The Ministry discussed issues of compensatory reforestation within the framework of the construction of the M-12 “Moscow – Kazan” highway

Today, the Ministry hosted a meeting on compensatory reforestation within the framework of the project for the construction of the M-12 “Moscow - Nizhny Novgorod – Kazan” highway. The meeting was chaired by the Minister of Forestry of the Republic of Tatarstan Ravil Kuzyurov. The discussion was attended by deputy ministers Ilgizar Zaripov, Rais Gumerov, head of the Verkhneuslonsky municipal district Marat Ziatdinov, head of the executive committee of the Laishevsky municipal district Anatoly Novikov, heads of structural divisions of the Ministry, head foresters, directors of forestry enterprises of the republic.

The meeting was opened by the head of the Ministry of Forestry of the Republic of Tatarstan Ravil Kuzyurov. “During the construction of this route, it is planned to transfer forest lands to industrial lands, - he noted. - It is expected that a total of 280 hectares will be transferred. According to Federal Law No. 212-FZ, Avtodor will have to carry out compensatory reforestation.”

During the meeting, the issues of choosing sites for compensatory reforestation, terms of work execution, their acceptance, etc. were discussed.

Recall that by Federal Law No. 212-FZ dated 19.07.2018, lessees using forests to carry out the geological study of subsoil, exploration, and extraction of minerals, for the construction and operation of reservoirs, hydraulic structures, construction, reconstruction, operation of linear facilities, as well as the processing of wood and other forest resources are obliged to perform work on reforestation or afforestation within the boundaries of the territory of the corresponding constituent entity of the Russian Federation on an area equal to the area of cut forest plantations. This also applies to persons who have applied for or an application to change the designated purpose of a forest plot (on an area equal to the area of such a plot), incl. in connection with the transfer of forest lands to lands of other categories, except cases of transfer of forest lands to lands of specially protected territories and objects.

For reference. The high-speed highway M-12 “Moscow - Nizhny Novgorod – Kazan” will run through the territories of the Kaibitsky, Verkhneuslonsky, Laishevsky, Pestrechinsky, and Apastovsky municipal districts of the Republic of Tatarstan.
