal law “On Amendments to the Forest Code of the Russian Federation in terms of the use of forests for the implementation of activities in the field of fisheries” and to submit it to the State Duma of the Federal Assembly of the Russian Federation in the prescribed manner.
